1. WELCOME AND INTRODUCTION

Rally Estonia 2020 will be special. The biggest motorsport event in the Baltics held for the 10th time is official round of FIA for the first time in history. It has been our goal since the first rally in 2010 and it is a big recognition to Estonia.

This year’s FIA World Rally Championship continues in circumstances we have never been before. COVID-19 pandemic has changed a lot and organizing a WRC round is different challenge. Safety has always been top priority in autosport and considering the situation we have to guarantee safety not only on the stages. FIA and WRC Promoter have prepared the guidelines for this situation and we will follow them strictly. It concerns competitors, teams, officials, media and spectators.

The government of Estonia has formed a special committee for the purpose of minimizing the risk of coronavirus at Rally Estonia. All the COVID-19 rules and restrictions in force in Estonia during Rally Estonia are observed.

We believe that by following the rules and guidelines we can host a safe and spectacular competition. We will be keeping you up-to-date on any developments, please do not hesitate to contact our key officials for any questions you may have.

1.1 ENVIRONMENTAL POLICY

In organizing Rally Estonia, we follow an environmentally friendly way of thinking. We aim to implement the following activities and, if possible, ask our partners to follow them as well.

• We optimize human transport and use environmentally friendly solutions. • We avoid excessive printing and, if possible, publish the materials related to the competition electronically. • We emphasize the environmentally friendly approach and its importance in communication for spectators and participants. • If possible, we use solutions made from recycled materials. • Sorting of generated waste.

1.2 HISTORY OF RALLY ESTONIA

The idea to organize a new rally was born 10 years ago when Silver Kütt, a co-driver with the experience of participating in seven WRC rallies, presented his idea to his good friend, a former WRC driver Urmo Aava. After sharing the idea with a “marketing mastermind” Tarmo Hõbe, who named the new rally “Rally Estonia”, first steps were taken.

The idea that first seemed unbelievable back in 2009, has grown year by year and now the target is hosting WRC event.

The first Rally Estonia took place in 2010 and the first ever winner of the rally was a local hero Markko Märtin who has won five World Championship rallies back in his WRC career. The first two-time champion of the event was Mads Østberg, the winner Portugal WRC rally 2012, who was fastest at Rally Estonia in the years 2011 and 2012.

The high competitive level with the help and contribution of Märtin, Østberg and Latvala family raised the bar high for the organizers to keep.

From 2014 until 2016 Rally Estonia was part of the European Rally Championship (ERC) and in 2014 it was voted as the best ERC rally of the year.

Besides local stars Rally Estonia has welcomed many world top rally drivers over the years, such as WRC drivers , , Jari-Matti Latvala, , , , Yazeed Al- Rajhi, , and ERC Champions Alexey Lukyanuk and and the rising young gun Oliver Solberg who R5 class won last year.

For the last 2 years the competition has been dominated by the local heroes and current World Rally Champions Ott Tänak and Martin Järveoja.

4.2 CLOSING DATE FOR ENTRIES

4.3 CRITERIA FOR ACCEPTANCE OF ENTRIES

The maximum number of entries accepted will be 80. If more than 80 entries are received, the Organiser reserves the sole right to decide which entries will be accepted.

4.4 ENTRY PROCEDURE

Competitors wishing to take part in WRC Rally Estonia 2020 must register and fill in the electronic entry form published at https://registrations.fia.com duly completed before the closing date for entries.

The entry will only be accepted if accompanied by the total amount of the Entry fee.

A proof of payment of the entry fee should be sent by e-mail to the secretary of the rally ([email protected]) by the closing date of entries.

4.5 ENTRY FEES

5. SERVICE PARK

5.1. LOCATION AND SERVICE SPACE

The Service Park is located at Raadi airfield, Tartu.

GPS coordinates: N 58° 23.821 E 026° 45.110

Surface: concrete/asphalt

Manufacturers and other championship entrants will be allocated a designated space in accordance to 2020 FIA WRC Sporting Regulations.

Legal and private entrants will be allocated an area of 10 m x 10 m.

The service park will open on Saturday 29 August at 9:00hrs for Manufacturer teams, Sunday 30 August at 9:00hrs for priority competitors and Tuesday 1 September for all teams.

If a Competitor has multiple competition cars to be located together in Service Park, the application for consecutive Service Areas must reach the Organiser by Monday, 17 August.

Layout of Service Park displaying Service space designated to each competitor will be published on Official Notice Board.

5.2. ACCESS TO SERVICE PARK

Only vehicles with Service passes and Auxiliary passes are allowed to access the Service Park. Auxiliary vehicles may only enter the service park to bring or collect personnel and/ or equipment and only while no competition cars in the service park. The vehicles must be clearly identified by designated stickers issued by the Organiser and affixed on the windscreen. Removal of the sticker is prohibited until the end of the rally.

Non-entrants will not receive any auxiliary plates.

Reconnaissance cars are allowed to enter Service Park and park in their own service area.

5.3. FACILITIES AT SERVICE PARK

5.4. ENVIRONMENTAL REQUIREMENTS

All competitors are obliged to have a liquid-proof tarp of minimum 3x5m under competition cars. Drilling or any other damages to the surface of the Service Park is not allowed. During the rally a car wash facility will be available near the Service Park. Washing cars within the service park is prohibited at any time. After the rally, the Service Park has to be handed over in tidy condition. The teams are responsible for the removal of their waste and sewage.

5.5. SECURITY

Overnight security in the Service Park will be provided by the organisers from Monday 31 August until Sunday 6 September. However, the Organisers are not responsible for any losses, thefts or damages etc – all items are left at their owner’s risk.

6. TWO-WAY RADIO

All radio equipment used at the competition must comply with the requirements established in Estonia and the radio frequencies must have frequency licenses. The use of radio frequencies is regulated in Estonia by the Consumer Protection and Technical Regulatory Authority https://www.ttja.ee/en

Teams may use PMR446 (Personal Mobile Radio) compliant radio stations and equipment for communication within the team without the permission of the Consumer Protection and Technical Regulatory Authority.

7. IMPORT OF VEHICLES AND SPARE PARTS

Competitors coming from the European Union do not need to make any special custom clearance for temporary import of cars and equipment with the purpose to participate in Rally Estonia. Entrants from outside the European Union have to report to the customs at arrival in Estonia.

8. HELICOPTERS AND DRONES

8.1. HELICOPTERS

Only helicopters registered with the organiser and following the instructions of the organiser are permitted to fly within the airspace of the rally area and land at the service areas or other sites during the rally.

For COVID-19 and safety reasons, the number of helicopters operating in the area will be limited.

The deadline for Helicopter applications is Wednesday, 12 August. The Helicopter Application form is available in the Competitors section at www.rallyestonia.com.

The number of helicopters permitted to fly will be decided after the deadline of applications. Information about the administrative fee and and payment will be sent to the applicants who have been accepted.

Before the rally, a briefing for all pilots is mandatory. All pilots will receive a pilots’s pack containing timetables, maps and necessary information.

Helicopter pilots briefing will be carried out as a video conference.

8.2. DRONES

Only drones registered with the organiser and following the instructions of the organiser are permitted to fly within the airspace of the rally area and land in this area.

10. HOTELS & ACCOMMODATION RESERVATIONS

Rally organisers have reserved hotels and other commercial accommodation facilities in Tartu and Otepää for teams and competitors. For accommodation reservations please send your request on time to [email protected]. New accommodation offers are constantly added to this website and they vary from home accommodation to hotels.

11. RECONNAISSANCE

11.1. RECONNAISSANCE REGISTRATION

Reconnaissance registration will take place in the Rally Office at the same time with administrative checks as follows:

A reconnaissance registration form, duly completed, including details of the reconnaissance car, driver and co- driver names, Competitor’s accommodation during the rally and team’s contact phone number has to be sent by e-mail to [email protected] before the start of Reconnaissance. The form will be published in the Competitors section on www.rallyestonia.com.

All drivers may send a representative of the Crew presenting all the requested documents. Individual times to be confirmed in a bulletin.

The entry form must be signed by both drivers and presented in printed format by the representative of the team during the Administrative checks.

Administrative checks for Manufacturers will be carried out by appointment made by e-mail to [email protected] .

All crews and team members will be issued a pass with a portrait photo.

11.2. RECONNAISSANCE SCHEDULE AND PROCEDURES

Competitors carrying out reconnaissance must do so in accordance with the recce schedule and according to the identification below.

A reconnaissance road book will be supplied which will detail the routes to use between every stage during the reconnaissance. These will often not be the same as the main event Road Book. The use of Reconnaissance Road Book is recommended however individual route may be followed within the foreseen time schedule.

NB! It will be possible to do reconnaissance on all stages on Thursday only.

The fitting or carrying of radar detection equipment during reconnaissance is not permitted.

11.3. RECONNAISSANCE IDENTIFICATION

The crew will receive identification for their car (3 number stickers). The number stickers must be fixed to the top right corner of the front windscreen and both rear side windows during reconnaissance at all times. During reconnaissance both team members must carry an ID document to be shown to the Organisers or the Police if needed. Failure to present an ID document during the reconnaissance will be reported to the Stewards.

11.4. RECONNAISSANCE GPS TRACKER

All drivers must install a tracking system in their cars during reconnaissance (WRC Art 35.4.4). More information will be available in Rally Guide 2.

11.5. RECONNAISSANCE ONLY

Any driver holding an appropriate international licence but not entered in the rally may apply to take part in reconnaissance. All reconnaissance regulations must be respected in their entirety. A registration form will be published in Rally Guide 2. The final permission for taking part in the reconnaissance is left to the discretion of the organiser. A registration fee of 1000 EUR + 20% VAT will apply.

TRAFFIC

Visitors need driving licence, provided it is valid for the class of vehicle they wish to drive. The maximum speed limit is 90 km/h, in residential areas 50km/h, unless otherwise indicated. In the summer, the speed limit is 110km/h on some highways. A driver who has exceeded the speed limit can be punished with a financial penalty, an arrest, suspension of the right to drive or vehicle confiscation. Financial penalties are between 40 - 1200 euros. The use of front and rear seat belts is compulsory. The blood/alcohol limit in Estonia is 0 milligrams of alcohol per litre of blood (zero tolerance). Driving while under the influence of drugs and alcohol is prohibited and strict penalties are in place for anyone caught doing so. It is illegal for drivers to use a mobile phone without a hands-free device and holding a telephone in hand while the vehicle is moving. Headlamps must be on at all times while driving. Don’t cross the road unless the pedestrian light is green. Even if you think it is safe to cross on the red light, you never know where traffic may come from. Do wait the necessary few seconds and then You will be absolutely safe.

THE CITY OF TARTU

The university city of Tartu sits on the Emajõgi river. The large student population and wealth of museums means that the city is always alive with interesting and new events to entertain you.

Come to Tartu and see the famous kissing sculpture, meet the Tartu ghost (perhaps) and use it as a base for your South Estonia explorations.

Tartu is Estonia’s second largest city (population: 93 715 inhabitants) and also the oldest one in the Baltic States – first mentioned in 1030.

Tartu has always been the intellectual capital of Estonia. It is the cradle of the Estonian Song Festival, Estonian Theatre and the Estonian State. In the period Estonians call "The national awakening" Tartu was known as the Athens of the Emajõgi River ("Mother River") and until now the city has retained its intellectual and bohemian ambience.

Tartu University is one of the oldest universities in Northern Europe (founded in 1632) and has produced many eminent scientists and scholars of international repute such as Baltic German biologist Karl Ernst von Baer and famous Russian semiotician and culturologist Juri Lotman. Tartu still has a very large student population and the best time to meet them is in spring, where The Student Spring Days combine youthful exuberance with academic traditions.

Perhaps you will encounter the "Tartu Ghost" – a mysterious being that makes you spend too much time and come back to Tartu over and over again. Where does the Ghost live? Nobody knows, but you can feel its presence almost everywhere- in the city district Supilinn, ("Soup Town"), on Toome Hill, in the cosy little cafeterias and in the University. Local people also say that time flows slower in Tartu.

Decorated with terra cotta details, Tartu's St. John's church (Jaani kirik) is considered a prime example of European Gothic architecture. The nearby St. Anthony's Court (Antoniuse Õu) acts as a marketplace where Estonian craftsmen sell a range of goods from pottery to leather to cloth artwork.

Theatre performances, concerts, festivals, conferences happen all year round. Tartu is a hot bed of creative and scientific culture: with high quality promenade concerts, the Emajõgi River Summer theatre, the Hanseatic Days and various music events – you’ll never get bored. Tartu is also home to more than 20 museums.

THE TOWN OF ELVA

Elva - a lovely summer resort with beautiful nature and stunning wooden architecture, is located only twenty minutes drive from Tartu and little more than two hours drive from Tallinn.

Within easy reach and well worth exploring there are beautiful natural surroundings characterized by the clear watered lakes, picturesque riverbanks, peaceful forest parks and pinewoods.

Elva is famous for its lakes, such as Verevi, Arbi and Paisjärv. These are favourite swimming spots for many.

Elva is unique to its forest parks and abundance of pines: a third of the total territory of the town lies under forest parks and nearly 90% of the trees growing there are pines.

A dominant element in Elva is the train station which today is a visitors' information center and which used to be an important trade route in the past centuries.

Detailed information on hikes on foot or by bicycle can be obtained from the visitors' information center. The Elva river, with old water mill sites and rapid banks, is popular for canoeing. In winter skiers can participate in the Tartu Marathon, belonging to the Worldloppet series. Its 60 km track from Otepää to Elva can be cycled through on mountain bikes in summer.

THE MUNICIPALITY OF OTEPÄÄ

Otepää is a small town set in the hills of south Estonia.

It is the most well-known winter sports centre in the Baltics and the Winter Capital of Estonia. Otepää got its name, which in Estonian means "bear's head" after the shape of the castle hill - which reminds you of a bear's head. It's also where in 1224, Bishop Hermann started building the first known brick castle in Estonia, The Stone Fort.

In summer you can hike along the paths of the Otepää Nature Park, see the landscape of rolling hills and lakes, romantic winding village roads and small rivers. Beautiful views open from observation towers on top of Tehvandi and Harimägi hills. You can also take part in different sports or simply have a good time at lake Pühajärve, which is a jewel among Estonian lakes. Pühajärv was also the first Estonian lake to earn the Blue Flag in 2000.

Those who believe in supernatural power should pay a visit to the so-called "energy pillar" in Otepää. It is believed that when you touch it, it will give you a great shot of energy and good health.

In wintertime Otepää is a winter sports paradise for skiers, snowmobile riders and for anyone who enjoys the snow: there are slalom slopes equipped with elevators and lots of cross-country tracks.

Tehvandi Centre is recognised as an all year round training area among high level sportsmen and Kääriku has, for more than half a century, been a favourite of Estonian winter sports fans. Otepää and its surroundings are where Estonian Olympic medalists have lived and trained.

APPENDIX 2 – RECONNAISSANCE SCHEDULE

Reconnaissance will take place in two groups: Group A – FIA Priority 1 & 2 Group B – WRC3 and Non-priority drivers

Competitors carrying out reconnaissance must do so in accordance with the recce schedule and according to the identification below. The use Reconnaissance Road Book is recommended however individual route may be followed within the foreseen time schedule.

Any braking, stopping or accelerating in the military area is strictly forbidden! Only the cars with reconnaissance identification are allowed to enter.
