Gorenjska y Banka Banka «* posluhom NOMINALNE OBRESTNE MERE OGLAS Leto LVI - ISSN 0352 - 6666 - št. 39 - CENA 180 SIT (14 HRK) Kranj, torek, 20. maja 2003 Muzej, naj živi Kdaj ste zadnjič obiskali muzej in si ogledali katero stalnih razstav? Več, v prihajajoči novi skupnosti bodo v prihodnje morali iskati svojo umestitev v Evropi, veliki in mali, javni in zasebni. • Slovenian Democratic Path After European Union Accession
The Difficult Look Back: Slovenian Democratic Path after European Union Accession MIRO HAČEK Politics in Central Europe (ISSN: 1801-3422) Vol. 15, No. 3 DOI: 10.2478/pce-2019-0023 Abstract: In the third wave of democratic changes in the early 1990s when the Central and Eastern European (CEE) political landscape changed radically and the democrati‑ sation processes started in the eastern part of the continent, Slovenia was one of the most prominent countries with the best prospects for rapid democratic growth. Slove‑ nia somewhat luckily escaped the Yugoslav civil wars and towards the end of the 20th century was already on the path towards a stable and consolidated democracy with the most successful economy in the entire CEE area. After the dissolution of Yugoslavia, Slovenia had a simple and straight ‑forward political goals, i.e. to join the European union as soon as possible, thus consolidating its place among the most developed countries within the region. After some setbacks, this goal was accomplished in (so far) the biggest enlargement to the Union in May 2004. But what happened after Slovenia managed to successfully achieve its pair of major political goals? In this chapter, we search for an answer to this question and find out why Slovenian voters are increas‑ ingly distrustful not only of political institutions, but why so ‑called new political faces and instant political parties are so successful and why Slovenian democracy has lost a leading place among consolidated democracies in CEE. Keywords: Slovenia; European Union; membership; distrust; democracy. Introduction After declaring its independence from former Yugoslavia in 1991, the Republic of Slovenia expressed its willingness and objective, both in its strategic develop‑ ment documents and at the highest political levels, to become a full member of POLITICS IN CENTRAL EUROPE 15 (2019) 3 419 the European Union (EU).1 As the crucial developmental documents2 indicate, the optimum long ‑term development of the Slovenian economy is inextricably tied to Slovenia’s full membership in the EU.

Funding from the National Endow- ment for Democracy and the Slovenian Research Council facilitated Prof. Klemenčič’s research, including numerous interviews with Slovenian gov- ernment officials and former U.S. Secretary of State James Baker. Profs. Klemenčič and Dušan Janjić assumed team leadership from John A. Fine (2001-2003) in order to streamline the team’s internet commu- nication. An initial draft was submitted for project-wide review in Novem- ber 2003, which mandated considerable expansion in the chapter’s length and research base. Although the text was adopted following project-wide review in April 2005, further revisions were undertaken in 2008 to address concerns raised by two of the four outside referees in 2010, to accommodate constructive criticism raised in book reviews, and again in 2012 to incorpo- rate new evidence of U.S. and NATO complicity in avoiding the arrest of ICTY indictees. The chapter cites several confidential interviews conducted by SI scholars with several current and former officials from the U.S. State De- partment and IFOR military; in each case their identities have been recorded and stored in the Purdue University archives for later release, upon request, consistent with terms negotiated with each individual.

[email protected] Szerkesztésért felelős személy: CHen Xin Kiadásért felelős személy: Huang Ping china-cee.eu 2017/01 Vote of no confidence against the Minister of Interior Summary After it was postponed for summer months due to his attempted resignation, Minister of Interior, Aleš Hojs, passed a vote of no confidence on September 19. Although the initial accusations were focused on his alleged misconduct in the case of a concert of a highly controversial Croatian singer, a number of other criticisms followed. Most of them were directed at his interventions in the work of the Police force and National Investigation Bureau. Predictably, due to the coalition voting discipline, he passed the vote with a tight majority of 43 votes against and 38 for the no confidence motion. Shortly after the vote, Prime Minister Janša also closed the open issue of Hojs’ attempted resignation and prolonged the Minister’s mandate. Background: Hojs’ political career and his role in the initial period of Janša’s government Current Minister of Interior, Aleš Hojs, has a long political career. While working in several infrastructure institutions and state companies, he has already been a member of right- wing Slovenian Christian Democrats since its beginnings in 1989 and became more politically active in the party after is split with People’s Party , when it was renamed New Slovenia (NSi).
