The broad policy and institutional areas posited as determinants of comparative advantage in this paper include: physical capital, human capital (distinguishing between secondary, tertiary education and average years of schooling), financial development, energy supply, business climate, labour market institutions as well as import tariff policy. -

Despite the undeniable gains free trade produces, throughout history countries have applied both tariff and non-tariff barriers to restrict trade. The concepts of consumer and producer surplus are often used to measure both the welfare benefits of free trade and the welfare costs of imposing tariffs. Distributional Effect of International Trade and Comparative Advantage in Labor Markets∗ Rodrigo Adão MIT September 20, 2015 Abstract This paper investigates the distributional consequences of international trade shocks in the con- text of the Brazilian labor market. First, I document a new set of facts about how differential ex- posure to commodity price shocks across educational groups and regions leads to differential out- comes in terms of sectoral employment and wages. Second, I show that such facts are qualitatively consistent with a two-sector Roy model where worker heterogeneity regarding comparative and ab- solute advantage in sector-specific tasks determines the structure of employment and wages. Third, I establish that the schedules of comparative and absolute advantage are nonparametrically iden- tified from cross-regional variation in sectoral responses of employment and wages induced by sector demand shocks. Lastly, I build on this result to structurally estimate the model in the sample of Brazilian local labor markets. My structural estimates indicate that a 10% decrease in commod- ity prices causes counterfactual increases of 1.2% in the skill wage premium and of 5% in wage dispersion. ∗Author contact information: [email protected]. International Trade or centuries, people of the world have traded. From the ancient silk routes and spice trade to modern F shipping containers and satellite data transfers, nations have tied their economies to the rest of the world by complex flows of products and services. Free trade, which allows traders to interact without barriers imposed by government, can improve the living standards of people because it reduces prices and increases the variety of goods and services for consumers. It can also create new jobs and opportunities, and it encourages innovative uses of resources. However, even though free trade can benefit an economy as a whole, specific groups may be hurt. While certain sectors will experience job gains, others will face job losses. Still, societies throughout history have found that the benefits of international trade outweigh the costs. Why Trade? As consumers, all of us have an interest in trading they live, is because they believe they will be better with other countries. We often are unaware of trade’s off by trading. With individuals represented by their national aggregates, countries trade for the same reasons. Countries differ from one another in terms of resources and the techniques firms use to produce goods and services. People value goods and services differently, depending on their income and tastes. Investors in financial assets have different preferences for risk, return, and diversification. These differ- 29 Institute for International Economics | http://www.iie.com ences are reflected across countries as differences in costs of production, prices for products and services, and rates of return on and “exposures”1 to financial assets. Because costs, prices, and returns differ across countries, it makes sense for a country to trade some of what it produces most cheaply and holds less dear to people who want it more and for whom production is costly or even impossible. -

The novelty of this paper to analyze the agri-food export competitiveness patterns of the Association of Southeast Asian Nations (ASEAN), thereby aiming to fill this gap in the literature. Our research questions include which countries and products are competitive in the ASEAN region in agri-food trade; whether raw materials or processed products are more competitive; whether regional or global agri-food trade is more competitive and how persistent competitiveness is in the long run. The paper is based on ASEAN–ASEAN and ASEAN–world agri-food trade flows from 2010 to 2018, thereby global and regional competitiveness patterns have become visible. Results suggest that Myanmar (18.88), Laos (8.21) and the Philippines (5.36) have the highest levels of agri-food trade competitiveness in the world market, while in regional markets, Laos (17.17), Cambodia (15.46) and Myanmar (12.39) were the most competitive. Both raw materials, as well as processed products, are generally competitive, and regional trade, in general, was more competitive than global trade for the majority of the countries. However, results suggest a generally decreasing trend in keeping these competitive positions, which is also supported by the duration tests. -

The present paper attempts to assess Iran’s Revealed Comparative Advantage (RCA) in industrial subsectors based on two-digit code of the International Standard Industrial Classification (ISIC) and effects of five top subsectors with the highest average of RCA on the total Iranian real industrial exports. RCAs for Iranian industrial subsectors (during 2001-2010) were calculated for 2001-2010 time period and seasonal data (2001- 2010) were collected to estimate the RCA Model. Auto Regressive Distributed Lags (ARDL) Method was employed to investigate the effects of these subsectors on the total Iranian real industrial exports. The econometric results show that the subsectors with highest RCA average have a positive and significant effect on the total Iranian real industrial exports. The New Rural Paradigm, endorsed in 2006 by OECD member countries, proposed a conceptual framework that positioned rural policy as an investment strategy to promote competitiveness in rural territories. This approach represented a radical departure from the typical subsidy programmes of the past that were aimed at specific sectors. Rural Policy 3.0 is an extension and a refinement of this Paradigm. Where the New Rural Paradigm provided a conceptual framework, the Rural Policy 3.0 focuses on identifying more specific mechanisms for the implementation of effective rural policies and practices. We depart from the assumption that markets for goods, services, and factors of production are purely Icompetitive and allow for elements of monopoly and oligopoly. The effects of these market structures are studied mainly in individual markets (partial equilibrium) rather than in the economy as a whole (general equilibrium). Second, because many practical issues of trade policy, both old and new, turn on imperfect competition, we align the theory closely with its empirical applications. 12.1 Monopoly and the Gains from Trade The most basic connection between imperfect competition and international trade lies in the ability of international competition to limit distortions caused by monopolies in a nation’s product markets.We show this theoretically; then we consider evidence from real-world markets. Monopoly and Import Competition “The tariff is the mother of the trusts” was a charge heard often in the United States at the end of the nineteenth century. It meant that domestic producers who had worked out collusive agreements among themselves could not raise prices and exploit con- sumers without help from tariffs, which kept import competition away. Indeed, the gains from trade are amplified when foreign competition undercuts a monopoly’s abil- ity to raise its price above long-run marginal cost (the benchmark for an efficient, competitive price). This is illustrated in Figure 12.1, which shows not the monopoly’s demand and cost curves but the effect of its behavior on resource allocation for the economy as a whole.
