Marine-Oriented Sama-Bajao People and Their Search for Human Rights AURORA ROXAS-LIM* Abstract This research focuses on the ongoing socioeconomic transformation of the sea-oriented Sama-Bajao whose sad plight caught the attention of the government authorities due to the outbreak of violent hostilities between the armed Bangsa Moro rebels and the Armed Forces of the Philippines in the 1970s. Among hundreds of refugees who were resettled on land, the Sama- Bajao, who avoid conflicts and do not engage in battles, were displaced and driven further out to sea. Many sought refuge in neighboring islands mainly to Sabah, Borneo, where they have relatives, trading partners, and allies. Massive displacements of the civilian populations in Mindanao, Sulu, and Tawi- Tawi that spilled over to outlying Malaysia and Indonesia forced the central government to take action. This research is an offshoot of my findings as a volunteer field researcher of the Commission on Human Rights (CHR) and the National Commission on Indigenous People (NCIP) to monitor the implementation of the Indigenous People’s Rights to their Ancestral Domain (IPRA Law RA 8371 of 1997). H. pylori preva- lence among Indonesian Malay descendants was investigated. Results: Using a combination of fve tests, 232 recruited participants were tested for H- pylori and participants were considered positive if at least one test positive. The results showed that the overall H. pylori prevalence was 17.2%. Participants were then categorized into Malay (Aceh, Malay, and Minang), Java (Javanese and Sundanese), Nias, and Bataknese groups. The prevalence of H. pylori was very low among the Malay group (2.8%) and no H. pylori was observed among the Aceh. Similarly, no H. pylori was observed among the Java group. However, the prevalence of H. pylori was high among the Bataknese (52.2%) and moderate among the Nias (6.1%). Multilocus sequence typing showed that H. pylori in Indonesian Malays classifed as hpEastAsia with a subpopulation of hspMaori, suggesting that the isolated H. pylori were not a specifc Malays H. -

Today, Malay has grown into one of the largest languages in the world, with over 250 million users. Remarkable because Malay never was the largest language in the area (Javanese, Sundanese) nor was it centrally located. Inevitable because whenever it counted, there was no alternative. LANGUAGE SIZE: FACTORS Endangered languages: Factors that lead to endangerment (Brenzinger 1991) Discussion of factors that make a language large have focused on individual speaker choice Today’s point: Languages grow large primarily as a result of them being adopted & promoted by a powerful state Speaker take-up is an epiphenomenon of that. Btsisi', Blandas, and Malays

NOWAK Massey University SINGAN KN÷N MUNTIL Btsisi’, Blandas, and Malays Ethnicity and Identity in the Malay Peninsula Based on Btsisi’ Folklore and Ethnohistory Abstract This article examines Btsisi’ myths, stories, and ethnohistory in order to gain an under- standing of Btsisi’ perceptions of their place in Malaysia. Three major themes run through the Btsisi’ myths and stories presented in this paper. The first theme is that Austronesian-speaking peoples have historically harassed Btsisi’, stealing their land, enslaving their children, and killing their people. The second theme is that Btsisi’ are different from their Malay neighbors, who are Muslim; and, following from the above two themes is the third theme that Btsisi’ reject the Malay’s Islamic ideal of fulfilment in pilgrimage, and hence reject their assimilation into Malay culture and identity. In addition to these three themes there are two critical issues the myths and stories point out; that Btsisi’ and other Orang Asli were original inhabitants of the Peninsula, and Btsisi’ and Blandas share a common origin and history. CHAPTER 6 English for the Indigenous People of Sarawak: Focus on the Bidayuhs Patricia Nora Riget and Xiaomei Wang Introduction Sarawak covers a vast land area of 124,450 km2 and is the largest state in Malaysia. Despite its size, its population of 2.4 million people constitutes less than one tenth of the country’s population of 30 million people (as of 2015). In terms of its ethnic composition, besides the Malays and Chinese, there are at least 10 main indigenous groups living within the state’s border, namely the Iban, Bidayuh, Melanau, Bisaya, Kelabit, Lun Bawang, Penan, Kayan, Kenyah and Kajang, the last three being collectively known as the Orang Ulu (lit. ‘upriver people’), a term that also includes other smaller groups (Hood, 2006). The Bidayuh (formerly known as the Land Dayaks) population is 198,473 (State Planning Unit, 2010), which constitutes roughly 8% of the total popula- tion of Sarawak. The Bidayuhs form the fourth largest ethnic group after the Ibans, the Chinese and the Malays. In terms of their distribution and density, the Bidayuhs are mostly found living in the Lundu, Bau and Kuching districts (Kuching Division) and in the Serian district (Samarahan Division), situated at the western end of Sarawak (Rensch et al., 2006). However, due to the lack of employment opportunities in their native districts, many Bidayuhs, especially youths, have migrated to other parts of the state, such as Miri in the east, for job opportunities and many have moved to parts of Peninsula Malaysia, espe- cially Kuala Lumpur, to seek greener pastures. Traditionally, the Bidayuhs lived in longhouses along the hills and were involved primarily in hill paddy planting. -

CORE Metadata, citation and similar papers at core.ac.uk Provided by Ritsumeikan Research Repository Journal of Policy Science Vol.5 Demographic Changes in Indonesia and the Demand for a New Social Policy Nazamuddin ※ Abstract This article describes the demographic changes and their social and economic implications and challenges that will confront Indonesia in the future. I calculate trends in the proportion of old age population and review the relevant literature to make some observations about the implications of such changes. The conclusions I make are important for further conceptual elaboration and empirical analysis. Based on the population data and projections from the Indonesian Central Agency of Statistics, National Planning Agency, other relevant sources, I find that Indonesia is now entering the important phase of demographic transition in which a window of opportunity prevails and where saving rate can be increased. I conclude that it is now time for Indonesia to prepare a new social policy in the form of overall welfare provision that should include healthcare and pension for every Indonesian citizen. Introduction Demographic change, mainly characterized by a decreasing long-term trend in the proportion of productive aged population and increasing proportion of aging population, is becoming increasingly more important in public decision making. A continuing fall in the birth and mortality rates changes the age structure of the population. Its effects are wide-ranging, from changes in national saving rates and current account balances, as seen in major advanced countries (Kim and Lee, 2008) to a shift from land-based production and stagnant standards of living to sustained income growth as birth rates become low (Bar and Leukhina, 2010). -

Language Use and Attitudes As Indicators of Subjective Vitality: the Iban of Sarawak, Malaysia

A survey of 200 respondents in the Song district was conducted. To determine the objective eth- nolinguistic vitality, a structural analysis was performed on their sociolinguistic backgrounds. The results show the Iban language dominates in family, friend- ship, transactions, religious, employment, and education domains. The language use patterns show functional differentiation into the Iban language as the “low language” and Malay as the “high language”. The respondents have positive at- titudes towards the Iban language. The dimensions of language attitudes that are strongly positive are use of the Iban language, Iban identity, and intergenera- tional transmission of the Iban language. The marginally positive dimensions are instrumental use of the Iban language, social status of Iban speakers, and prestige value of the Iban language. Inferential statistical tests show that language atti- tudes are influenced by education level. However, language attitudes and useof the Iban language are not significantly correlated. By viewing language use and attitudes from the perspective of ethnolinguistic vitality, this study has revealed that a numerically dominant group assumed to be safe from language shift has only medium vitality, based on both objective and subjective evaluation.
