Słowa kluczowe: Katalonia, niepodległość, Key words: Catalonia, independence, natio- nacjonalizm, system partyjny nalism, party system Ara es l’hora? Introduction “Now is the Time” (Ara es l’hora). Under this slogan marched the supporters of Catalonia’s independence from across the region, united on 11 November, during a national holiday. In recent years, Catalan independence ambitions grew and the question whether Spain will split up is more and more often and more seri- ously posed, not only by international relations analysts, but also by the media in Europe. The Catalans are being convinced that “Now is the Time” not only by national movements but also by political factions which express these demands boldly and openly, including Prime Minister Artur Mas and the ruling party. In their opinion, Catalonia has never been so close to independence. However, a deeper analysis reveals that the situation on the Catalan political scene is much more complex. Divisions (also within the ruling party), corruption scandals, difficult alliances and warnings more and more often directed by the central government at the Autonomous Community make the Catalan road to independence less smooth and peaceful that it might have seemed at first. What is more, a new alignment of political forces that developed in 2015 on the Catalan Ma ria Pobóg-Lenartowicz • Ara es l’hora? The Approach of the Catalan Political Scene... 29 political scene changed the previous shape of the regional party system and its rel- ative balance. Therefore, matters concerning party agreements, forging alliances and forming opposition may soon become one of the main factors determining the success of the Catalan independence process. In this article, I will endeavour to analyse the changes that occurred on the Catalan political scene over the course of the last several months. I shall present the leading – in recent years as well as currently – political factions in the region and examine their programmes in terms of their views on independence. Lastly, I will give some thought to the question to what degree the complexity of the Cat- alan political scene may determine the success of independence demands made by the Catalan government. Due to the topicality of the discussed subject and the fact that the described processes and changes occur every day on the Catalan political scene, I will base my article on the source material – political parties’ programmes, election results, and documents adopted by the Catalan authorities. They will be complemented by Internet sources, especially in the case of the most recent events. In this case, the sources of information shall predominantly include news and announcements made by particular political factions. It needs to be stressed that this paper pertains to the situation in Catalonia in late November 2015 – during the time when the new government was being formed after the election to the Catalan parliament that took place in September 2015. In this case, “we witness history as it happens” – by the time this article is published, some of the described facts and predictions for the future may become outdated. The reader should be aware of this. Catalan Political Scene after September 2015 Election Even though the Catalan political scene has been under scrutiny of political fac- tions, analysts, and the media across Europe for the past several years, it was espe- cially the election to the Catalan parliament held on 27 September 2015 that put the Autonomy in the spotlight. The supporters of separation from Spain dubbed this event a referendum on sovereignty. On 11 November, during a Catalan na- tional holiday, more than one million people (according to organizers, who chose Via Lliure as its watchword, this number exceeded 2 million) took to the streets of Barcelona to create a multicolour mosaic that symbolized the values on which the independent Catalan state is to be based and to shout “Ara es l’hora” – “Now is the Time” (Nadszedł czas, 2015). 30 Historia i Polityka • No. 16(23)/2016 Papers The demonstration organized by Assemblea Nacional Catalana was one of the main events during the election campaign, the main item of which became the attitude towards the issue of independence. Catalan national parties hoped that achieving absolute majority in the parliament by independence parties rallying under the banners of separation from Spain would be the final and decisive ar- gument for starting the process of achieving full sovereignty and showing the world that these demands are supported by the majority of the Catalan society. In contrast, their defeat would be deemed by the supporters of the Autonomous Community remaining within the Spanish borders a proof that the majority of the Catalans are not behind these radical demands. The 2015 election result, instead of finally resolving this issue, created an even more complex situation on the Catalan political scene. Pro-independence par- ties – centre-right Junts pel Si (Together for Yes) and far-left CUP – Candidatura d’Unitat Popular (The Popular Unity Candidates) won 47.33% of the vote (and thus failed to achieve absolute majority) and the majority of (72 seats – 62 and 10 for Junts pel Si and CUP respectively) seats in the Catalan parliament (Większość absolutna…, 2015). Such an election result allowed both the supporters of inde- pendence and factions favouring Catalonia remaining a part of Spain (and be- ing subordinate to the government in Madrid) to proclaim victory and read it as a confirmation of their theses Gorzkie( zwycięstwo…, 2015). Despite the controversies connected to the interpretation of the election re- sults, the new majority in the parliament wasted no time to indicate the Catalan policymakers’ direction.

  • “Behind-The-Table” Conflicts in the Failed Negotiation for a Referendum for the Independence of Catalonia
“Behind-the-Table” Conflicts in the Failed Negotiation for a Referendum for the Independence of Catalonia Oriol Valentí i Vidal*∗ Spain is facing its most profound constitutional crisis since democracy was restored in 1978. After years of escalating political conflict, the Catalan government announced it would organize an independence referendum on October 1, 2017, an outcome that the Spanish government vowed to block. This article represents, to the best of the author’s knowledge, the first scholarly examination to date from a negotiation theory perspective of the events that hindered political dialogue between both governments regarding the organization of the secession vote. It applies Robert H. Mnookin’s insights on internal conflicts to identify the apparent paradox that characterized this conflict: while it was arguably in the best interest of most Catalans and Spaniards to know the nature and extent of the political relationship that Catalonia desired with Spain, their governments were nevertheless unable to negotiate the terms and conditions of a legal, mutually agreed upon referendum to achieve this result. This article will argue that one possible explanation for this paradox lies in the “behind-the-table” *Attorney; Lecturer in Law, Barcelona School of Management (Universitat Pompeu Fabra) as of February 2018. Multiculturalism, Identities and National Uncertainties in Southwest Europe: The Rise of Xenophobia and Populism in Catalonia (Spain) Montserrat Clua i Fainé, PhD (Universitat Autònoma de Barcelona) This paper proposes a critical reflexive approach to the multiculturalist debate. The starting point is to realize that, despite the years we have spent debating about multiculturalists and interculturalists policies, even the amount of writings we have about the issue (Rodríguez, 2010), it seems that all this work has not been effective for the disappearance of racism and its consequences. As was stated in the proposal of the workshop, today many European countries (with or without a history of multicultural policies) have seen a reaction against the policies of multiculturalism and an increasing of the presence of racist and xenophobic attitudes.

The territorial pluralism of Spain and the “State of Autonomies” • The complexity of the centre and the periphery when it comes to territorial matters and identity is a distinctive feature of the Spanish political system. This feature is shared with other plural democracies such as Belgium, Canada and the UK (and, to a lesser extent, Italy and Switzerland). • Nonetheless, Spain is one of the few states in Europe that has successfully preserved its national integrity. In contrast to the rest of the continent, Spain’s borders have remained unaltered for five centuries and there has not been a single territorial change in the last two centuries (colonial possessions aside). • Origin and Evolution of Olympic Spanish Boxing in the Period 1920-1968
Original Article Origin and evolution of Olympic Spanish boxing in the period 1920-1968 MARÍA TERESA CALLE-MOLINA 1 , MARÍA EUGENIA MARTÍNEZ-GORROÑO Department of Physical Education, Sport and Human Movement, Autonomous University of Madrid, Spain ABSTRACT This research presents the origins of boxing in the Olympic structures in Spain at the end of the 19th century, as well as the social, sporting and economic circumstances of Spanish boxing in the 1960s. This historical qualitative recovery was made based on the analysis of the testimonies of Spanish Olympic boxers who participated in the Mexican Games in 1968, information triangulated with numerous and diverse sources. The results show that Spanish participation in boxing in the Games, since its inclusion in the Spanish sports structures in 1920, took place four times until 1960. In this last decade its practitioners came from disadvantaged backgrounds and their evolution as boxers was very precarious in terms of material and personal resources. During this period, the national team developed with scarce resources. Fighters had to combine their sporting careers with other temporary jobs to support the family economy. We can conclude that those circumstances involved very poor preparation and international and Olympic defeats. However, boxing provided a platform to raise the social, economic and cultural status of the fighters and, considering their circumstances, becoming an Olympian was the greatest milestone in their personal lives and a national sporting landmark. Keywords: Boxing; Olympism; Olympic Games; Spanish sport. Cite this article as: Calle-Molina, M.T., & Martínez-Gorroño, M.E. (2021).

  • Spanish and Belgian Press Coverage of Political Conflicts in Flanders and Catalonia
International Journal of Communication 7 (2013), 1622–1640 1932–8036/20130005 The Mirror Effect: Spanish and Belgian Press Coverage of Political Conflicts in Flanders and Catalonia ENRIC CASTELLÓ1 Universitat Rovira i Virgili, Spain ALEXANDER DHOEST SARA BASTIAENSENS University of Antwerp, Belgium This article analyzes how the press in Belgium and in Spain reports on Catalonia and Flanders, respectively. Grounding our arguments in the theories of national identities and the domestication of the news, we propose the concept of the mirror effect to explain the logics of comparison of two different contexts. Combining a content analysis of eight major newspapers with a qualitative discourse approach, the article shows that reporting on political conflicts such as the ones analyzed tends to use “the other’s case” as a model to learn from that may or may not be followed. The results also indicate considerable differences between the Belgian and Spanish cases, the latter being more politicized and focused on the other’s national conflict. Introduction In December 2010, Catalan public television screened a 30-minute report on Belgium (Oliver & Segarra, 2010). The report focused on the national crisis within the country, giving a rather complex narrative on the Belgian situation. The context of the report was the crisis of the Belgian government and the success of Flemish nationalism. This television program was only the most visible outcome of the generally increasing Catalan interest in Belgium since the national conflict peaked. Some time later, a 1 This article is part of the project titled “The Media Construction of Political and Territorial Conflicts in Spain.
