As an organizational tool, this proposal divides the Pike-San Isabel National Forest into eleven separate Complexes, based on geo-physical characteristics of the land such as mountain ranges, parklands, or canyon systems. Each complex narrative provides details and justifications for our management recommendations for specific areas. In order to emphasize the larger landscape and connectivity of these lands with the ecoregion, commentary on relationships to adjacent non-Forest lands are also included. Evaluations of ecological value across public and private lands are used throughout this chapter.     Fred Barr 1882 - 1940 By Eric Swab I have always considered Fred Barr the benevolent benefactor of Pikes Peak hikers. He is credited with single handedly building the famous trail from Manitou Springs to the summit of Pikes Peak that bares his name. It is clear that he loved the mountains; however, his motivation for building trails was a combination of that admiration and his entrepreneurial spirit. Fred was born in Arkansas in June of 1882 to William M. and Mary Wade Barr, the eldest of 6 children. All of his siblings were girls.1 He came to Colorado with his family in 18932 when he was 11 years old. By 1900 we find Fred living with his family in Colorado City (now the Westside of Colorado Springs).3 Fred’s maternal grandfather Joel H. Wade had settled at the foot of Cheyenne Mountain on the Cripple Creek stage road in 1885. The Cripple Creek stage stopped at Wade’s place during the mining camp’s boom days.4 It is said that young Fred liked to hitch rides on those stage coaches headed into the mountains.5 These experiences must have been quite a thrill for a Kansas boy, and undoubtedly contributed to Fred’s appreciation of Pikes Peak. That same year, Fred Barr, at age 18, is listed as a driver at the Garden of Gods station, residing on the north side of Colorado Ave.

    SHOOTING RANGE RULES 1. User permit required and fee paid before use of range is allowed. Permits must be displayed at the shooting station as required. A current photo ID for each authorized shooter must be carried on their person and made available to conservation and/or law enforcement personnel upon request. 2. All shooters must sign in at the registration / log-in station upon arrival and before commencing firing on ranges. All shooters must log out when leaving the range. 3. No person under the age of 18 is allowed to shoot without direct supervision of an adult authorized shooter unless they are at least 16 years of age and have been issued a shooting range permit by demonstrating completion of a certified / approved shooting safety course. 4. Open shooting is limited to 1 hour maximum when ranges reach full capacity in order to allow other shooters an opportunity to shoot. 5. No handling of firearms when people are forward of firing line and / or down range. All firearms must have safeties on, chambers open. No person down range until all shooting has stopped. All shooters must coordinate with each other before going down range to place, retrieve, change, or tend to targets. 6. Firearms must be handled in a safe manner at all times.
