Now, alMost. twenty years later, Russian is taught in many"secondary schgols and commonly offered in colleges and universities. Despite its vastly improved position, Russian, along t;i:th othel' modern foreign languages; finds its placeinthe curriculum threa7ened. During'elleeuphoric decade of the sixties, Russian enrollments rose dramatically at all Levels- of _instruction..Curriculum development in Rustian'flourished, providing a multitude of basit texts and supplemeritary -materials, and. various teaching alternatives were explored. In the mid - seventies, the Rassian language--teaching profession, having bene'f'ited immensely from the experience of the recent past, confronts some very hard realities. L 7 vi TRENDS IN ENROLLMEN;S.IN RUSSIAN IN U.S. COLLEGES AND PUBLIC SECONDARY SCHOOLS Richard I. Bfod, ModeYn Language Association of America Trends in Foreign Language Enrollments, 1960-74 . - For foreign languages, as for other traditional fields of study, the decade'of the 1960epresented a golden age of enrollments, expansion, and employment for the teaching profession. As overall strident enrollments rose, - -more rapidly in the first half of the decade,.more slowly id the second--language enrollments also climbed, demonstrating the continuing importance of language study within the traditiopal liberal arts curriculum. In 1960, modern language enrollments in secondary schools were equal to 21.7 percent of total enrollment; by 1968 the percentage had risen to 27.7 (only, to drop back again by 1970 to 26:4).1 At the college level, the ratio peaked earlier, rising from 17.0 percent in 1960 to 17.8 percent. in 1963 (it then dropped back to 15.5 percent in 1968 and fell to 9.9 percent by 1974).2 -Given the continuing expansion of the student population, the declining ratios were not immediately accompanied by losses in 'absolute enrollment figures, but those losses appeared eventually: at the college level, a.decline of 0.5 percent between 1968 and 1970, and 9.2 percent between 1970, .and. 1972; in the schools, a slight, but ominous drop of 0.1 perceAt between 1968 vid 1970.3 In retrospect, ehe declining ratios appear to have been early warnings of the hisses that ultimately occurred as a result of a shrinkage of the totaLl enrollment base and a gradual dislodging of .language study from its entrenched (and privileged) position id the liberal, arts curriculum. AV least three trends seem to have played S role, in this developffient: (1) a dissipation of the enthusiasm for language study that had been inspired by the first sputnik (1957), %Or tEtpassage of the National Defense Education Act (1958), mid other . external events; (2) a contraction of the liberal arts-B.A. segment of higher education, accompanied by expansion of the professional- vocational segment (particularly noticeable in the growth charts of the

Porous Empire: Foreign Visitors And The oP st-Stalin Soviet State Abstract “Porous Empire” is a study of the relationship between Soviet institutions, Soviet society and the millions of foreigners who visited the USSR between the mid-1950s and the mid-1980s. “Porous Empire” traces how Soviet economic, propaganda, and state security institutions, all shaped during the isolationist Stalin period, struggled to accommodate their practices to millions of visitors with material expectations and assumed legal rights radically unlike those of Soviet citizens. While much recent Soviet historiography focuses on the ways in which the post-Stalin opening to the outside world led to the erosion of official Soviet ideology, I argue that ideological attitudes inherited from the Stalin era structured institutional responses to a growing foreign presence in Soviet life. Therefore, while Soviet institutions had to accommodate their economic practices to the growing numbers of tourists and other visitors inside the Soviet borders and were forced to concede the existence of contact zones between foreigners and Soviet citizens that loosened some of the absolute sovereignty claims of the Soviet party-statem, they remained loyal to visions of Soviet economic independence, committed to fighting the cultural Cold War, and profoundly suspicious of the outside world.

Abstract Theoretical literature asserts that tourism should lead to better interactions between nations with different ideas and cultures. However, empirical studies find that this is often not the case, and certain pre-trip factors are more influential in changing tourists’ opinions than the experience itself. This study examines one of these potential factors: the role that the news media plays in shaping public opinion about foreign countries prior to travel. Using a case study of American tourists to the Eastern Bloc from 1960-1975, this paper suggests that media portrayal contributed to the negative views Americans held of the Soviet Union and the lack of opinion change after travel.

Thompson Three Perceptions of the Fall of Communism: American, Russian, and East European, and Their Possible Role in Future Conflicts* Henry Kissinger recently wrote that two distinctly different processes are now taking place in Russia and eastern Europe. The first is the abolition of communism and reintroduction of private property, and here both Russia and her neighbors are of one mind. The other is the unravelling of the 300-year-old Russian empire, and here Russia and her neighbors represent conflicting interests. While all of Russia's neighbors welcome the debacle of the empire, not all Russians who are anti-communists are also anti-imperialists (Houston Chronicle 26 March 1992; International Herald Tribune 6 July 1992). In a similar vein, Sovietologist Stephen Erlanger remarked: "The collapse of Communism is a great relief to many people; the collapse of the union, which was really the Russian empire, is less welcome." 1 * Research for this article was supported in part by a grant from the Interna­ tional Research and Exchanges Board (IREX), with funds provided by the Andrew W. I describe my time as a graduate student of economic history in Moscow in 1972/73, at a tense moment in the Cold War. Covid-19 has changed tourism significantly. Numerous research shows how various factors will affect travel after COVID-19. No doubt that tourism has become a major global industry with an annual average growth rate of 4-5%. It also creates 8% of the global GDP and 10% of employment. Yet it is also very vulnerable to crises of different origin such as natural disasters, epidemics, economic crises, political crises, terror, etc. Because tourism product (e.g. hotel beds, airline seats, restaurant tables, guide services) is perishable, unlike physical goods, they cannot be stored for future use. Past crises with few exceptions (e.g. 2008 Financial Crisis, 2014 Financial Crisis, the terroristic attack of airplane in Cairo 31st of October, 2015) had regional impacts and their global impact on tourism volume was limited. Yet, taking into account the speed and impact, Covid-19 is the most serious crises tourism industry has ever faced. This crisis is estimated to have a seven time larger impact on tourism than the 2008 Financial Crises. The effects of Covid-19 are expected to extend for two years and result in a decrease of 39-50% in global tourism volume. Tourism industry is expected to recover to 2019 pre-crises levels not before 2023. 1 Introduction Tourism is among the first and most severely affected industries from Covid-19.

    New Elites and Their In‡uence on Entrepreneurial Activity in Russia Olga Shurchkovy Wellesley College Forthcoming: The Journal of Comparative Economics Abstract When Russia transitioned to a democratic institutional system in 1991, some of its regions remained under control of old Communist Party elites, while some fell into the hands of political newcomers (“new elites”). Using a new panel dataset spanning 71 of the Russian regions over the years 1994-2006, I show that regions with new-elite gov- ernors whose rise to power was in‡uenced by Putin ended up with signi…cantly fewer small and medium enterprises (SMEs) than otherwise similar regions governed by old elites. One interpretation of this result is that Putin, in alliance with the oligarchs, sought to extend his power to the distant resource-abundant regions by promoting rela- tively inexperienced new elites to govern those regions. As the oligarchs of big business were allowed to monopolize the resources of the new-elite regions, entrepreneurial ac- tivity remained at depressed levels. The newcomers’lack of leadership experience may have also contributed to this result. It now is a dominant factor in international economic cooperation regardless of the social and political systems of the countries involved. Until the end of the 1960s, international business transactions were primarily performed on the basis of bilateral industrial cooperation agreements. After a certain period this framework was no longer suffi- cient; consequently, the concept of joint ventures emerged as a necessity. Creation of a joint venture offers something more than mere cooper- ation. It offers the primordial advantage of sharing between partners from different countries. This sharing involves common business under- takings, management activities, programming, goals and profits; and most of all common risks and responsibilities.
