But there are substantial regional differences within and between these countries with respect to available net income. According to GfK’s prognosis, Switzerland’s almost 8.5 million inhabitants have a total purchasing power of €356.9 billion in 2019 (excludes Liechten- stein). Austria’s approximately 8.8 million inhabitants have around €212.3 billion at their disposal in 2019, while Germany’s approximately 82.8 million inhabitants have €1,968.7 billion. Purchasing power is a measure of the nominal net income available to the population, including government subsidies such as unemployment assis- tance, child benefit and pension contributions. The population uses these funds for consumer purchases as well as expenditures related to accom- modation, recreation and savings. When examining the topic of social housing there are two major issues: firstly, what socio- demographic groups are entitled to benefit from social housing and how has the socio-economic composition changed over the last decades? And secondly, where in a city are social housing units built? The latter question, which is related to the planning system of a city, is oftentimes underestimated, disregarded or simply overlooked in literature covering social housing in Europe. This thesis addresses exactly this problem, its objective being the identification of how the planning systems are used to influence the location of social housing developments across urban space by the example of Vienna and Copenhagen. Both cities have repeatedly been appraised as being amongst the most liveable cities worldwide. As a result of their increasing attractiveness as a place to live in, land and housing prices have been soaring. The research underlines that the possibilities for providers of social housing are limited considerably by high land price.

Far-sighted, intelligent solutions for its daily life have made Vienna the city with the highest qual­ ity of life worldwide.This is clearly borne out by its drinking water supply or social housing construction activities. However, to maintain this high qual­ ity of life against the background of restricting conditions, it is necessary to strive for constant self-analysis and the development of new and innovative solutions – in brief: to reinvent oneself continuously, especially as climate change and increasingly scarce resources call for novel global approaches. With the Smart City Wien framework strategy,Vienna is charting its course towards becoming a “smart city”.This is a course that differs from the strat­ egies of other cities in one key respect: Vienna will not let anybody down. For Vienna, the integration of the social component into all areas is an essential element of its framework strategy. Dr. Wolfram Manzenreiter 2 Vorbemerkung Die Idee zu dieser Arbeit entstand genau genommen schon im Jahre 2002. Damals kam mir das erste Mal zu Ohren, dass eine Partnerschaft zwischen Floridsdorf, meinem damaligen Wohnort, und Katsushika in Tokyo bestünde. Da ich zu dieser Zeit gerade mit meinem Japanologie- Studium begonnen hatte, begriff ich diese Partnerschaft zunächst einfach nur als Chance, meine damals noch marginalen Sprachkenntnisse zu vertiefen. Es wurde aber viel mehr daraus. 2003 nahm ich an dem Jugendaustauschprogramm teil und reiste zusammen mit vier anderen Jugendlichen aus Floridsdorf für zwei Wochen nach Katsushika. Dieser erste Kontakt zu Katsushika hat mein Japanbild nachhaltig beeinflusst. Nicht nur schloss ich damals viele neue Freundschaften – allen voran mit meiner Gastfamilie, mit der ich auch heute noch in regelmäßigem Kontakt stehe – auch zeigte sich mir Japan aus einer völlig anderen, nicht touristischen Perspektive. Durch das Leben mit der Gastfamilie hatte ich das Gefühl, das Land wirklich von innen heraus erfahren zu können. Ein Jahr später absolvierte ich ein zweimonatiges Volontariat als Deutschlehrer am Institut für Kultur und internationalen Austausch in Katsushika und auch die darauf folgenden Jahre blieb ich durch meine ehemalige Gastfamilie in Kontakt mit meinem japanischen „Heimatbezirk“. Kurz, ich habe dieser Partnerschaft viel zu verdanken. Es war für mich daher bald klar, dass ich sie auch zum Thema meiner Abschlussarbeit machen würde.
