During that tenure, there was a pendency of about 22,000 application were in pending and two to three hundred applications on daily basis against provincial and federal government departments were received by the human right cell. At the end of my one year tenure, most of the cases were disposed off on daily basis, eventually the pendency was reduced to 11,000 cases. Remained as a District & Sessions Judge for about 14 years in different District of Sindh. Founder Judge of Anti-Terrorism Court in Sindh and Decided highly profile murder cases from May, 1989 to October, 1989. First Accountability Judge in Pakistan decided highest number of References from October, 1999 till March, 2002. Remained as a Judge of Sindh High Court w.e.f 14-12-2007 till 13-12-2008. Remained Presiding Officer Special Courts (Offence in Bank, Karachi) for two terms (4 years).During this period also presided as a special Judge Customs, Excise & Taxation and Anti- Smuggling Sindh and also remain Chairman, Drug Court Sindh, Karachi. Worked as a Civil Judge/1st Class Magistrate, Senior Civil Judge /Assistant Session Judge & Additional Judge in different district of Sindh from 06-05-1981 till 06-05-1999. Practice at Bar as Advocate of District Court & High Court on Civil as well as on Criminal Side at Hyderabad District as well as at Sindh High Court, Karachi from 1976 to 1981. Achieved great honor in first conference on National Judicial Policy in the year 2009 held at Supreme Court of Pakistan where About 225 cadre and ex-cadre District & Sessions Judges all over the country unanimously select Chairman to conduct sessions on problems of District Judiciary and finally represent in conference held on 3rd &4th July, 2009. Chaired with Hon’ble Judges of Supreme Court and read paper with 17 points resolution along with Hon’ble Judges which include Mr. Justice Javed Iqbal, Mr. Justice Tariq Pervez and Justice Mushir Alam. Similarly on code of conduct /eradication, Group –A was headed by the Chief Justice of Pakistan, Mr. Justice Iftikhar Chaudhry, Group-B consisting of District Judges of the four provinces were headed by me(Dr. Qammaruddin Bohra) and Group-C was comprised of representatives of the Bar Headed by President High Court Bar Association, Rawalpindi and Group-D was consisted of representative of the Federal and Provincial Law Enforcement And Prosecution Agencies headed by Mr. Justice Rana Bhagwandas and on the recommendation of 4 groups National Judicial Policy (NJP) was announced. Convened judicial conference on District Level as Convener at Auditorium of National Museum, Karachi on 1st August, 2009 under observation of Mr. Justice Khilji Arif Hussain and Mr. Justice Gulzar Ahmed and all the Judicial Officers posted at Karachi, Bar Members Head of District Police, Investigation and prosecution, I.G. Prison Head of District Revenue, Senior Staff Members of all District Courts at Karachi and Members of Civil Society attended and 28 points resolution was passed to be recommended in revised of National Judicial Policy. The Meeting of National Judicial Policy Making Committee was attended and represents District Judiciary of Sindh in the year, 2010, 2011, and 2012 at Islamabad, Peshawar and Karachi. Attended first Pakistan Judicial Academies Summit held on 25th & 26th June, 2011 at Hotel Pearl Continental, Karachi headed by Chief Justice of Pakistan, Chief Justice of Federal Shariat Court, Chief Justice of Sindh High Court, Chief Justice of Islamabad High Court, Chief Justice of Baluchistan High Court, Chief Justice of Peshawar High Court, Chief Justice of Lahore High Court wherein on behalf of District Judiciary expressed view and was awarded Shield. Attended three days Seminars on Gender and Juvenile Sensitization organized by Women Prisoners Welfare Society held on 18th October to 20th October, 2010 at Karachi. Attended two days Course on Mediation as an ADR Mechanism organized by Karachi Centre for Dispute Resolution held on 20th December & 21st December, 2010 at Sindh Judicial Academy, Karachi. Attended four days Training Program on Illegal Dispossession Act, 2005, Summary Suits, How to Write ACRs and financial Accounting /Budgeting for District & Sessions Judges & Additional District & Sessions Judges organized by Sindh Judicial Academy held on 21st February to 24th February, 2011 at Sindh Judicial Academy, Karachi. Attended One Day Workshop on Cyber Laws in Pakistan organized by Sindh Judicial Academy in collaboration with ILO held on 28th July, 2011 at Sindh Judicial Academy, Karachi. Delivered Lecture on Criminal Justice System of Pakistan in International Seminar and Workshop organized by Mr. Justice ®Nasir Aslam Zahid at Karachi on 28-02-2012. Delivered Lecture to Judicial Officers & officers of Provincial Govt Departments on various subjects from time to time in Sindh Judicial Academy Karachi. Literary Work: . Written various articles on history of different cities of Sindh, published by Sindh University and Karachi University. Author of book published on City of Hyderabad Sindh (712-1947 AC). Honorary Assignment /Achievement: . Mentioned my achievements by American Biographical Institute in their book “The Directory of Distinguished Leadership” Eight Addition. Particularly considering experience on judicial / literally side. The book was published at the celebration of second millennium having names of the personalities who were distinguished in different fields all over the world. Achieved title of Nishat-e-Khidmat Dawat (N.K.D) in year 2000, Mukhlis Khidmat –e- Dawat (M.K.D) in year 2004 and in the same year the highest title of Al-Najib Al- Adeeb Al-Shaikh from his holiness Syedna Muhammad Bhurhanuddin (T.U.S) of Bohra Community. Special issue of the CJEI Report (February, 2008) ustice Iftikhar Muhammad Chaudhry, the twentieth Chief Justice of Pakistan was suspended by President General Musharaff in March last year leading to a worldwide uproar against this act. However, by a landmark order J handed down by the Supreme Court of Pakistan, Justice Chaudhry was reinstated. We at the CJEI were delighted and hoped that this would put an end to the ugly confrontation between the judiciary and the executive. However our happiness was short lived. On November 3, 2007, President General Musharaff suspended the constitution and declared a state of emergency. Soon the Pakistan army entered the Supreme Court premises removing Justice Chaudhry and other judges. The Constitution was also suspended and was replaced with a “Provisional Constitutional Order” enabling the Executive to sack Chief Justice Chaudhry, and other judges who refused to swear allegiance to this extra­constitutional order. Ever since then, the judiciary in Pakistan has been plunged into turmoil and Justice Chaudhry along with dozens of other Justices has been held incommunicado in their homes. Any onslaught on judicial independence is a matter of grave concern to all more so to the legal and judicial fraternity in countries that are wedded to the rule of law. In the absence of an independent judiciary, human rights and constitutional guarantees become meaningless; the situation capable of jeopardising even the long term developmental goals of a country. As observed by Viscount Bryce, “If the lamp of justice goes out in darkness, how great is the darkness.” This is really true of Pakistan which is presently going through testing times.

Feeley, Chair Since the Islamic resurgence of the 1970s, many Muslim postcolonial countries have established and empowered constitutional courts to declare laws conflicting with shariʿa as unconstitutional. The central question explored in this dissertation is whether and to what extent constitutional doctrine developed in shariʿa review is contingent on the ruling regime or represents lasting trends in interpretations of shariʿa. Using the case of Pakistan, this dissertation contends that the long-term discursive trends in shariʿa are determined in the religio-political space and only reflected in state law through the interaction of shariʿa politics, regime politics, and judicial politics. The research is based on materials gathered during fieldwork in Pakistan and datasets of Federal Shariat Court and Supreme Court cases and judges. In particular, the dissertation offers a political-institutional framework to study shariʿa review in a British postcolonial court system through exploring the role of professional and scholar judges, the discretion of the chief justice, the system of judicial appointments and tenure, and the political structure of appeal that combine to make courts agents of the political regime.

The ongoing activities fall into two categories, viz non-funded and to a degree self- sustaining, and those that have funds to sustain them. The Human Rights School Texts Project: Planting the Seeds of Change I, comprising the Kaleidoscope Primers (English) and Phuljhari (Urdu) and the socio-legal journal, Bayan fall in the former category; in the latter there is the Lahore Walled City Project and the Pathways research project. 2007 has also been a year of activism. The summary dismissal of the Chief Justice of Pakistan by General Musharaf triggered of the Lawyers Movement Continuing with its policy to maintain its focus on awareness-raising, with one critical exception of the Lahore Walled City Project: Planting the Seeds of Change III, the bulk of Simorgh’s work in 2006 has also been with the production and dissemination of information.
