Build low‐carbon communities and provide a safe living environment.  Development programs include: o Raise Water, Grow Electricity The National Land Restoration Policy, Pingtung County and the aquaculture sector are working together to install PV systems on fish farms. o Solar systems demonstrated on walk‐in greenhouses, livestock barns and fish farms. o Solar PVs installed on buildings. o Floating solar panels on detention ponds and conditioning pools (features the first floating system in ).

Cooperative Bank in May 2017 that provides local enterprises and residents preferential loans to purchase renewable energy equipment. This is Taiwan’s first green energy loan program.

Long‐term Health Care

 132 community care centers and other facilities such as day care centers and senior citizen learning centers have been set up to provide services and various activities, encouraging the elderly to engage in outdoor activities.  Pingtung County signed a statement of intent with E‐Da Hospital to cultivate health care human resources. Relevant courses designed by E‐Da Hospital will be offered in junior and senior high schools in order to integrate with higher‐level education and training opportunities.

Blue Economy and Tourism

Golden Triangle Regional Development Plan

 Introduced by the National Development Council at the end of 2015, this is a three‐year initiative that is estimated to be completed by the end of 2017. Its goal is to transform , Donggang and Xiaoliuqiu into a fishery and a recreational and tourism hub. Total investment is approximately USD $52.4 million (NT$1.73 billion).  Comprised of six strategies and 33 action plans, this plan takes the region’s natural environment, tourism, industries and transportation into consideration as it develops its future.  The plan positions Dapang Bay as a world‐class center for recreational activities such as car racing, yachting and other water sports, and places emphasis on promoting local marine ecotourism.  The objectives of the plan are to increase tourism by 2.5 million, create 720 local jobs, generate economic income of USD $81.3 million (NT$2.47 billion), and raise fishery output by USD $6.58 million (NT$200 million).

Major Pingtung Agricultural Biotechnology Park Infrastructure  Planned by the Council of Agriculture. Aims to promote the development of Projects high value‐added, low‐pollution and technology‐intensive agricultural products.  As a free economic pilot zone, it will promote the development of value‐ added agriculture, generate industry cluster effects, provide tax incentives and advantages of flexible operation, and facilitate academia‐industrial collaboration.  The companies approved for the park can be divided into six categories: o Natural food industry o Fish breeding biotechnology o Biotechnological agriculture resources and materials o Biotechnological livestock and poultry industry o Biotechnological inspection service industries o Energy‐saving and environmental control facility industries  The Asia‐Pacific Aquaculture Operation Center serves as the stronghold of developing newly‐focused industry, producing ornamental fish, satisfying customers’ demand for one‐stop shopping, and breeding new species. The center also contributes to other industries such as aquarium life support systems, aquatic plants, fish feed and fish medicine.  The park facilitates quality inspection, quick customs clearance and a “shop on‐site, factory off‐site” system. This is attractive for many large‐scale industries including food processing, agriculture, fishery and livestock products.  The ongoing expansion plan is scheduled to be completed by 2019. Multiple warehousing and logistics zones will be established to bolster international trans‐shipment facilities. The project is estimated to cost USD $12.4 million (NT$378 million).

Guangtsai Wetland Intelligent Demonstration Park

 Employs two strategies to support the “Raising Water and Growing Electricity" plan: water control in flood‐prone areas and restoration of destroyed areas.  Water sources are partly seawater and waste water from nearby fish farms. There will be zero use of groundwater and chemical baits. It will be capable of achieving water purification through a balanced ecosystem.  In accordance with Pingtung County’s “innovative utilization plan for renewable energy,” solar, wind, biomass and water energy facilities and functions are integrated into the park.  Will be constructed under elevated solar panels and equipped with photovoltaic modules, wind turbines and energy storage systems. The park is a pioneer for utilizing a micro‐electrical grid, which is constructed with smart electricity meters to collect power usage data and a smart energy management system. Additionally, it serves as a large detention basin during torrential rain and an experiment for agriculture and fisheries.

Floating Solar Power Station

 The first floating system in Taiwan was launched in 2016, utilizing the water surface of the detention basin.  The cooling and temperature‐stabilizing effects of the panels reduce the evaporation rate of the water.
