Yau Tsim Mong District Athletics Athlete Selection Yau Tsim Mong District Athletics Athlete Selection Organised by the Yau Tsim Mong District Council Co-organised by the Leisure and Cultural Services Department 【Prospectus】 1. Purpose : To select in an open manner those athletes who meet the eligibility requirements to represent the Yau Tsim Mong District Council (DC) in the competitions of “The 6th Hong Kong Games” (HKG). 2. Introduction to : The HKG is a major multi-sport event held biennially with the 18 DCs as the HKG participating units. The objectives of the HKG are to provide districts with more opportunities for sports participation, exchanges and co-operation, to encourage active public participation in sports, and to strengthen the public’s sense of belonging to the district they live in. Scheduled for 23 April to 28 May 2017, the 6th HKG will cover 8 sports, namely the athletics, badminton, basketball, futsal, swimming, table tennis, tennis and volleyball. (For details, please visit www.hongkonggames.hk) The divisions, events and quotas for the 6th HKG Athletics Competition are as follows: i) Division and Event: Division Men’s Division Women’s Division Event Individual Events: 100 m 200 m 400 m vents 800 m E 1500 m 5000 m Track Track 100 m Hurdles － 0.84 m 110 m Hurdles 1.067 m － s High Jump (Starting height: 1.50 m) (Starting height: 1.20 m) Long Jump vent E Shot Put 7.26 kg 4 kg Javelin 800 g 600 g Field Discus 2 kg 1 kg Team Events: 4 100 m Relay 4 400 m Relay ii) Quota: (a) Individual Events: Each district may nominate a maximum of 2 athletes per event; and each athlete may enter a maximum of 1 3 events, i.e. either 2 track and 1 field events or 2 field and 1 track events (excluding relay events). (b) Team Events: Each district may nominate a maximum of 1 team per event, and each team shall consist of 4 to 6 athletes. 3. Enrolment : From 21 December 2016 to 6 January 2017 Period 4. Eligibility : i) Participants must be born in or before 2007, but those who take part in the Requirements 5000 m event must be born in or before 2001, and must be holders of valid Hong Kong Permanent Identity Cards, or holders of valid Hong Kong Identity Cards who have resided in Hong Kong for 3 years or more. (Holders of Hong Kong Identity Cards must produce records, such as One-way Permits and passports, showing their arrival in Hong Kong before March 2014 to prove that they have resided in Hong Kong for 3 years or more.) . ii) Participants must reside within the “district boundary” of Yau Tsim Mong District and have valid proof of place of residence. The valid proof of place of residence accepted by the HKG includes: (a) a statement (such as a rates demand note, bill for electricity or water charges, monthly bank statement, mortgage statement or telephone bill) issued by a public utility company or commercial organisation or bank within the latest 3 months; or (b) a declaration of place of residence issued by the Home Affairs Department; or (c) a tenancy agreement; or (d) a student handbook showing proof of place of residence (if a student handbook cannot be produced, the documents stated in (a) to (c) above bearing the name(s) of the participant’s parent(s) together with the participant’s birth certificate may be provided). Note: The district boundaries of the 18 Districts are defined in the maps showing the Constituency Boundaries for the District Council Election. (For details, please visit the website of the Electoral Affairs Commission at www.eac.gov.hk.) Student hostels and athlete hostels are not regarded as the place of residence. iii) Those athletes who participated or will participate in the athletics competitions of the Olympic Games (excluding the Summer Youth Olympic Games), the Asian Games, the National Games of the People’s Republic of China, the World Championships (excluding the World Youth Championship) or the Asian Championships (excluding the Asian Youth Championship), or the Asian Indoor Athletics Championships or the IAAF World Indoor Championships between 2014 and 2017 are not eligible to participate in the athletics competition of the HKG. Note 1: Those athletes who participated or will participate in any events of the above-mentioned competitions which fall under the four categories defined by the IAAF (i.e. track and field, road running, cross-country and race walking) are not eligible to participate in the athletics competition of the HKG. Note 2: In the event that an athlete, who has already enrolled in the HKG, is nominated by the relevant national sports association to participate in any of the competitions specified in Paragraph 4(iii) above after the team leaders’ meeting of the relevant HKG competition is held, 2 he/she may continue to take part in the HKG. iv) Serving professional athletics athletes are not eligible to participate in the athletics competition of the HKG. Professional athletes are those who are employed under a full-time paid contract by any institution or company as an athlete, excluding the full-time athletes who are undertaking training and receiving subvention or subsidy offered by the government or relevant organisations (such as the Hong Kong Sports Institute, the Sports Federation & Olympic Committee of Hong Kong, China, and national sports associations). v) Participants must hold one of the following recognised competition results/qualifications for individual events (Note: The height of the hurdles for hurdle events and the weight of equipment for throwing events must be the same as the specifications for the equipment of the 6th HKG) in order to participate in this selection: (a) The 5th HKG Athletics Competition (b) District Age Group Athletic Meets organised by the Leisure and Cultural Services Department (LCSD) in 2016 (c) Pre-season Trial cum Athletics Relay Carnival 2016 (d) Hong Kong Athletics Series 2016 (Series 1 to 4) (e) Hong Kong Junior Age Group Athletic Meet 2016 (f) IAAF World Athletics Day 2016 (g) Inter-Secondary Schools Athletics Competitions held by the Hong Kong School Sports Federation in 2016 (h) TCAA Age Group Athletics Meet 2016 (i) USFHK 55th Annual Athletic Meet (j) Hong Kong Athletic Championships 2016 (k) Hong Kong Inter-City Athletics Championships 2016 (l) WAC Annual Challenge 2016 (m) The 70th SCAA Inter-School Athletics Meet (n) Other local events organised by the Hong Kong Amateur Athletic Association (HKAAA) in 2016 (o) Top 10 athletes in the Hong Kong rankings (open and youth divisions) of the HKAAA (as on the latest ranking lists to be released by the end of 2016) (If the participants’ results in 100 m, 200 m, 100 m hurdles and 110 m hurdles events are hand-timed, 0.24 second will be added to their results as a standard for selecting district athletes for the 6th HKG.) vi) Participants must meet the eligibility requirements (i) to (v) mentioned above. If it is found that any participant fails to meet the eligibility requirements, furnishes false information, or has participated in the athlete selection of more than 1 district, he/she will be immediately disqualified with all his/her selection results cancelled. vii) All participants must sign the “Declaration by Participant” before taking part in this selection. For participants aged under 18, the Declaration must be signed by his/her parent or guardian. viii) The Organiser reserves the right to forbid any participant from taking part in this selection. 5. Fee : Free of charge 3 6. E nrolment : i) Enrolment in person Methods and Participants should submit the duly completed “Enrolment Form” together Points to Note with the “Declaration by Participant” and proof of recognised competition results/qualifications in person or by a representative to the Yau Tsim Mong District Leisure Services Office (DLSO) (office hours: 8:30 a.m. to 6:15 p.m. from Monday to Friday; closed on Saturdays, Sundays and General Holidays) of the LCSD or any of the LCSD sports centres in Yau Tsim Mong District (office hours: 7:00 a.m. to 11:00 p.m. from Monday to Sunday) within the enrolment period stated in Paragraph 3 above. The originals or copies of the identity cards (please refer to Paragraph 4(i) herein) and proof of place of residence (please refer to Paragraph 4(ii) herein) of the participant are required for verification of eligibility when the enrolment form is submitted. ii) Enrolment by post For enrolment by post, please send the duly completed “Enrolment Form” together with the “Declaration by Participant”, copies of the identity cards (please refer to Paragraph 4(i) herein), proof of recognised competition results/qualifications and proof of place of residence (please refer to Paragraph 4(ii) herein) of the participant, and a stamped self-addressed envelope with “Enrolment for Yau Tsim Mong District Athletics Athlete Selection of the 6th Hong Kong Games” clearly marked on the outside, to the Yau Tsim Mong DLSO (address: 1/F., Kowloon Park Management Office, 22 Austin Road, Tsim Sha Tsui, Kowloon) of the LCSD within the enrolment period stated in Paragraph 3 above. (The day of receipt of the form by the Organiser will be regarded as the receipt date.) iii) All information provided in the enrolment form must be true and correct. Participants should notify the Yau Tsim Mong DLSO of the LCSD (Telephone No.: 23021762) immediately of any change of residential address during the selection process, otherwise the participants will be regarded as furnishing false information. If a participant is no longer a resident of Yau Tsim Mong District because of moving to another district during the selection period, he/she will be disqualified.

    LCQ11: Promotion of Cantonese Opera development *********************************************** Following is a question by the Hon Priscilla Leung and a written reply by the Secretary for Home Affairs, Mr Tsang Tak-sing, in the Legislative Council today (January 7): Question: With the joint effort of Guangdong, Hong Kong and Macao, the Chinese Ministry of Culture, in September last year, applied to the United Nations Educational, Scientific and Cultural Organisation for the inscription of Cantonese opera onto the Representative List of the Intangible Cultural Heritage of Humanity ("the inscription"). Furthermore, as an agreement on tenancy renewal has yet to be reached between the tenant and landlord of the Sunbeam Theatre in North Point, this large-scale performance venue for Cantonese opera may soon disappear. In this connection, will the Government inform this Council: (a) of the current policies to support the work of inscription by the Chinese Ministry of Culture, and to facilitate the sustainable development of Cantonese opera; (b) whether it will consider proposing options to the landlord and tenant concerned in respect of tenancy renewal for the Sunbeam Theatre, so as to preserve this performance venue for Cantonese opera with historic value; if not, of the reasons for that; (c) whether it will consider converting the Yau Ma Tei Fruit Market into a world-class large-scale Cantonese opera theatre, as well as converting the Yau Ma Tei Theatre into an academy of Cantonese opera, so as to nurture professionals and talents in the field; if not, of the reasons for that; and (d) given that many amateur artists and audience of Cantonese opera gather around Temple Street and the "Banyan Tree" in Yau Ma Tei, whether the Government will study the adoption of a targeted approach to promote and develop the culture of Cantonese opera in the area; if not, of the reasons for that? In recognizing and promoting good IAQ management practices, the Environmental Protection Department (EPD) has implemented the Representatives from Top 10 Organizations with the Highest Participation Rate in 2016 IAQ Certification Scheme for Offices and Public Places since 2003, with an aim to raise the awareness of good indoor air quality in the community. Throughout the years, the number of premises participating in the scheme has continued to rise. There are now approximately 1,400 certificates registered, a 16 fold increase as compared with some 80 certificates in 2004. This proves that the scheme has successfully brought the issue of indoor air quality to the attention of the general public.
