Phone: (091) 9213867, Fax: (091) 9214025 SPECIAL REPORT ON GLACIAL LAKE OUTBURST FLOOD IN CHITRAL On the night falling between 15th and 16th July, and again on 19th & 24th July 2015, different parts of District Chitral were hit by Glacial Lake Outburst Floods (GLOF) which carried massive torrents and flash floods washing away villages, access roads, bridges, drinking water supply systems, micro hydel power channels, public/private property and agricultural crops. This phenomenon is unusual; however, due to climate changes, districts in the north of Khyber Pakhtunkhwa i.e. Mansehra, Chitral, Battagram, Kohistan (U/L), Torghar, Shangla are prone to such incidents of GLOF and these districts have already been sensitized by NDMA & PDMA during various phases of monsoon contingency planning. In Chitral, 32 people have so far been reported as dead in various incidents. The exact number of injuries cannot be ascertained due to inaccessibility of different affected areas. The rain spell is on and the district is expected to receive more rains in the days to come. A brief overview of damages reported till date is given as under:- DETAILS OF INFRASTRUCTURE DAMAGES AND RESTORATION WORK Infrastructure DAMAGES DPTT: PROGRESS ROADS C&W Restoration Chitral Booni Road Blocked at Reshune work progress Shachar-Baranis Road Blocked for all sort of in vehicular traffic Chitral-Booni Road Cleared Road Blocked at Green Lasht due to the last night flood. WORK IN PROGRESS FOR RESTORATION OF ROADS. 3 main roads damaged Chitral-Booni: blocked at various ridges by yesterday’s flash floods. C&W has cleared the blockage. Chitral-Gram Chashma: 18 km cleared and 8 km road washed away and it will be restored within months. Land acquisition is in process. Chitral-Bumburate: Machine mobilized. Restoration work in progress. Booni-Mastuj (32 km): road which had been cleared earlier was damaged in the flash floods yesterday. Booni Shagram has been blocked by yesterday’s flash floods. Charun-Zondangram: Road blocked by yesterday’s flashfloods Damaged: 40 District Work in Restored : Nil Council progress BRIDGES Damaged Bridges: C&W Work in RCC Bridges 4 (Including Reshun Bridge ) progress 16 Suspension bridge at Raeen Gol on the Booni Shagram 12 wooden suspension bridges 01 Steel Bridge washed away. 27 Cantilever/ Suspension Bridges damaged. District Financial Council Constraints WSS 100 water supply schemes damaged PHED Work in 10 have been restored. progress Pipes for 34 water supply schemes supplied. More pipes will be supplied to District Chitral from Peshawar. Golen Water Supply Scheme have been damaged and 3 Nos Pipes washed away, work is in progress for its restoration. Irrigation 9 out of 13 irrigation channels damaged. Irrigation Work in Channels 4 have been restored. Deptt progress 2 in Bumburate are out of reach. Out of 02 Nos irrigation Channels which were restored previously, again damaged due to the flooding of last night, Work is in progress to restore the remaining channels. 2 new irrigation channels have been destroyed by the last night floods increasing the total damaged number to 11. Damaged: 70 District Request for Restored temporarily: 02 Council funds sent to Work in progress: 01 Secretary Local Council Board Peshawar. 26 water supply schemes damaged. District Request for Restore Nil. Council funds sent to Secretary Local Council Board Peshawar. Houses 348 Full and 77 Partially Damaged Health There are 57 health facilities in District Chitral: Health 01 DHQ, 3 THQs, 06 RHCs, 19 BHUs & 28 Civil Deptt Dispensaries Medical Officers available in all RHCs and THQs There is one Women Medical Officer in THQ Drosh. OPD details from the affected area health facilities will be provided as and when the areas and communication is restored temporarily. FOOD 74400 bags of wheat is available in the district Food Deptt sufficient for more than a month. As reported by the Food Department, that a PR Center at Village Kushum has been damaged due to last night floods, the flood water has entered in the Godown, where stock of wheat has reportedly damaged, further, details from the department is awaited. AGRICULTURE 1200 acre standing crops have been damaged. Agriculture Assessment is Roughly Estimated damages to crops: Deptt in progress Maize: 5820 hectares cultivated and 102 hectares have been damaged (2% loss) Potato: 1427 hectares are cultivated and 81% damaged. Orchards: 358 hectares are cultivated 60 hectares damaged. Rice: 2093 hectares cultivated 19 hectares damaged. Tomato: 104 hectares are cultivated 8 hectares damaged. Okra: 20 hectares cultivated 1 hectare damaged. Pea: 154 hectares are cultivated 11 hectares damaged. PDMA has transported 20 tons (500 Packages) of food items to the district on 20th July 2015 while a consignment of another 20 tons (500 Packages) food items were sent on 21st July 2015. PDMA team is present in Chitral for needs assessment and provision of relief. Currently, an amount of Rs.20 Million is available in the relief account of District Chitral. DC Chitral has been authorized for Rs.200,000/- out of relief funds for supply of drinking water to affected areas. Chief Minister Khyber Pakhtunkhwa has approved release of Rs.140 Million to C&W Chitral (Rs.100 M), PHED Chitral (Rs.30 M) and Irrigation Chitral (Rs.10 M) so as to mobilize contractors on rehabilitation work on the damaged infrastructure. ADDITIONAL RELIEF EFFORTS OF PDMA PDMA has supplied 565 tents, 2,860 Blankets, 141 plastic mates, 70 Hygiene Kits and 6 bundle of life Jackets to District Chitral. PDMA consignment of 4 trucks carrying 1,000 food packages (including ghee, atta, sugar etc) received in Chitral. Furthermore, 1,000 food packages received from NDMA transported via C-130 aircraft were also dispatched to Chitral Scouts for onward distribution among the stranded population. Cheques of Rs.140 Million (Rs.100 Million for C&W, Rs.30 Million for PHED, Rs.10 Million for Irrigation Chitral signed and issued) Funds for Health Department (14.29 Million), Agriculture and Live-stock Department (2.9Million) and Local Government Department (143.2 Million) Chitral have been processed. Deputy Commissioner Chitral has been authorized to make necessary procurement out of the balanced fund at his disposal i.e 2.5 crore. .

To alleviate the consequent burdens of deforestation, pollution and health hazards, my analysis explores the feasibility of implementing solar cookers in Chitral. I make an energy comparison, study the environmental impacts and determine the economic viability of this transition.
