United Nations Nations Unies اﻷمم المتحدة Office for the Coordination of Humanitarian Affairs مكتب اﻷمم المتحدة لتنسيق الشؤون اﻹنسانية Joint Statement by the UN Resident/Humanitarian Coordinator for Syria and Regional Humanitarian Coordinator for the Syria Crisis, on the safety and protection of civilians in northern Aleppo Damascus and Amman, 30 May 2016 The United Nations is deeply concerned over the fate of an estimated 8,000 Syrians trapped by fighting around the towns of Mare’a and Sheikh Issa in northern Aleppo Governorate following advances in the last three days by the Islamic State of Iraq and the Levant (ISIL) into areas controlled by non-state armed groups. An unknown number of people are also unable to flee due to fighting and the closure of the main road leading north towards the town of Azaz in northwestern Syria. Fighting is also reported to be continuing near the towns of Kaljibrin and Kafr Kalbin where some 6,000 people are living. Of the estimated 1,650 individuals recently displaced to informal settlements in the Yazibag area, northeast of Azaz, most have come from areas where fighting has been reported. We are deeply concerned that civilians in these areas are at risk of attack. There have been allegations of extra-judicial executions and unlawful arrests by ISIL. “We call on all parties to the conflict to ensure the unhindered movement and protection of civilians trying to reach safety, as well as their access to life-saving assistance at their current locations or en route to other destinations,” said Yacoub El Hillo, the UN Resident/Humanitarian Coordinator for Syria. “We further remind all parties to the conflict, and those with influence over them, of their obligations under international humanitarian law and international human rights law to protect civilians and persons no longer participating in the hostilities from attack,” Kevin Kennedy, the Regional Humanitarian Coordinator for the Syria Crisis, said. With shifting frontlines and ongoing conflict, some 163,000 internally displaced persons already reside within the Azaz corridor. The majority were displaced due to fighting which started in early 2016. Of the four million people in northwest Syria, living across northern and western Aleppo, northern Hama, eastern Lattakia and Idleb governorates, an estimated 2.7 million are in need of humanitarian assistance. Years of conflict have eroded the ability to cope for people across resident and displaced communities, making timely and principled provision of humanitarian assistance for them all the more critical. The most recent escalation of hostilities between the Government of Syria forces and its allies and non-state armed groups compounded an already dire humanitarian situation in northwest Syria, where an estimated two million people are internally displaced.

Turkey | Syria: Recent Developments in North- western Syria (Idleb Governorate and Afrin District) (as of 23 January 2018) Highlights • Hostilities in southern and south-eastern rural Idleb and southern rural Aleppo continued throughout the period between 16 and 22 January. • Civilian displacement in Idleb Governorate continues as hostilities intensify. The Camp Coordination and Camp Management (CCCM) Cluster tracked a total of 247,765 displacements to central and northern rural Idleb, as well as northern rural Hama (some may be secondary displacements), between 15 December and 22 January. • On 20 January, Turkish officials announced the start of Operation Olive Branch in Afrin District. Following the announcement, hostilities intensified significantly in Afrin District, resulting in displacement and casualties. • The ongoing hostilities in Idleb Governorate and the recent escalation in violence in Afrin District raise concerns regarding the protection of civilians, especially considering the concentration of civilians in both of these locations. • Concerns are raised about the restrictions on the freedom of movement of civilians in Afrin District which were imposed by the Afrin local authorities. Reports indicate that local authorities closed exit points from Afrin District, making it impossible for civilians to seek refuge in the nearby communities. Program Overview Mercy Corps has been implementing cross border programming from Turkey to northern Syria since 2012, providing multi-sector, lifesaving and holistic assistance (NFIs, WASH, Protection, Shelter, Food Security and Livelihoods) to over 3.9 million individuals. Through the Restorative, Essential, and Comprehensive Assistance to Vulnerable Populations to Enhance Resiliency (RECOVER) Program, Mercy Corps aims to reach an estimated 40,110 unique IDP and host community households (240,660 individuals1) in Aleppo (including Kobani), Idleb and Hama Governorates over the 12-month program.
