1.0 General: When the Emergency Alert has been initiated, the Emergency Operations Centre (EOC) will serve as the Municipal Emergency Control Group (CCG) headquarters.

11 Appendix 9: Affiliated Emergency Plans

General. In order to coordinate its emergency response activities, the Township of Georgian Bluffs should be aware of emergency plans developed by other authorities. The following section briefly summarizes plans located within the Emergency Planning File.

Canada Employment Centre. The Local Readiness Plan for Peacetime Emergencies identifies how the Canada Employment Centre can assist local municipalities with the recruitment, registration and allocation of volunteers.

Grey Bruce Health Unit. The Emergency Plan (1999) provides the Township with an understanding of the Health Unit’s authority and responsibilities during an emergency.

Senior Citizens’ Homes. The Contingency Plan (1999) describes how homes for the aged will respond to internal and external crises. The Emergency Plan (1997) outlines the process that the Community Control Group should undertake to request such facilities as an Evacuee Centres.

Grey Sauble Conservation Authority. The Flood Contingency Plan (1997) identifies how the Conservation Authority will monitor water levels, issue flood warnings and provide expertise on flood-reduction procedures.

Ministry of the Environment. The Spills Contingency Plan (1993) outlines how Ministry officials can respond to a pollutant spill, notify affected communities and organize a relief effort.

Minister of Public Safety and Security. The Province of Ontario Nuclear Emergency Plan (1997) identifies how the Province will react to a serious accident at a nuclear facility. Among the key protective measures identified in the plan are evacuation procedures and treatments for radiation exposure.

Note: The Province of Ontario has authority in any nuclear-related emergency.

Community Care Access Centre for Grey (CCAC). The Emergency Plan (1999) identifies how CCAC will care for the frail elderly residents in the community in the case of an emergency.

Local Municipal Plans. The Local Municipal Emergency Plans identify emergency procedures for each local municipality.

12 Appendix 10: Public Information Plan

1.0 General. When an emergency arises, it is essential to provide the public with current and accurate information on the situation. The release of information may serve a number of purposes, including a means to reassure residents and request additional support from the community.

2.0 Responsibility. In order to provide the community with all available information, the following activities will be undertaken:

a) Media Releases. The Emergency Operations Centre Media Coordinator is primarily responsible for gathering, organizing and disseminating information on emergency activities. If a Media Information Centre is required, it should be located near the Emergency Operations Centre.

b) Citizen Inquiry Services. The Red Cross is responsible for receiving and addressing citizen inquiries related to the emergency. A Citizen Inquiry service will be established at (a location to be determined).

3.0 Information Releases: Depending upon the nature of the incident, the Emergency Operations Centre Media Coordinator will determine the most appropriate method to disseminate key information. All news releases will be reviewed by the Community Control Group and authorized by the Mayor. Information on an emergency is traditionally released in the following manners;

1.0 General. Depending upon the extent of damage, the Community Control Group may determine the need to establish Reception/Evacuation Centres that can (1) centralize available resources and (2) shelter injured and/or displaced citizens.

2.0 Location. The Social Services Administrator will determine the most appropriate locations for these facilities. Reception/Evacuation Centres will typically be located in high schools or community centres that are well removed from the affected area.

3.0 Management. The following chart identifies the most appropriate supervisor and support groups for various emergency facilities.

22 Appendix 19: Recovery Management Plan

1. This plan assigns responsibilities and outlines activities, which may be required to bring the Township of Georgian Bluffs back to their pre-emergency state.

2. It will be activated (in whole or in part) at the direction of the Municipal Emergency Control Group. This will be determined by the nature of the emergency and its aftermath, but will normally occur once the immediate response to the emergency has been completed.

3. The following Committees will be established:

a) Recovery Committee

b) Human Needs Sub-Committee

c) Infrastructure Sub-Committee

d) Financial Sub-Committee

Recovery Committee

1. In the early stages, the Municipal Emergency Control Group as a whole may function as the Recovery Committee. Later (for example, after the emergency has been terminated), the following will form the Recovery Committee and meet at the direction of the Chair as required:

a) Mayor (Chair)

b) Chief Administrative Officer

c) Emergency Management Coordinator

f) Chairs of Sub-Committees

Representatives of the Township, the County, the Province of Ontario, and other agencies may be added to the Committee as appropriate:

23 2. The Recovery Committee will:

a) Ensure that the public and elected officials of the community are informed of the status and activities of the recovery process.

b) Ensure that elected officials are kept informed of recovery activities which may have an impact on Township resources.

c) Receive information from, and provide direction to the Recovery Sub- Committees to ensure that necessary services are provided and are being coordinated.

d) Request funding from senior levels of government.

e) Provide recommendations to Council concerning expenditure of funds, new by-laws or changes to existing by-laws and such other matters as may require Council approval.

f) Ensure continuity of mandated services to those residents not affected by the emergency.

g) Decide on the termination of recovery activities and the wind-up of Recovery Committees.

h) Prepare a final report on the recovery phase of the emergency for submission to Council.

24 Human Needs Sub-Committee

1. The following will form the Human Needs Sub-Committee, and will meet at the direction of the Chair as required:

a) Ontario Works Administrator (Chair)

b) Local Medical Officer of Health

c) Director, Grey/Bruce Health Services

d) Emergency Management Coordinator

e) Red Cross Representative

Representatives of the Township, the Province of Ontario, and other agencies such as volunteer groups may be added to the Committee as appropriate.

2. The Human Needs Committee will:

a) Ensure the continued operation of the evacuation centre(s), including the provision of housing, food, clothing, & personal services.

b) Assist homeless citizens to locate long-term housing and have utilities connected.

c) Co-ordinate storage and distribution of donated materials.

d) Ensure that the needs of “special populations” such as children, elderly, and handicapped are met.

e) Ensure health standards are maintained throughout the community.

f) Provide counseling services as required.

g) Work with affected business/industry to ensure that employment opportunities are restored at the earliest opportunity.

h) Assist affected citizens replace documents that may have been lost in the emergency.

i) Arrange financial assistance to those in need of it.

j) Ensure mail service to those within the affected area.

k) Ensure that provision is made for the care of pets.

25 l) Arrange for secure storage of residents’ property that has been recovered and cannot immediately be secured by the resident. m) Provide information on sources of retraining assistance for residents whose employment has been affected, or who have been injured and cannot return to their former employment. n) Co-ordinate transportation for those in need of outpatient care or therapy. o) Ensure that burials can be conducted in an appropriate manner. p) Co-ordinate their activities with those of other Sub-Committees, and report regularly to the Recovery Committee. q) Ensure that detailed financial records relating to Sub-Committee’s activities are maintained. r) Prepare a final report on the Sub-Committee’s activities, together with recommendations for amendments to this Recovery Plan.

26 Infrastructure Sub-Committee

1. The following will form the Infrastructure Sub-Committee and will meet at the direction of the Chair as required.

a) Director of Operations (Chair)

b) Local Medical Officer of Health

c) Emergency Site Manager

d) Mutual Aid Fire Coordinator - Fire Chief

Representatives of Township departments, the Province of Ontario, and other agencies may be added to the Committee as appropriate.

2. The Infrastructure Sub-Committee will:

a) Determine, based on engineering advice, the extent of the damage to homes, and municipal and commercial buildings, together with damage to roads, bridges and utilities.

b) Ensure (in conjunction with appropriate OPP Detachment and/or local Municipal Police Service/s) that access to unsafe areas or structures are restricted.

c) Maintain liaison with insurance adjusters concerning damaged structures, both private and municipal.

d) Expedite demolition permits with the assistance of the local Chief Building Official(s) as required.

e) Ensure that, when safe to do so, residents are given an opportunity to secure and/or remove personal property from damaged locations.

f) Ensure traffic controls (lights, signage) are restored.

g) Expedite procedures to establish new housing, or rebuild/repair damaged housing or other structures.

h) Ensure appropriate removal of debris (including hazardous and/or organic materials), and arranging for sorting and recycling of as much debris as possible.

i) Ensure that proper sanitation (drinking water, garbage, and vermin control) measures are taken.

27 j) Recommend, if appropriate, the waiving of tipping fees at waste disposal site. k) Ensure the safety of workers in the damaged area, including volunteers. l) Continue to work with utilities (hydro, gas, and phone) to permanently restore services. m) Co-ordinate the use of volunteer labour to assist residents with clean up on private property. n) Develop a list of reliable contractors. o) Co-ordinate their activities with those of other Sub-Committees, and report regularly to the Recovery Committee. p) Ensure that detailed financial records relating to Sub-Committee’s activities are maintained. q) Prepare a final report on the Sub-Committee’s activities, together with recommendations for amendments to this Recovery Plan.

28 Financial Sub-Committee

1. The following will form the Financial Sub-Committee, and will meet at the direction of the Chair as required:

a) Township Treasurer (Chair)

b) A member of Council

Representatives of Township departments, the Province of Ontario, and other agencies may be added to the Committee as appropriate.

2. The Financial Sub-Committee will:

a) Maintain accurate records of all emergency-related expenditures.

b) in the event of a natural emergency with widespread damage, co-ordinate the formation of a “Disaster Relief Committee”, in accordance with Ministry of Municipal Affairs Guidelines.

c) If required, arrange to advance funds to those in need, and arrange for recovery of these funds.

d) In the event of a human caused emergency, prepare and submit claim against the causer of the emergency.

e) Prepare claim for provincial and/or federal building.

f) Analyze the impact of the emergency on the Township budget.

g) Prepare insurance claims on behalf of the Township.

h) Assist, if required, with insurance claims on behalf of affected residents.

i) Co-ordinate their activities with those of other Sub-Committee, and report regularly to the Recovery Committee.

j) Prepare a final report on the Sub-Committee’s activities, together with recommendations for amendments to this Recovery Plan.

29 Provincial Assistance

1. A number of Provincial ministries have special responsibilities for the provision of emergency assistance. This assistance should be sought through Emergency Measures Ontario.

2. If required, a Provincial Liaison Team, consisting of representatives of various ministries, can be set up at an alternate location within the Township of Georgian Bluffs to assist the Committees.

Federal Assistance

1. If Federal assistance is required, this is to be sought through Emergency Measures Ontario.

Public Information

1. It is vital that accurate and up-to-date information be provided regularly to residents throughout the recovery process.

2. The Township of Georgian Bluffs Emergency Plan provides direction for responding to queries from the news media and from the public.

3. During recovery, it is the responsibility of each Committee Chair to ensure that information flows between the Recovery Committee and Sub-Committees to the Media Co-coordinator.
