TO MANAGE KEY FLORIDA PORT FACILITIES An Occasional Paper of the Center for Security Policy By: Alan Jones and Mary Fanning 23 December 2016 1 Gulftainer’s Port Canaveral cargo container terminal (left), Saddam Hussein awarding a medal to Iraqi nuclear physicist Dr. Jafar Dhia Jafar, considered the “father of Iraq’s nuclear weapons program” (right) In 2015 President Barack Obama’s Administration quietly approved the hand-over of cargo container operations at Florida’s Port Canaveral to Gulftainer, a Middle Eastern ports company owned by the Emir of Sharjah of the United Arab Emirates (UAE) and Iraqi businessman Hamid Dhia Jafar. Hamid Jafar is the brother and the business partner of Dr. Jafar Dhia Jafar -- the Baghdad-born nuclear physicist who masterminded Saddam Hussein’s nuclear weapons program. UAE-based port operator Gulftainer, a subsidiary of The Crescent Group, was awarded the 35- year no-bid lease at Port Canaveral in 2014 following two years of secret talks in a deal code-named “Project Pelican.” Treasury Secretary Jacob “Jack” Lew declined1 to conduct a Committee on Foreign Investment (CFIUS) National Security Threat Analysis that, under the Foreign Investment & National Security Act of 2007 (FINSA), is required for transactions affecting America’s critical infrastructure and U.S. national security. Port Canaveral is in close proximity to a U.S. Navy nuclear submarine base, two U.S. Air Force Space Command bases, and NASA’s Kennedy Space Center. Gulftainer has port operations in the UAE, Iraq, Saudi Arabia, Lebanon, Pakistan, Turkey, Brazil, and Russia. -

Not a ‘Wal-Mart’, but an ‘Imports-Exports Enterprise’: Understanding the Nature of the A.Q. Khan Network Strategic Insights , Volume VI, Issue 5 (August 2007) by Bruno Tertrais Strategic Insights is a bi-monthly electronic journal produced by the Center for Contemporary Conflict at the Naval Postgraduate School in Monterey, California. Introduction Much has been written about the A.Q. Khan network since the Libyan “coming out” of December 2003. However, most analysts have focused on the exports made by Pakistan without attempting to relate them to Pakistani imports. To understand the very nature of the network, it is necessary to go back to its “roots,” that is, the beginnings of the Pakistani nuclear program in the early 1970s, and then to the transformation of the network during the early 1980s. Only then does it appear clearly that the comparison to a “Wal-Mart” (the famous expression used by IAEA Director General Mohammed El-Baradei) is not an appropriate description. The Khan network was in fact a privatized subsidiary of a larger, State-based network originally dedicated to the Pakistani nuclear program. It would be much better characterized as an “imports-exports enterprise.” I. Creating the Network: Pakistani Nuclear Imports Pakistan originally developed its nuclear complex out in the open, through major State-approved contracts. Reprocessing technology was sought even before the launching of the military program: in 1971, an experimental facility was sold by British Nuclear Fuels Ltd (BNFL) in 1971. -

Kerr Analyst in Nonproliferation Mary Beth Nikitin Specialist in Nonproliferation August 1, 2016 Congressional Research Service 7-5700 www.crs.gov RL34248 Pakistan’s Nuclear Weapons Summary Pakistan’s nuclear arsenal probably consists of approximately 110-130 nuclear warheads, although it could have more. Islamabad is producing fissile material, adding to related production facilities, and deploying additional nuclear weapons and new types of delivery vehicles. Pakistan’s nuclear arsenal is widely regarded as designed to dissuade India from taking military action against Pakistan, but Islamabad’s expansion of its nuclear arsenal, development of new types of nuclear weapons, and adoption of a doctrine called “full spectrum deterrence” have led some observers to express concern about an increased risk of nuclear conflict between Pakistan and India, which also continues to expand its nuclear arsenal. Pakistan has in recent years taken a number of steps to increase international confidence in the security of its nuclear arsenal. Moreover, Pakistani and U.S. officials argue that, since the 2004 revelations about a procurement network run by former Pakistani nuclear official A.Q. Khan, Islamabad has taken a number of steps to improve its nuclear security and to prevent further proliferation of nuclear-related technologies and materials. A number of important initiatives, such as strengthened export control laws, improved personnel security, and international nuclear security cooperation programs, have improved Pakistan’s nuclear security. However, instability in Pakistan has called the extent and durability of these reforms into question. Some observers fear radical takeover of the Pakistani government or diversion of material or technology by personnel within Pakistan’s nuclear complex. -

Bob DROGIN & John GOETZ: The Curveball Saga Los Angeles Times 2005, November 20 THE CURVEBALL SAGA How U.S. Fell Under the Spell of 'Curveball' The Iraqi informant's German handlers say they had told U.S. officials that his information was 'not proven,' and were shocked when President Bush and Colin L. Powell used it in key prewar speeches. By Bob Drogin and John Goetz, Special to The Times The German intelligence officials responsible for one of the most important informants on Saddam Hussein's suspected weapons of mass destruction say that the Bush administration and the CIA repeatedly exaggerated his claims during the run-up to the war in Iraq. Five senior officials from Germany's Federal Intelligence Service, or BND, said in interviews with The Times that they warned U.S. intelligence authorities that the source, an Iraqi defector code-named Curveball, never claimed to produce germ weapons and never saw anyone else do so. According to the Germans, President Bush mischaracterized Curveball's information when he warned before the war that Iraq had at least seven mobile factories brewing biological poisons. Then-Secretary of State Colin L. Powell also misstated Curveball's accounts in his prewar presentation to the United Nations on Feb. 5, 2003, the Germans said. Curveball's German handlers for the last six years said his information was often vague, mostly secondhand and impossible to confirm. "This was not substantial evidence," said a senior German intelligence official. "We made clear we could not verify the things he said." The German authorities, speaking about the case for the first time, also said that their informant suffered from emotional and mental problems. -
