The constitution gives the federal and state governments the power to "control or restrict the propagation of any religious doctrine or belief among persons professing the religion of Islam." The constitution also defines ethnic Malays as Muslim. Civil courts generally ceded authority to Sharia (Islamic law) courts on cases concerning conversion from Islam, and Sharia courts remained reluctant to allow for such conversions. There was no change in the status of respect for religious freedom by the government during the reporting period. Muslims generally may not legally convert to another religion, although members of other religions may convert to Islam. Officials at the federal and state government levels oversee Islamic religious activities, and sometimes influence the content of sermons, use mosques to convey political messages, and prevent certain imams from speaking at mosques. The government maintains a dual legal system, whereby Sharia courts rule on religious and family issues involving Muslims and secular courts rule on other issues pertaining to both Muslims and the broader population. Government policies promoted Islam above other religions. Minority religious groups remained generally free to practice their beliefs; however, over the past several years, many have expressed concern that the civil court system has gradually ceded jurisdictional control to Sharia courts, particularly in areas of family law involving disputes between Muslims and non-Muslims. -

The Meeting of International Experts on Human Rights in Islam ("MIEHRI"), organized by the Attorney General's Chambers of Malaysia in collaboration with the Kingdom of Saudi Arabia and the Asian-African Legal Consultative Organization and co-sponsored by the Ministry of Women, Family and Community Development of Malaysia, was officially opened by The Honourable Dato' Seri Mohamed Nazri Abdul Aziz, Minister in the Prime Minister's Department of Malaysia. 2. The Opening Ceremony began with the recitation of the verses of the Holy Quran and Du'a. This was followed by the Welcome Speech delivered by The Honourable Tan Sri Abdul Gani Patail, the Attorney General of Malaysia. 03/01/2002 Already making WAVes Sofianni Subki GENDER discrimination, the struggles of single mothers, delays at the syariah courts in dealing with problems faced by divorced Muslim women, violence against women and sexual harassment are but just a few in the long list of issues that still beset the female population in Malaysia. The formation of the Women and Family Development Ministry (previously known as the Women's Affairs Ministry) on Jan 17 last year was understandably greeted by a huge sigh of relief from concerned quarters. Importantly, it reflected the Government's seriousness at solving problems faced by our women - and that was encouraging. Women leaders and women's groups felt that the new Ministry, headed by Datuk Shahrizat Abdul Jalil, would be able to ensure speedier resolutions to women's issues and concerns. They felt that with a Minister representing the gender, women's issues will deservingly be profiled at the Cabinet. (Previously, women's issues were handled by the Women's Affairs Department or Hawa which was placed under the Prime Minister's Department. At the time, the role of Hawa was huge but its capacity was limited as its functions covered every possible aspect of women's development on a national scale. With the establishment of the Ministry, Hawa's responsibilties have become more demarcated and it is now able to concentrate on implementation of programmes and provision of support services to women in need.) Operating as a separate entity, the Women and Family Development Ministry has decided to focus on long-term strategies such as paving for changes in laws and polices that affect women. -

Shahrizat’s hubby charged with CBT in NFC scandal The Malaysian Insider March 12 , 2012 By Shazwan Mustafa Kamal KUALA LUMPUR, March 12 — Datuk Seri Mohamed Salleh Ismail was charged today in the Sessions Court here with criminal breach of trust and violating the Companies Act in relation to RM49 million in federal funds given to the National Feedlot Corporation (NFCorp). He pleaded not guilty to the CBT charge as well two counts under the Companies Act in the scandal that has opened Datuk Seri Najib Razak and the Barisan Nasional (BN) government to damaging attacks ahead of elections expected soon. The 64-year-old was charged under Section 409 of the Penal Code relating to CBT for misappropriating RM9,758,140 from NFCorp’s funds to purchase two condominium units at the One Menerung complex in Bangsar for the National Meat and Livestock Corporation (NMLC) on December 1 and December 4, 2009. Mohamad Salleh was also charged under the same section for transferring RM40 million of NFCorp’s funds to the NMLC between May 6 and November 16, 2009. He was further charged in both cases for using the said funds without any approval from company’s annual general meeting, which is an offence under Section 132 of the Companies Act 1965. If found guilty, he faces between two and 20 years’ imprisonment, whipping, and a fine for the offences under the Penal Code. Mohamad Salleh also faces a five-year jail term or RM30,000 fine for the charges proffered under the Companies Act. The charges were read out to the NFCorp executive chairman while his wife, Datuk Seri Shahrizat Abdul Jalil, sat two rows behind him together with relatives and supporters. -

Najib says NFC assets frozen The Malaysian Insider January 14 , 2012 By Shazwan Mustafa Kamal KUALA LUMPUR, Jan 14 — The National Feedlot Corporation’s (NFC) assets have been frozen for the time being, Datuk Seri Najib Razak said today, following the Malaysian Anti-Corruption Commission (MACC) probe into the company’s highly-publicised scandal. The prime minister said he has asked Deputy Prime Minister Tan Sri Muhyiddin Yassin and Agriculture and Agro-based Industry Minister Datuk Seri Noh Omar to study how the NFC issue could be resolved. Women, Family and Community Development Minister Datuk Seri Shahrizat Abdul Jalil (picture) said in a statement this week that she has asked Najib to give her three weeks’ leave to allow the MACC to conduct its investigations. “I hope the Malaysian Anti-Corruption Commission will be able to investigate whether or not I was involved in any of the decisions made by the government on the NFC in which my husband, Datuk Seri Dr Mohamad Salleh Ismail, is the executive chairman,” she had said. Najib said today Shahrizat’s decision to take leave from her ministerial duties was appropriate, and that it would enable the authority to investigate if she was involved in alleged misappropriation of federal funds meant for NFC. “I’ve discussed with Datuk Seri Shahrizat about the leave, and it is an appropriate decision as it allows the authority to carry out a thorough investigation. “Datuk Seri Shahrizat said she was willing to be investigated fully. What happens after this will depend on the outcome of the investigation,” he was quoted by national news agency Bernama as saying.
