All Rights Reserved to the Civil Rights Forum on Communications Policy a project of the Tides Center Synopsis As part of its mandate to identify and eliminate market entry barriers for small businesses under Section 257 of the Telecommunications Act of 1996, the Federal Communications Commission chartered this study to investigate practices in the advertising industry that pose potential barriers to competition in the broadcast marketplace. The study focuses on practices called "no Urban/Spanish dictates" (i.e. the practice of not advertising on stations that target programming to ethnic/racial minorities) and "minority discounts" (i.e. the practice of paying minority- formatted radio stations less than what is paid to general market stations with comparable audience size). The study consists of a qualitative and a quantitative analysis of these practices. Based upon comparisons of nationwide data, the study indicates that stations that target programming to minority listeners are unable to earn as much revenue per listener as stations that air general market programming. The quantitative analysis also suggests that minority-owned radio stations earn less revenues per listener than majority broadcasters that own a comparable number of stations nationwide. These disparities in advertising performance may be attributed to a variety of factors including economic efficiencies derived from common ownership, assessments of listener income and spending patterns, or ethnic/racial stereotypes that influence the media buying process.

A Construction Permit (file# 0000029912) authorizes the WHSV-TV Channel 20 post-auction facility to be sited at Elliott Knob, located 76.6 km from the licensed site at Big Mountain. Figure 1 demonstrates that there will be substantial loss of interference-free service within the WHSV-TV pre-auction digital service area (Ch. 49, BLCDT-20060413ACO). The loss results from the incentive auction’s reassignment and the inability to construct the reassignment facility at the Big Mountain site. Proposed Facility: Ch. 28 Luray, VA 15 kW ERP directional (azimuth pattern in Figure 2) DTDRT Compliance: The proposed DTDRT contour encompasses some of the loss area and does not extend beyond the pre-auction digital service area (Figure 1). I think that Texas and Red Dirt folks need to institutionalize a name also, bigger and better, of course. Travel always means new vistas, making new friends and hanging with old buddies.
