Smoot previously worked as Co-Chair for the Presidential Inaugural Committee and National Finance Director for the Obama for America campaign. She served as National Finance Director for the Democratic Senatorial Campaign Committee, as well as senior advisor for a number of senatorial and congressional campaigns. Smoot received her Bachelor of Arts degree in Government from Smith College. Peter Cowhey is serving as the Senior Counselor to Ambassador Kirk. Dr. Cowhey is currently on leave from his position as Dean of the School of International Relations and Pacific Studies and Qualcomm Professor at the University of California, San Diego. He is the former Chief of the International Bureau of the FCC and Director of the University of California system’s Institute on Global Conflict and Cooperation. He also headed policy studies for the California Institute on Telecommunications and Information Technology.
