Agreed: Jane to inform WRC that Laurie Burdett and Paul White would like to attend. 1. CONFIRMATION OF MINUTES RESOLVED THAT THE MINUTES FOR THE LWAG MEETING ON 18 JULY 2019 BE CONFIRMED. Paul/Judith 2. GENERAL BUSINESS i) Payments CONFIRMED THAT JANE PENTON BE PAID $625.00 FOR SECRETARIAL SERVICES FOR AUGUST, PAUL WHITE BE REIMBURSED $21.50 FOR MEALS AND THE PO BOX RENEWAL OF $180.00 BE PAID. Paul/Laurie 3. TDC 3 WATERS UPDATE (n.b. slide show available) Denis introduced Kevin Strongman who is head of operations for all services plus parks and facilities. Denis gave an overview of his presentation. Total n discharge to Lake Taupo Catchment - with recent figures provided by monitoring officer Nicola Hancock (graph): Higher level in 2018 due to increase in permanent population at Kinloch -this would have had an impact, plus growth at Wharewaka and inefficiency issues Turangi. Discussion: Denis - Turangi processes sorted out. 2019 similar 2017, Taupo not counted - outside catchment. Turangi - new consent will include land disposal. Consultation processing well. Q - Green line? (on graph) Denis-percentage of N reduction (from waste material), Q - Rakaunui Road and View Road and WRC rules for Upper Waikato? Denis - yes, will come into Healthy Rivers N budgets. Total N discharged to Lake Taupo Catchment with Proportions from Individual Plants (graph): Waitahanui not included as of 2017 onwards (reticulated to town) Increase seen in Omori. Comment: Paul - 10 yrs ago LWAG submitted re; reticulation and was told it wasn't possible. Now it has happened. Wastewater Consents Update: Motutere, awaiting consultation responses. Omori/Kuratau-granted 2019, also Whareroa. Taupo - renewal Rakaunui discharge consent - working with WRC on technical consent issues and consultation - also relating to Healthy Rivers. Mangakino -growth impacts require review re; N. Re-consent likely and treatment plant upgrade. Lakes & Waterways minutes: 15.08.19 Q - Not in Taupo catchment? Denis - outside Taupo catchment but affects Lake Maratei. Turangi - working with Turangitukua through consenting issues re; alternate disposal - land disposal options e.g. native vegetation. Outsourcing PM of consents to progress. Q - Motutere scheme - properties south of Motutere have septic tanks - included in WWTP? Denis - yes, provision within the consent if they wish to. Conversations over past 4/5 yrs around reticulation options. Paul-Acacia Bay? Denis - renewed 3-4 yrs ago. 2019/20 Annual Plan Wastewater key projects: Kinloch plant - upgrade; considering options going forward relating to population growth. Sub-surface irrigation onto Taupo-owned golf course - installation by May/June 2020. Q - How deep ? Denis - Below root zone -ISOmmm to 300mm. Kevin - also the area around the existing WWTP to be irrigated. Denis - View Road Expansion - scoping and design stage. Land bought - plus on Mt Tauhara side of Broadlands Road with consent process underway re; expansion into this area. Bailage - now organised by contractors. Stormwater: Annual report due September re; consent compliance (WRC). Projects - quality improvement device installed on Lake Terrace/Tongariro Intersection - substituted for 2 Mile Bay to take advantage of earthworks occurring there after WW spill event. 5 further Enviropods being installed. Monitoring - Composite sampling continues at 10 sites in spring and autumn. Spring round to commence September 2019. Total N 2011-2019 (graph): Red line - trigger. Graph showing stormwater outlets - x 10. 2 lots of monitoring autumn and spring. First flush and grab sampling. Q - Why is Ruapehu Street high? Denis - will come to this Total P 2011-2019: Ruapehu Street - total phos spike and also e.coli (remembering this is a composite sample over 7 yrs). However, re; N, Phos, e.coli - letter sent to businesses in Ruapehu Street area, and levels consequently dropped. TDC still unsure of specifics of the issue (over one year). Generally a lot of e.coli in stormwater system after rain. Q why? Denis - yes animal sources, all sorts of things Lake Terrace Rebuild & Services Failure and Wastewater Spill Incident - Key events (aerial photos shown): 2 July - water main burst, hole developed on Lake Terrace. Downers people called in. Fluctuating water pressure including in Nukuhau. Safety first issue for first responders - area coned off. Identified five valves. Turned off in sequence within forty minutes. Wastewater main failed as footpath collapsed onto it - wastewater spilled directly into lake. Denis largely involved in rebuild. Pics shown including; pumice plume from slip, water pipe, pumps for WW diverted across site from manhole to manhole. It took 3 weeks until sewer line re-established. Q - Large pumps? Denis - pumps from Waihi (came with their own generators) A south westerly front came through which dispersed pumice accumulated on foreshore and nearshore waters. Trench shields utilised. Man-holes reinforced for earthquake strengthening. Lakes & Waterways minutes: 15.08.19 2 Kevin - Consultant lan Gray (in attendance) helped with design choices for manholes. Originally Ruapehu Street was a State Highway which meant issue re; placement of manholes and infrastructure. Q - Re; earthquake provisions for man-holes and infrastructure from WRC policy? Kevin - no TDC in- house guidelines adopted after Christchurch earthquakes. Denis - Stormwater line runs underneath sewer. Downstream defender unit installed. Water main also realigned along Lake Terrace and Ferry Road. Pics shown of Lake Front, rock support for manhole, revegetation mat and silt diversion, etc. Q - cause of water main break? Denis - not sure - a number of investigations ongoing, including pipes sent to Australia for analysis. Q - What type of pipe used for water supply? Denis - PVC pipes. Q - Subsidence seen in photo - some slope instability? Denis - area of well compacted pumice, however historic terracing and steps. Could be some subsidence in surface area but not significant. Q- Is it possible that groundwater was washing through this area? Comment: Paul- Taupo vulnerable to tomo formation. Kevin -full review re; pipe failure underway so don't want to second guess at this stage. Crown Road subsidence; (pics shown) A couple of days after the WWT washout. Crown Road situation unfolded. Centre of subsidence bowl from steam extraction. Contact have been monitoring site for a number of years - dropping 100 ml per yr consistently. Curb and channel was replaced by TDC. After incidence in July - Contact did some further monitoring. Earth parting caused fissure due to uneven pressure. House on corner of Crown Road and Invergarry owned by Contact - residents evacuated and will be demolished. Water main burst - sewer and stormwater lines affected but held - however, had to be replaced. Stormwater bund on Tauhara side. Crack reasonably long as seen in photographs - extends into Crown Park. A number of these fissures around town including near AC Baths. Discussion: Comment: John Williamson - cost picked up by Contact. Bernhard - regarding complex and challenging situation with WW spill - thanks to TDC staff for what they have achieved in reasonably short time. Re; escarpment - any ongoing risk to public? Denis - yes, possibly and risk assessment being done. Road should be re-opened first week September. Allan - also supports TDC. 1 Theo - wastewater pipe along Lake Tee a risk? Denis - there are other vulnerable areas e.g. Main Beach pump station. Jane - last TDC report said cameras were monitoring WW system. Kevin - yes CCTV used to troubleshoot issues in system - 'riveting'. Debs - subsidence areas being checked? Denis - monitored by Contact for WRC. 4. STATUTORY PROCESSES (as per attachment to agendas) Jane reported that; LWAG oral submission to TDC's Freshwater Strategy postponed due to WW spill event. Taupo residents urged to conserve water which was successful in a 'crisis'. LWAG submission looks at incentives (other than metering water which is not currently proposed) could reduce potable water usage per household - currently at a high rate. Oral sub rescheduled for
