Focusing on the development of the functions and capacities of the municipal state, it examines three sets of interrelated political changes: the triumph of “municipal reform” over the institutions and practices of the Tammany Hall political machine and its outer-borough counterparts; the incorporation of hundreds of thousands of new voters into the electorate and into urban political life more broadly; and the development of an ambitious and capacious public sector—what Joshua Freeman has recently described as a “social democratic polity.” It places these developments within the context of the national New Deal, showing how national officials, responding to the limitations of the American central state, utilized the planning and operational capacities of local governments to meet their own imperatives; and how national initiatives fed back into subnational politics, redrawing the bounds of what was possible in local government as well as altering the strength and orientation of local political organizations. The dissertation thus seeks not only to provide a more robust account of this crucial passage in the political history of America’s largest city, but also to shed new light on the history of the national New Deal—in particular, its relation to the urban social reform movements of the Progressive Era, the long-term effects of short-lived programs such as work relief and price control, and the roles of federalism and localism in New Deal statecraft.

    Running Head: JANE BOLIN 1 Jane Bolin “Daughter of the Empire State: A Trailblazing Attorney” Sheryl White New Life Fellowship Church December 17, 2017 BOLIN 2 Biographical information Jane Matilda Bolin was born in Poughkeepsie, New York, on April 11, 1908, to an interracial couple. She was the youngest of four children born to Gaius C. Bolin, a lawyer and first black graduate of Williams College, and Matilda Ingram Bolin, a white Englishwoman. Her mother had become ill when Bolin was young and died when she was eight years old. As a single parent her father devoted a great deal of time and energy to his children while simultaneously running his own small law practice in Pough-keepsie. It was in her father's office with the rows and rows of law books that Bolin, an avid reader and excellent student, first thought of becoming a lawyer. Her father was an attorney who headed the Dutchess County Bar Association and cared for the family after his wife's illness and death. Jane Bolin was a superb student who graduated from high school in her mid-teens and went on to enroll at Wellesley College. Though facing overt racism and social isolation, she graduated with a Bachelor of Arts degree in 1928 and was officially recognized as one of the top students of her class. She then attended Yale Law School, contending with further social hostilities, yet nonetheless graduating in 1931 and thus becoming the first African-American woman to earn a law degree from the institution.     Welcome Our joint OAH/NCPH program committee this year faced an unusual set of challenges. It began meeting as controversies over Wisconsin’s budget broke into protest movements against austerity cuts and the rights of Wisconsin’s public employees to bargain collectively. These reactions raised questions about the meaning and practice of democracy in a nation where state and national governments found themselves guided by the principles of free-market capitalism. We had, by then, already selected the overall theme of the meeting, “Frontiers of Capitalism and Democracy,” with a view to reflecting on what our call for papers described as the tensions and complementaries of capitalism and democracy at “frontier” moments in the past. Their stories are ones of fierce determination, passion for the law, keen intelligence, and inspiring achievement. From the late 19th Century, when women began gaining admission to state bars, through the 1960s, women attorneys faced widespread discrimination. Women were turned away from law firms, or only offered jobs as librarians or secretaries. Later, women applicants were told that the quota for hiring women was already filled. Or that clients would be uncomfortable with a woman attorney. In the 1970s, women filed complaints alleging discrimination in hiring against 10 major New York law firms. The suits were transformed into a class action under Title VII of the 1964 Civil Rights Act. In a 1977 settlement, the firms agreed to guidelines assuring the hiring of women associates. Through the 1980s, the presence of women attorneys increased greatly in firms, with many electing its first woman partner. Still, in 1986, the New York Task Force on Women in the Courts concluded that there was pervasive sex bias in the courts and that female lawyers were “routinely” demeaned and treated patronizingly by male judges and attorneys. Women have made tremendous strides in the past 40 years — largely due to the efforts of women attorneys who overcame obstacles and blazed a path for other women attorneys to follow.

To celebrate these women, and in recognition of Women’s History Month, the New York State Senate developed the Historic Women of Distinction exhibit. Every March, we celebrate famous women in several disciplines whose contributions have earned them recognition as New York’s Historic Women of Distinction. The Women of Distinction exhibit features historic New York women, from suffragists to geneticist, labor organizer to entertainers, whose contributions are still felt today and who stand as an inspiration to the next generation of inventors, explorers and achievers. Some of the women in the display include Susan B. Anthony, Lucille Ball, “Grandma Moses” Robertson, Harriet Tubman,Blank Emma Willard, among others, all with strong links to New York State. Women’s History Month is a time to reflect on the enormous contributions of great women from our past. The Women of Distinction exhibit highlights just a few of these extraordinary women and demonstrates the indelible mark that they have made on our great state.
