As part of this work a series of reports were produced which led to the preparation of the Draft SPD. These reports were summarised into three Background Reports that provide with detailed guidance and additional information as background to the SPD document. This report is Background Report 01 – Appraisal and Analysis. It summarises working stage 1 and covers policy context, urban design analysis, a survey of character areas and a brief transport analysis of the Royal Borough. PAGE 5 03 HISTORICAL CONTEXT The patterns of urban development, which characterise the Royal Borough today, have to a great extent not been changed since the late 19th century. Early development in the borough in the 17th century was largely concentrated along a number of radial routes running into the City of London and the Royal Palaces of Westminster from the west. Large parts of the borough are characterised by a coherent and fine grained historic street pattern with an outstanding building stock primarily from the Georgian, Victorian and Edwardian period that comprise of semi-detached and terraced town houses and mansion blocks. Some quarters are perceived as the most desirable residential areas in Central London. Other neighbourhoods especially in the north comprise of a series of large housing estates and are home to a number of deprived and impoverished communities. n The Borough boundaries to the south, west and north are formed by major physical barriers. The areas along the railway corridors in the west and towards the grand union canal to the north particularly suffer from their fringe location with less intensive development patterns and lower value uses. Entrance routes into the borough are heavy trafficked and do not represent attractive gateways in to the Borough and Central London. Often areas on either side of the barrier condition face similar issues and may benefit from being addressed through an integrated cross border initiative. n A number of east-west streets divide the Borough into different segments. On a metropolitan level these routes function as key access and transit corridors. Additionally they perform a significant shopping and retail function on a local and metropolitan scale. On some of these routes traffic has an adverse impact on the pedestrian environment. These areas are less attractive and perform below their potential. These corridors will be identified as improvement or showcase projects. n North-south connectivity across the Borough is poor and less direct. This impinges on legibility of the Borough as contiguous entity and need to be addressed as part of this strategy. n Although the borough has many small communal

    Elite Avenues: Flyovers, Freeways and the Politics of Urban Mobility Stephen Graham Newcastle University 1 Abstract Development and planning elites across many of the burgeoning megacities of the global south still work powerfully to fetishise elevated highways or flyovers as part of their efforts at “worlding” their cities. In such a context, and given the neglect of such processes in recent urban and mobilities literatures, this article presents an international and interdisciplinary analysis of the urban and vertical politics of raised flyovers, freeways and expressways. It argues that such highways need to be seen as important elements within broader processes of three-dimensional social segregation and secession within and between cities which privilege the mobilities of the privileged. The paper falls into six sections. Following the introduction, the complex genealogies of flyover urban design are discussed. Discussion then moves to the vertical politics of flyovers in the west Bank and post-Apartheid South Africa; the elite imaginings surrounding flyover construction in Mumbai; the political struggles surrounding the ribbons of space beneath flyover systems; and the efforts to bury or re-appropriate the landscapes of raised flyovers.     Westminster’s Conservation Areas - Character Overview Westminster has 56 designated conservation areas which cover over 76% of the City. These cover a diverse range of townscapes from all periods of the City’s development and their distinctive character reflects Westminster’s differing roles at the heart of national life and government, as a business and commercial centre, and as home to diverse residential communities. A significant number are more residential areas often dominated by Georgian and Victorian terraced housing but there are also conservation areas which are focused on enclaves of later housing development, including innovative post-war housing estates. Some of the conservation areas in south Westminster are dominated by government and institutional uses and in mixed central areas such as Soho and Marylebone, it is the historic layout and the dense urban character combined with the mix of uses which creates distinctive local character. Despite its dense urban character, however, more than a third of the City is open space and our Royal Parks are also designated conservation areas. Many of Westminster’s conservation areas have a high proportion of listed buildings and some contain townscape of more than local significance. Below provides a brief summary overview of the character of each of these areas and their designation dates. The conservation area audits and other documentation listed should be referred to for more detail on individual areas. 1. Adelphi The Adelphi takes its name from the 18th Century development of residential terraces by the Adam brothers and is located immediately to the south of the Strand. The southern boundary of the conservation area is the former shoreline of the Thames.

    London Cycling Campaign 15 March 2016 Paddington to Wood Lane via Westway overall The London Cycling Campaign is the capital’s leading cycling organisation with more than 12,000 members and 40,000 supporters. We welcome the opportunity to comment on these plans and our response was developed with input from the co-chairs of our Infrastructure Review Group and our local groups the Westminster Cycling Campaign, Kensington & Chelsea Cycling Campaign, Ealing Cycling Campaign, HF Cyclists, and in support of their consultation responses. On balance, we support this scheme. We have serious reservations about the choice to use the Westway. A route that took in surface streets would likely be superior – with more opportunities for cyclists to enter and exit the Cycle Superhighway where they chose (possibly the planned CS9?). But we recognise that due to the intransigence of some London councils, such a scheme is currently unlikely to move forward, unfortunately. The London Cycling Campaign would also like to see all schemes given a CLoS rating (as well as adhering to the latest London Cycle Design Standards) that demonstrates significant improvement from the current layout will be achieved for cycling, and that eliminates all “critical fails” in any proposed design before being funded for construction, let alone public consultation. Section 1 - Westbourne Terrace We have serious concerns about hook risks at the junctions here. Particularly designs such as the Cleveland Terrace junction look set to put cyclists and left-turning traffic in direct conflict. This is not acceptable – and a redesign of these junctions to favour safety over motor vehicle capacity has to be a priority.

When housing is seen as a financial investment there is pressure to restrict supply in the hope of raising prices. This has led to decades of underinvestment and a huge imbalance between supply and demand, affecting millions of people in Britain. In England, the Government sets targets on the number of homes to be delivered in each local housing area, and with the extension of rules on so-called permitted developments – the conversion of commercial buildings into housing – means English planning authorities and local communities are almost powerless to influence the shape of a built environment which is increasingly developer-led and determined by land availability, rather than local PEOPLE need. It results in the wrong homes, of the wrong tenure, being built in the wrong places, unable to meet assessed housing need. Different rules apply in Scotland and Wales. In Scotland, the Scottish Government’s social housing grants are welcome but the building rate by Councils and housing associations is only half of what is needed.

The report explains: Transport for London proposes the removal of 26 trees to accommodate a segregated cycle route on Notting Hill Gate and Holland Park Avenue. the Council does not support Transport for London’s proposals the Council is the highway authority for Notting Hill Gate and Holland Park Avenue and is responsible for the trees the Council has no plans to remove trees from Notting Hill Gate or Holland Park Avenue FOR DISCUSSION 1. THE PETITION 1.1 There is a petition online signed by around 6,500 people addressed to the Mayor of London, Transport for London and the Royal Borough of Kensington and Chelsea: “Save the trees on Holland Park Avenue and Notting Hill Gate. Transport for London want to cut down multiple historic trees in a heavily congested area where they are desperately needed to defend against the relentless pollution. Three billion trees must be planted by 2050 to end Britain's contribution to global warming, yet TFL seem to want to take steps in the opposite direction, in their proposal to cut down 19 trees. Transport for London will be putting cyclists lives at risk to introduce a new cycle lane in this traffic-heavy area, chopping down trees to accommodate it.
