Minutes : RESOLVED : That the minutes of the meeting of the Committee held on 21st November, 1950, having been circulated, be taken as read and signed as a correct record. 2715. Report of Medical Officer of Health : RESOLVED : That the Committee receives the general report of the Medical Officer of Health, dated 27th December, 1950. 2716. Establishments for Massage and Special Treatment : RESOLVED : That the under-mentioned persons, having in each case submitted certificates, as required by section 363 of the County Council Act, 1914, that they are registered members of the Chartered Society of Physiotherapy, be duly registered by the Council as persons authorised to carry on establishments for massage and special treatment at the premises respectively indicated below :— Miss A. Incidence of Infectious Diseases : RESOLVED : That the Com­ mittee receives the report of the Medical Officer of Health, now submitted, upon notifications of infectious diseases in the District during the period of five weeks ended 16th December, 1950. 2718. Abatement of Overcrowding : Arising out of resolution 2380 (22nd November, 1949), the Medical Officer of Health reported upon the circumstances of six new cases of overcrowding in the District. RESOLVED : (1) That the report be received ; and that, as an initial step, the Medical Officer of Health be hereby instructed (a) to communicate with (i) the tenants and the sub-tenants of each of the properties referred to in such report, and (ii) with the tenants and sub-tenants of any other properties where future overcrowding may occur, informing them that a contravention of the provisions of section 59 of the Housing Act, 1936, has taken place, and giving (in each case) an opportunity voluntarily to abate the overcrowding within a reasonable period and (b) to report results in due course. (2) That the Clerk be instructed to arrange for further publicity to be given in the local press to the Council's policy in regard to over­ crowding in the District. 1128 i9th January, 2719. Report of the Chief Sanitary Inspector : RESOLVED : That ' the Committee receives the general report of the Chief Sanitary Inspector, dated 27th December, 1950.

2720. Repairs, Etc., to Insanitary Houses : RESOLVED : (1) That the Committee receives the report of the Chief Sanitary Inspector, submitting tenders for the execution of works proposed to be carried out by the Council, pursuant to section 10 of the Housing Act, 1936, at 1, Claremont Road, and hereby accepts the tender (the lowest) of Mr. T. Jones at the sum of £6-1 11s. Od. (2) That, pursuant to section 9 of the Housing Act, 1936, notices be served upon the owners and/or persons having control of the under­ mentioned houses, requiring the execution of repairs, as specified in the report of the Chief Sanitary Inspector, dated 27th December, 1950, within a period of 12 days from the date of service of the notices. 2721. Housing Act, 1936 : Section 11 : No. 33, Milton Road, : The Chief Sanitary Inspector reported that the dwelling house, No. 33, Milton Road, Wealdstone, is in an extremely poor condition and incapable of being repaired at reasonable cost. RESOLVED : That the report be received ; and that, pursuant to section 11 of the Housing Act, 1936, the Clerk be instructed to serve notice upon the persons having control, or the owners and, so far as it is reasonable and practicable to ascertain the same, upon every mortgagee, of No. 33, Milton Road, Wealdstone, that, at its next meeting, the Committee will consider the condition of the house, together with any offer in respect to the carrying out of works, or the future user thereof, which may be submitted by or on behalf of the owners, etc.

2722. Maintenance of Sewers : RESOLVED : That, pursuant to section 24 of the Public Health Act, 1936, notices be served upon the owners of the under-mentioned premises (a) notifying the Council's intention to commence, after the expiration of 21 days from the date of the service of the notice, in each case, the works of maintenance, specified in the report of the Chief Sanitary Inspector, dated 27th December, 1950, to the lengths of public sewers serving such premises, and (b) stating that any representations, made within seven days from the date of the service of the notice, in each case, as to the need for, and reasonableness of, the proposed work will be considered at the next meeting ; and that, in the event of no such representations being received, the Chief Sanitary Inspector be hereby authorised to proceed with the work, the cost thereof to be recovered from the owners concerned. 2723. Drainage of Buildings : RESOLVED : That, pursuant to section w January, 39 of the Public Health Act, 1936, notices be served upon the owners ' and/or occupiers of the under-mentioned premises requiring, within a period of 21 days from the date of the service of the notice, in each case, the execution of the work specified in the report of the Chief Sanitary Inspector, dated 27th December, 1950; and that, in the event of failure to comply with the terms of any such notice, the Chief Sanitary Inspector be hereby instructed to arrange for the carrying out of the requisite works, the expenses reasonably incurred in so doing, to be recovered from the owners concerned. Defective Water Closet : RESOLVED : That, whereas it appears that the water closet provided for or in connection with the under­ mentioned building is in such a state as to be prejudicial to health or a nuisance, and that the same can, without reconstruction, be put into a satisfactory condition, notice be served upon the owner of such premises, pursuant to section 45 of the Public Health Act, 1936, requiring such person to execute such work within 21 days from the date of the service of the notice, or to take such steps by cleansing or otherwise, as may be necessary for that purpose. Defective Yard Paving : RESOLVED : That, pursuant to section 56 of the Public Health Act, 1936, a notice be served upon the owner of No. 2b, Alma Crescent, requiring him, within a period of 21 days from the date of the service of the notice, to execute all such works as may be necessary to remedy defects of paving and drainage, as specified in such notice. 2726. Provision of Dustbins : RESOLVED : That, pursuant to section 75 of the Public Health Act, 1936, notices be served upon the owners or occupiers of the under-mentioned premises (as respectively indicated), requiring, within a period of 21 days from the date of the service of the notice, in each case, the provision of approved covered dustbins thereat ; and that, in the event of failure, in any case, to comply with the notice, the Chief Sanitary Inspector be hereby instructed to provide such dustbins as may be required, the expenses reasonably incurred in so doing to be recovered from the person or persons in default. 2728. Abatement of Nuisances : RESOLVED : That, pursuant to section 93 of the Public Health Act, 1936, abatement notices be served upon the person or persons by whose act, default or sufferance, the nuisances referred to in the report of the Chief Sanitary Inspector, dated 27th December, 1950, exist at the under-mentioned premises, requiring the abatement thereof, within a period of 28 days from the date of the service of the notice, in each case ; and that, in the event of failure to comply with any of the requirements of such notice, the Chief Sanitary Inspector be hereby instructed to institute summary proceedings, pursuant to section 94 of the Public Health Act, 1936. 2729. Food and Drugs Act, 1938 : Unsound Food : The Chief Sanitary Inspector reported upon the circumstances in which a jar of mincemeat, purchased by a resident of Wembley from a shop in the District, was found to contain a piece of glass ; and also upon the result of a joint investigation of the matter with officers of the Wembley Town Council. RESOLVED : That the report be received ; and that the Clerk be instructed to send an appropriate warning letter to the manufacturers concerned.

2730. Registration of Hawkers : RESOLVED : (1) That, pursuant to section 279 of the Middlesex County Council Act, 1944, the Clerk be hereby instructed to serve upon the under-mentioned persons, notice to appear at the next meeting of the Committee to show cause why the Council should not refuse their applications, for the reason 1131

Camping Grounds and Movable Dwellings : The Chief Sanitary Inspector reported upon the placing of six caravans upon land at Manor Gardens Nurseries, The Ridgeway, Stanmore, con­ trary to the provisions of section 345 of the Middlesex County Council Act, 1944. RESOLVED : That the report be received ; that considera­ tion of the public health aspect of the matter be deferred, pending the result of an application for planning consent ; and that the Planning Committee be asked to deal with that application as a matter of urgency.

2732. Shops Act, 1950 : Sections 17 and 21 : Hours of Duty of Assistants in Catering Establishments : Arising out of reso­ lution 2597 (4th July, 1950), the Chief Sanitary Inspector reported that the contravention at No. 17, High Street, Harrow-on-the-Hill (a catering establishment) , still continued, but that the proprietor was endeavouring to obtain additional staff. RESOLVED : That the Committee receives the report ; and that the Clerk be hereby instructed to send a further warning letter to the proprietor.

2733. Milk and Dairies Regulations, 1949 : RESOLVED : That, pursuant to Part III of the Milk and Dairies Regulations, 1949, the Committee hereby grants the application of Mr. R. Monk, of 6, Byron Road, Wealdstone, for registration as a distributor of milk, upon the transfer to him of the business formerly carried on by Mr. A. E. Orth at the same premises. 2734. 2736. Milk and Dairies Regulations, 1949 : Cleansing and Storage of Vessels and Appliances : With reference to resolution 2691 (21st November, 1950), the Clerk submitted a letter dated 22nd November, 1950, from the Ministry of Health, stating (a) that the appropriate enforcing authority for the purpose of Regulation 26 (1) would be the district council of the district in which the bottling took place, and (b) that it is the Minister's intention to revise this Regulation, in due course, in view of enforcement difficulties which have arisen in experience. Arising out of resolution 2760 (17th October, 1950), the Clerk reported that the Hammersmith Metropolitan Borough Council (in whose area the bottling depot concerned is situated) had been asked to consider the institution of appropriate proceedings, but that by letter, dated 15th December, 1950, the Town Clerk had stated that it is not that local authority's practice to institute proceedings on behalf of another local authority, where it is considered possible for the latter authority to proceed by other statutory means. The letter suggested that, in the present case, procedure under section 3 of the Food and Drugs Act, 1938, would be appropriate. The Clerk of the Council expressed the opinion that action under section 3 of the Act, as was suggested, would not be likely to succeed in the circumstances of the present case. 2737. National Health Service Act, 1946 : Section 28 : Prevention of Illness, Care and Aftercare : B.C.G. Vaccination Against Tuberculosis : Arising out of resolution 2700 (21st November, 1950), the Clerk submitted a letter, dated 7th December, 1950, from the Clerk of the Middlesex County Council, enclosing a copy of a letter, dated 27th November, 1950, from the Ministry of Health, approving the terms of the proposed modification of the proposals of the County Council, under section 28 of the National Health Service Act, 1946, and agreeing to preliminary arrangements being made to give effect thereto ; without prejudice, however, to any recommendations for amendment of the modification which may yet be made by local authorities, under section 20 (2) of the Act. RESOLVED : That the letters be received.

2738. National Health Service Act, 1946 : Section 22 : Care of Mothers and Young Children : With reference to resolution 2701 (21st November, 1950), the Committee further considered 1137

the proposals which have been adopted by the Middlesex County \9th January, Council for varying its existing approved proposals, under section ' 22 of the Act of 1946, relating to the provision of day nurseries. RESOLVED : That the Clerk be instructed to inform the Minister of Health that, pursuant to its powers under section 20 (2) of the National Health Service Act, 1946, the District Council strongly supports the amendment submitted by the Area No. 5 Health Committee seeking to increase to £8 Os. Od. the sum of £6 Os. Od. at present fixed in the Middlesex County Council's modi­ fying proposals, as the maximum parents' joint weekly income relating to the normal admission of children to County Council day nurseries. 2739. Hendon Group Hospital Management Committee : The Clerk submitted a letter, dated 12th December, 1950, from the Hen­ don Group Hospital Management Committee, inviting the Council to nominate two members to attend its second annual open meeting to be held on 25th January, 1951. RESOLVED : That the letter be received ; and that Coun­ cillors Kingett and Mrs. Milner be hereby nominated to attend. 2740. Manpower Resources : Preparation of Capital Schemes : RESOLVED : That the Committee receives, and notes, the terms of resolution 880 (4th December, 1950), of the Finance Committee. 2741. Harrow Food Hygiene Advisory Council : RESOLVED : That the report of the Harrow Food Hygiene Advisory Council, dated 12th December, 1950 (printed as an appendix to this report), be received and, in so far as the same requires confirmation and is not otherwise dealt with in this report, be hereby confirmed. 2742. Royal Sanitary Institute : London Sessional Meetings : The Clerk submitted a circular letter, dated 28th November, 1950, from the Royal Sanitary Institute, inviting members and officers of the Council to attend its London sessional meetings to be held on 10th January and 14th February, 1951. RESOLVED : That the circular be received ; and that the Clerk be instructed to obtain tickets for the above meetings for such members of the Committee as may desire to attend. 2743. Visit of Health Officers from the Republic of Eire : With reference to resolution 2641 (12th September, 1950), RESOLVED : That the Committee receives the letter, dated 20th November, 1950, from the Ministry of Food, expressing thanks and appreciation for the arrangements made by the Council for three health inspectors from Eire to visit the District recently. 2744. Licence to Deal in Game : RESOLVED : That, subject to the payment of the necessary fee, the licence to deal in game granted to C.S. Carpenter, Ltd., in respect of No. 50, Marlborough Road, Wealdstone, be renewed for the period ending 1st July, 1951.

118. Minutes : Resolved : That the minutes of the meeting held on 13th November, 1950, having been circulated, be taken as read and signed as a true record. 119. Applications for Membership of the Harrow Guild of Food Hygiene : The Medical Officer of Health submitted a further list of applicants for membership of the Harrow Guild of Food Hygiene, who comply with the requirements of the appropriate codes of practice, and who may, therefore, be regarded as satisfactory for membership of the Guild. Resolved : (1) That the firms and traders described hereunder, and shown on the list now submitted by the Medical Officer of Health, be hereby admitted as members of the Harrow Guild of Food Hygiene ; and that certificates of membership be issued in respect of their shop premises accordingly. 120. Hygienic Wrapping of Foodstuffs : The Clerk reported that the Advisory Council's recommendation in this matter (resolution 112, 13th November, 1950) had been adopted by the Public Health Committee, and he accordingly submitted (a) his letter of 5th December, 1950, making appropriate representations to the Ministry of Food, and (b) the reply thereto stating that the Ministry is aware that wrapping paper is becoming less plentiful, but that any immediate increase in the quantity which can be manufactured is unlikely ; that this handicap to clean food campaigns in unavoidable, and that it will be necessary to rely upon traders to make the best use of such supplies of wrapping paper as are obtainable. Resolved : That the correspondence be received ; and that the Public Health Committee be recommended to direct that copies thereof be furnished to the trade representatives and co-opted members serving upon the Advisory Council, as dealing with a matter of common interest affecting the conduct of the food hygiene campaign in Harrow.

121. Publicity : The Clerk reported upon arrangements at present being made for the publication of a photograph of the Guild's shop window emblem in the local press. Resolved : That the report be received ; and that the following further action be agreed upon with a view to increasing publicity for the local clean food campaign :— 1139

Purchase Of Shop Window Emblems : Having been informed of the action being followed, by the Guild Executive Committee, to enable members of the Guild to purchase replicas of the shop window emblem, it was Resolved : That representatives of (a) the Greater Harrow Chamber of Trade and (b) the Trade Committees be asked to publicise, through their other trade connections, the facilities whereby shopkeepers may become members of the Guild and purchase shop window emblems for display at their premises.
