As at 17 December 2020 the Corporate Notice a/c held a credit balance of £73,049.70. 08/21 Public Participation. None. COUNCIL 09/21 Co-option of One Councillor. Council unanimously agreed to co-opt Dina Black as a member of the Council’s Cumnor Village Ward. The Council welcomed Dina to the Council. The Acceptance of Office and Register of Interest had been completed and signed. REPORTS 10/21 Report from County Councillor(s). CC Roberts submitted a written report. General At the last council meeting our Green member’s motion on “20 is plenty “ was passed even though I had met with resistance in the morning on a question about reducing the speed limit on the Botley Road Corridor to 20 mph. I have been contacted by the portfolio holder that she will raise the 20 mph speed limit on Botley Road Corridor again with her officers. Motions on Climate change and Active travel were also passed but they did abolish the Cycling Champion. Traffic and Highways The 30 mph on Oxford Road, Cumnor was approved at the last meeting in December so that this means it is 30 mph as you enter from Wotton from the top of Cumnor Hill. This should slow the speed of traffic entering all of Cumnor Parish. Work has been pencilled in for January 2021. I am following up several reports of street lights not working, specifically the one in the Nobles Close footpath. I am re-reporting them as the county Councillor on FixMyStreet as well as contacting officers and that approach is working albeit slowly. Consultations The budget consultation ends on the 13 January. There is also a Consultation on Oxfordshire Street Design. This starts on December 11th and ends on 17 January. It is designed to be accessed alongside the District Design Guide and Neighbourhood plans. The Oxfordshire ZEZ pilot finishes on January 17 January. Botley Library The new library is still open for Click and Collect but closed because of Tier 4 restrictions 11/21 Report from District Councillor(s). DC Jenner submitted a written report. 9 December. Cllr Robert’s and I attended Full council, when a motion was passed calling for improvements to the water quality of the Thames and action plan to eliminate Controlled Sewage Overflows. 14 December. I attended the Climate Emergency Advisory Committee meeting, which included an update on the Oxfordshire Electric Vehicle Infrastructure Strategy 15 December. I attended the Scrutiny Committee which looked into the process and outcome of the tendering process for Old Abbey House in Abingdon. Scrutiny members were satisfied with both aspects. We held the Fit for the Future zoom public meeting on 16 December, when several speakers were able to inspire us with their outlines of what we as Cumnor residents can do. Some residents offered their active support. We shall bring these to the next FFTF meeting on 11 January and plan our next steps. Stuart Newton has produced an online map of the Parish which we hope will soon be publishable. I have not visited the environmentally friendly lavatory yet (COVID closures) but have recently heard about two not far away which I shall try to look at, if possible. 2 We are expecting further Covid limits for Oxfordshire later this evening. 12/21 Reports from Representatives on Outside Bodies. i. Brize Norton Local Consultative Working Group minutes of the meeting held on 8 December 2020 were received. ii. Cumnor Hurst SSSi. Chris Westcott reported that over the Christmas period a member of the public was spotted carrying out building works in Unit 1 of the SSSi. This was reported to Council and Jim Mower, the incoming Chairman of the Cumnor Conservation Group, who reported this to Mike Packer, Ecosystem Assets, Natural England and Thames Valley Police. It is a criminal offence to cause damage to an SSSi. (Clerk’s Note: Jim Mower would be attending a Council meeting in March/April to discuss Council’s future relationship with the Cumnor Conservation Group. The SSSi is split into 2 sites. Site 1 is managed by Ecosystems and site 2 by the Cumnor Conservation Group.) FINANCE 13/21 Quarterly Financial Summary as at 16 December 2020 was noted. 14/21 Bank Reconciliations i. Quarterly bank reconciliation as at 16 December 2020 was verified by Critchleys Accountants. ii. Cash flow quarterly bank reconciliation from 1 April 2020 to 16 December 2020 was verified by Critchleys Accountants. ENVIRONMENT AND AMENITIES 15/21 Ad-hoc Grass Cutting of Grass Verges in the Parish. None. 16/21 Cumnor Nature Recovery Network A public meeting was held on Wednesday 16 December via Zoom which was fairly well attended. Speakers included Catriona and Kevan Bass, The Eynsham Nature Recovery Group, Jim Mower, Cumnor Conservation Group, Hanna Jenkins, Pinkhill Project and Lucy Crittenden, Hill End. 17/21 Pavilions. Council noted that the pavilions were closed due to Oxfordshire going into Tier 4 on Boxing Day. 18/21 Update on other current matters. None. NEIGHBOURHOOD PLAN 19/21 Draft minutes of the Neighbourhood Plan Steering Group. Council received the draft minutes of the meeting held on Tuesday December 2020. 20/21 Update from Chris Westcott, Chairman of Neighbourhood Plan Steering Group. Chris Westcott informed Council that there had been some confusion over the appointment of an examiner and that VWHDC made the decision and did not need to consult with Council. The examiner chosen by the VWHDC was Andrew Ashcroft. Oneill has been commissioned to comment on VWHDC’s responses to the regulation 16 consultation in advance of any questions from the examiner. The next meeting of the Group would be on Wednesday 13 January 2020 at 7pm. PLANNING 21/21 Draft Minutes of the Planning Committee Meeting. Council received the draft minutes of the meeting held on Monday 21 December 2020. 22/21 Submitted Planning Applications. Matters raised by a)members of the public Nothing raised. b) Attending Councillors and MOD Cllr Catherine Webber Oxfordshire Adult Mental Health Services – On 1st October 2016, a new contract, (between Oxfordshire Clinical Commissioning Group (OCCG) and Oxford Health NHS Foundation Trust on behalf of the Oxford Mental Health Partnership (OMHP) began, which will deliver a fresh way of commissioning and providing some of the adult mental health services in Oxfordshire. The new approach means that the patient has one care plan across the whole partnership. An event is being held on Tuesday 23rd February in Oxford which will showcase the services that the partnership will be delivering.     Cumnor Parish Neighbourhood Plan Important Views Report February 2021 Introduction The parish of Cumnor sits on a Corallian Limestone Ridge in the north of the Vale of the White Horse District Council (VoWHDC) administrative area. With an elevation range across the parish of more than 100m there are many Important Views within the parish, in addition to commanding views into and from the parish. The VoWHDC’s Landscape Character Assessment1, Section 3.6, states: ‘To the north of the central Vale there is a broad east-west ridge of Corallian Limestone, often referred to as the ‘Mid Vale Ridge’. The northern edge of the ridge is marked by prominent, relatively steep, slopes. To the south, the ridge descends more gently, until it merges with the low-lying Vale centred on the River Ock. To the east, the ridge incorporates Boars Hill and Cumnor Hill to the west of Oxford’. It goes on to say in para 3.7: ‘the ridge forms a distinctive, often wooded, horizon in views north from the central Vale. The wooded backdrop is provided by the small blocks of woodland which pepper the ridge, as well as some extensive tracts of ancient woodland, particularly in the east of the District…including Wytham Great Wood. Among the key positive landscape features of the Wooded Corallian Landscape Ridge are the: ‘distant views out from the ridge, from elevated locations and the edges of woodland, including history views of the ‘dreaming spires’ to the east.” It goes on to say that this ridge “provides a rural wooded backdrop and treed skyline in views from the low-lying Vale to the south, in views from the River Thames, and views west from Oxford.’ The Landscape Strategy ‘for the Corallian Limestone Ridge with Woodland’ is to: ‘conserve the woodlands, hedges and riparian vegetation which give the ridge its treed character, protect remaining semi-natural habitats and resist further urbanising sprawl of low-density development”.

    Some Old Roads of North Berkshire- By the late GABRIELLE LAMBRICK HE area of Berkshire of which the old highways are discussed in the T following pages is that bounded on the north-west, north and east by the gr~at loop of the Thames from north of Faringdon, through Oxford, to Abing­ don, and on the south by the River Ock, with an extension from the middle valley of the Ock (in the Vale of White Horse; to Wantage, at the foot of the Berkshire Downs. Between Faringdon and Cumnor there is a long ridge or plateau running parallel with the right bank of the Thames and falling in a fairly steep escarpment to the river on the north and by a much more gradual slope to the Vale of White Horse and the valley of the Ock on the south. At right angles to this ridge, from its higher end at Cumnor Hurst, there runs the short sub­ sidiary ridge of Boars Hill and Foxcombe Hill, rising above the 500 ft. contour at its north-western extremity and falling steeply on both sides to the valley of the Thames south of Oxford on the one hand and to the valley of the Ock on the other. There is evidence that this part of the Thames valley was inhabited from prehistoric times onwards, and that there were Romano-British occupation sites at Abingdon and up the valley of the Ock. Anglo-Saxon settlements proliferated not only in the river valleys, but also along the Cumnor-Faringdon ridge and below the slopes of the Downs.
