    Field Developments in Idleb, Northern Hama Countryside, Western Situation Report and Southern Aleppo Countryside During March and April 2019 May 2019 Aleppo Countrysides During March and April 2019 the Information Management Unit 1 Field Developments in Idleb, Northern Hama Countryside, Western and Southern Aleppo Countryside During March and April 2019 The Assistance Coordination Unit (ACU) aims to strengthen the decision-making capacity of aid actors responding to the Syrian crisis. This is done through collecting, analyzing and sharing information on the humanitarian situation in Syria. To this end, the Assistance Coordination Unit through the Information Management Unit established a wide net- work of enumerators who have been recruited depending on specific criteria such as education level, association with information sources and ability to work and communicate under various conditions.     Violations of the De-escalation Zones Agreement in Idlib Province March 30, 2019 The Government of Syria (GoS) has started to blatantly violate the De-Escalation Zone agreement for Idlib province. The area is one of four de-escalation zones established as a result of the De-Escalation Zones Agreement reached between Russia, Turkey and Iran in Astana. This report attempts to shed light on the most significant violations committed by the GoS in the northwest of Syria: in Idlib province, the northern countryside of Hama province and the western countryside of Aleppo province. Idlib The region that includes Idlib province and its surrounding areas is the last major stronghold of the Syrian opposition. The province is one of the main destinations for all Syrian IDPs who have been forcibly displaced from other Syrian regions, as part of the so-called “reconciliation” or ceasefire agreements reached between the GoS and the opposition armed groups. According to the latest statistics of the Assistance Coordination Unit (ACU), the region includes an estimated 3.5 million people, of which one million are IDPs. Field developments and violation of the de-escalation zones agreement in Idlib province By the end of 2018, the GoS had strengthened its military presence on the outskirts of Idlib province. It had shelled villages in Idlib’s southern countryside and in Hama’s northern countryside, in violation of the de-escalation zones agreement. Since the beginning of 2019, roughly 370 violations have been documented, according field observers in the province. Since the beginning of February 2019, the GoS has expanded its military attacks to more than 40 points including the towns of Khan Sheikhun, Maarrat al-Nu'man, Saraqib, al- Tih and Jarjnaz.

The assessment showed that: SWM sector, in general, is not supported by Non-governmental organizations (NGOs). The number of communities of JASD is ninety- nine about 262,246 persons (113382 Internally Displaced Persons (IDPs),147,449 resident population, 1,415 returnees, and population) live in it, all these local councils are not received or supported by SW equipment, tools, and machines, About seventy communities out of ninety-nine communities (92,195 persons of 262,246 persons) of JASD does not have dedicated works for solid waste collection , and Eighty 80 communities (120,237 persons of 262,246 persons) do not have SW containers, and 67 communities (77,195 persons of 262,246 do not have solid waste tractors with a trails are necessary for SWM. the average, maximum and minimum of SW production per capita at JASD communities (0.21; 0.79; 0.02) kg day-1.     HUMANITARIAN ACCESS TEAM (HAT) SITUATION REPORT Hawala Registration in Idleb Governorate JUNE 15, 2017 Executive Summary Since mid-May 2017, Hay’at Tahrir Al-Sham has taken several noteworthy steps toward regulating the hawala sector in northwestern Syria. These actions could pose a significant challenge to international and local humanitarian organizations implementing projects in northwestern Syria due to potential donor-compliance issues related to Hay’at Tahrir Al-Sham. This report provides a brief overview of the hawala market in northwestern Syria, a summary of the steps that Hay’at Tahrir Al-Sham has recently taken to establish control over this sector, an analysis of the goals of Hay’at Tahrir Al-Sham recent actions, and an assessment of the immediate impact with respect to the hawala market. On May 9, Hay’at Tahrir Al-Sham attempted to formally regulate the hawala industry in Idleb by establishing a new governing body, the General Institution for Cash Management and Customer Protection, and demanding that hawalas in northwest Syria register and pay associated fees. Hay’at Tahrir Al-Sham’s attempt was initially unsuccessful; few hawala agents in northwestern Syria accepted Hay’at Tahrir Al-Sham’s new regulations. Subsequently, Hay’at Tahrir Al-Sham waived all fees, and as a compromise, hawala agents in Idleb governorate registered with Hay’at Tahrir Al- Sham. This regulatory initiative occurred shortly after multiple large-scale fluctuations in the USD-SYP exchange rate, the consequence of a substantial cash infusion into opposition-controlled Idleb in mid-April as a part of the Foah and Kefraya evacuation negotiations.
