What is the Community Infrastructure Levy (CIL)? A. The Community Infrastructure Levy is a planning charge, introduced by the Planning Act 2008 as a tool for local authorities in England and Wales to help deliver infrastructure to support the development of their area. A proportion of this money is paid to the Parish Council in which the development took place. The Levy came into force on 6 April 2010 through the Community Infrastructure Levy Regulations 2010. Q. Why does Holybrook Parish Council have £78,987.02 to spend? A. Holybrook Parish Council has received two separate payments following eligible development in our Parish: Lidl (A4 Bath Road) - £52,434.13 Bellway (Mill Lane) - £26,552.89 Q. Why can’t the money be spent on anything? The Levy can only be used for a) the provision, improvement, replacement, operation or maintenance of infrastructure; or b) anything else that is concerned with addressing the demand that development places on an area. The Regulations remove the legal obligation to hold local authority meetings at a specified physical location, by permitting members and others attending the meeting to do so by way of ‘remote attendance’. The obligation to hold an Annual Meeting was also removed. Although, sadly, this has resulted in an increase of litter and dog foul. Our Warden continues to work hard to keep the Parish clean and tidy but this is also your responsibility. There are many dog waste bins and several dog waste bag stations in convenient locations around the Parish for your use. There are also many litter bins and, following the recent CIL monies consultation, more bins will be added in the coming months. Let’s all work together to keep our Parish a clean and pleasant place to live. Welcome once again to the ‘post the dog show events, brilliantly everyone will enjoy.
