Purpose of the program is to partially fund consultant fees for SMEs operating in Manufacture for Export, rural and Agriculture, Supporting industries to set up that system. I. APPLIED OBJECTS AND TIME 1. Applied objects The Program is applied to SMEs in production, export, agriculture, rural and industrial assistance fields to carry out establishment and application of the national and international standard based advanced management system. 2. The applied time: until December 31st, 2016. II. VIEWS ON CONSTRUCTION OF THE PROGRAM 1. The pilot Program is to support the SMEs to improve the management capacity of enterprises via the application of the national and international standard based advanced management system in line with the type of business and production of enterprises under partly support principle of the consultant cost and system certification. 2. The objects are offered with the pilot support in the scope of the researched Program with specific regulations to secure not to overlap and to coincide to other Programs and projects, causing waste of money to the Government. III. PROGRAM’S OBJECTIVES 1. General objectives: a) Assistance to SMEs in establishment and application of the national and international standard based advanced management system to improve the management capacity of the enterprises, to overcome engineering fences and obstructers, to improve competitiveness competence of the enterprises in domestic and international markets, to contribute to the improvement on capacity and quality of goods and products; b) Improvement on awareness of SMEs in the respect of establishment and application of the national and international standard based advanced management system, in accordance with socio-economic development trend of the nation. c) Popularity and expansion of the applied objects and scope under the basis of evaluation of effectiveness of the pilot Program to support the SMEs to apply the national and international standard based advanced management system; 2. Detailed objectives: a) Period of 2011 – 2012: - Construction and completion of system of legal documents and regulations to secure to implement the Program effectively and validly; - Improvement on knowledge of the national and international standard based advanced management system to leaders, managers and even workers in SMEs; - Improvement on awareness of SMEs on effectiveness of the establishment and application of the national and international standard based advanced management system; b) Period of 2012 – 2016: - The maximum numbers of the SMEs are annually supported part of the fees of consultancy and certification to establish and apply the advanced management system and to be evaluated and certified to meet the national and international standards are 1020, of which each city, and province directly under the Central Government offers the maximum support to 30 and 15 SMEs, respectively; - Establishment of system of consultant organizations, certification issuers, teams of consultant experts to evaluate the appropriateness of the requirements on consultancy, evaluation and certification of the national and international standard based advanced management system. IV. MISSIONS 1. Research and issuance of regulations of specific national and international standards on each management system to establish and to apply the suitable management program to each object among the SMEs. 2. Organization of training and professional assistance of the team of consultant experts, certificate issuers, and network of the consultant individuals and organizations for the advanced management systems. 3. Specific regulations on operation conditions for the consultant organizations and experts, certificate issuers and evaluation experts. 4. Organization of propaganda activities to improve the awareness of SMEs to apply the national and international standard based advanced management system. 5. Organization of training and professional assistance in the respect of the national and international standard based advanced management system to leaders, managers and even workers in SMEs; 6. Assitance of SMEs in application of the national and international standard based advanced management system as stipulated. 7. Summary of the result of the Program implementation, evaluation of the performance output and reporting to the Prime Minister for review and consideration to expand the applied objects and scope. V. IMPLEMENTATION SOLUTION 1. Financial Solution: a) The fund to carry out the Program: - The enterprise’s fund is mainly for training, and improvement on knowledge on the national and international standard based advanced management system to the leaders and workers as well as establishment, application and maintenance of the national and international standard based advanced management system. - The State budget owned capital is used to implement the following activities: + Activities of propaganda and training are mixed with the national Program on “Improvement on the quality of Vietnamese products goods and competence of Vietnamese enterprises by 2020” prescribed together with Decision no. 712/QD-TTg, dated 21/05/2010 by the Prime Minister; + Activities of research and proposals of the national and international standards suitable to each SMEs; construction and completion of the system of legal documents, management and organization to implement the Program; + Assistance of part of the consultant and certification fees to the SMEs to apply the national and international standard based advanced management system - Call for the contributions of domestic and foreign individuals and organizations. b)The financial assistance on consultant and certification fees to the enterprises: The small and enterprises are assisted with 90% of the consultant and certification fees from the State budget to hire the consultants and gain the actual certificates on their national and international standard based advanced management system but it is not over VND 50 million (of which VND 40 million is for consultant and the rest is for certification)/ 01 type of application of the advanced management system. c) The People’s Committee of the provinces and cities directly under the Central Government annually constructs the cost estimate of the local financial assistance offered to the SMEs to submit to the competent authority for approval. 2. Organization and human resource solutions: a) Specific and detailed regulations on the operation of the consultant organizations and experts, certificate issuers, evaluation experts to select the competent, prestigious and professional organizations and individuals in the respect of training, consultancy and certification of the management system in the national scope to offer consultancy and certification services to the SMEs. b) Coordination with the international organizations, teams of lecturers and experts in the Ministries, industries, localities, and enterprises to carry out activities of training, improvement on awareness and
