Transfer to an institution such as a long-term care home should be seen as absolutely the last resort. Other jurisdictions are far more advanced in this regard than Ontario. The beer store claims it recaptures well over 90% of its cotainers, cardboard, caps and plastics through its reuse and deposit-return system. Waterfront Toronto should take a leadership role in advocating for such a system perhaps by proposing a pilot project. Also Waterfront Toronto could prevail on retailers to use only the types of packaging that Toronto's recycling system can accept. For example no black plastics, no stand up produce bags etc.

15 Pilot Project for Community Compliance Officers We have a unique opportunity in creating the 10/19/2020 9:52 AM new Request for Proposal (RFP) for Quayside to challenge Development Partners to create and support a Pilot Project that delivers a better way to monitor and enforce safety and quality of life standards from the very inception of this new community. The results of this Pilot Project will not only benefit the Quayside and surrounding Waterfront area but can serve as a template for other communities across Toronto. While the Quayside revised goals are outlined as Inclusive, Resilient and Dynamic, residents of East Waterfront Community Association (EWCA) have concerns that "liveability" for Residents in the area isn't sufficiently being prioritized and protected. We understand that area businesses need to draw visitors "to enjoy the water and interesting things for them to do and see during all four seasons". But the concept of Dynamic as a goal needs to be further refined to take more proactive responsibility for the impact of drawing large numbers of visitors into the area and ensuring the liveability for Residents is not compromised. Residents are crucial to the success of this new community and retaining them through the full life-cycle must be built into the very design of the community. This challenge must be shared by the Development Partners. Much like the Percent for Public Art Program and Community Infrastructure Programs, the Developers would be required to create and fund a program that will protect liveability of the area for Residents. Over the past year, many civic leaders have grappled with the challenges of a Police force showing the strains under increasing pressure to be all things to all people. The calls to "defund the Police" highlight the need to create new ways to monitor and enforce in a manner that better meets the needs of neighbourhoods and protects quality of life standards for residents. Living in the Waterfront area, Residents are already facing the negative side effects of having large number of daily visitors drawn to the area, including "stunt driving" along Lakeshore, illegal AirBnB party suites, gun violence, all-night crowded events on the beach, unlicensed late-night fireworks, and unrestrained littering, human feces and needles. Residents, at all stages of their life-cycle, need a home that is safe and gives them comfort. The Quayside community can explore the creation of a Pilot Project for Community Compliance Officers - a highly trained group of community ambassadors that will patrol the area, have priority access to backup resources from Police or EMS as the situation requires, enforce safety rules, write tickets for non-violent infractions, and encourage compliance of

quality of life standards that contribute to a liveable neighbourhood. These compliance officers would straddle the roles of a Security Guard, Police Officer and a friendly "Neighbourhood Watch" Volunteer. The results of this Pilot Project for Community Compliance Officers in Quayside could feed into the larger conversations across Toronto as communities grapple with accessible and neighbourhood policing.

23 Pilot Project for Community Compliance Officers We have a unique opportunity in creating the 10/19/2020 9:52 AM new Request for Proposal (RFP) for Quayside to challenge Development Partners to create and support a Pilot Project that delivers a better way to monitor and enforce safety and quality of life standards from the very inception of this new community. The results of this Pilot Project will not only benefit the Quayside and surrounding Waterfront area but can serve as a template for other communities across Toronto. While the Quayside revised goals are outlined as Inclusive, Resilient and Dynamic, residents of East Waterfront Community Association (EWCA) have concerns that "liveability" for Residents in the area isn't sufficiently being

prioritized and protected. We understand that area businesses need to draw visitors "to enjoy the water and interesting things for them to do and see during all four seasons". But the concept of Dynamic as a goal needs to be further refined to take more proactive responsibility for the impact of drawing large numbers of visitors into the area and ensuring the liveability for Residents is not compromised. Residents are crucial to the success of this new community and retaining them through the full life-cycle must be built into the very design of the community. This challenge must be shared by the Development Partners. Much like the Percent for Public Art Program and Community Infrastructure Programs, the Developers would be required to create and fund a program that will protect liveability of the area for Residents. Over the past year, many civic leaders have grappled with the challenges of a Police force showing the strains under increasing pressure to be all things to all people. The calls to "defund the Police" highlight the need to create new ways to monitor and enforce in a manner that better meets the needs of neighbourhoods and protects quality of life standards for residents. Living in the Waterfront area, Residents are already facing the negative side effects of having large number of daily visitors drawn to the area, including "stunt driving" along Lakeshore, illegal AirBnB party suites, gun violence, all-night crowded events on the beach, unlicensed late-night fireworks, and unrestrained littering, human feces and needles. Residents, at all stages of their life-cycle, need a home that is safe and gives them comfort. The Quayside community can explore the creation of a Pilot Project for Community Compliance Officers - a highly trained group of community ambassadors that will patrol the area, have priority access to backup resources from Police or EMS as the situation requires, enforce safety rules, write tickets for non-violent infractions, and encourage compliance of quality of life standards that contribute to a liveable neighbourhood. These compliance officers would straddle the roles of a Security Guard, Police Officer and a friendly "Neighbourhood Watch" Volunteer. The results of this Pilot Project for Community Compliance Officers in Quayside could feed into the larger conversations across Toronto as communities grapple with accessible and neighbourhood policing.

have lived in the city. The warmth the city usually has from lots of people and tourism has disappeared. The respite centre on lakeshore just east of parliament has brought more homeless and mentally unstable individuals into the immediate quay side area. It resulted in my bike being stolen.

As the pandemic is encouraging us to go outside and take walks, this project forced drivers to take extra precautions driving through residential streets that are narrow, one-way, or two-lane traffic. It has greatly decreased the amount of drivers speeding on roads where children play, elderly cross, and folks who take for granted that drivers will follow community safety zone laws.

# RESPONSES DATE 1 I really do not like what Waterfront has done to Queens Quay east of downtown. The cycle 10/25/2020 11:34 PM path is very frustrating because it should be beautiful, but I can only see condos and unsightly office buildings. It should be like Coronation Park - open access and park space for the waterfront. Even Sugar Beach - it’s nice, but tiny, and no interaction with nature.

2 Quayside being the last parcel of lands on the Eastern side of Toronto's Waterfront offers a 10/25/2020 8:34 PM unique opportunity to ensure that the development sets an example for incorporating all the science and technology that are essential to mitigate the effects of climate change to ensure minimum carbon foot print, renewable energy sources like solar, wind, geo thermal where possible.

The Grove in LA and Leicester Square in London(UK) are perfect examples of something we can have at Quayside. We definitely do not have anything of that sort in Toronto and the pandemic showed how crucial public spaces are. Places like The Grove and Leicester Square are top tourist/local attractions in their respective cities year-round. They provide a space for the community to meet, safely walk around in the pedestrian only areas, enjoy a variety of retail and restaurant, public art, water features throughout, entertainment (movie theatre), museums, patio dining right on the lake, overlooking water activities in the slip, maybe even dining on the water with the use of pods/piers, enjoying green spaces within, etc. This is one of our only large lands in a prime location on the Waterfront and pedestrian streets/cities have been so successful around the world but are lacking but well-needed in our city. The building industry is one of the largest contributors to this problem, Toronto one of the most over-developed cities in the world, and the quality of building materials incredibly low. We can't afford this anymore and haven't for a long time. Upcycled materials, low carbon footprint materials, biodiversity, stormwater management, on-site energy production supplemented by low-carbon off-site energy, on-site food production, pedestrianized neighbourhoods, end of trip facilities and cycle infrastructure, followed by public transit (not private ride-share companies like Lyft or Uber, real genuine affordable public transit). And to accomplish this--no more working with monopolies. Working with too few a number of developers, or architects will result in an abuse of power and a spatial monopoly in this area. Distribute sites and power among many actors to prevent the overreach of companies like Sidewalk Labs. On that note, no more smart cities and tech companies -- stop taking urban planning and architecture advice from actors not trained in that field. We need real low-tech solutions first. No more misrepresentations. The goals of Sidewalk Labs were lofty, the details of how they wanted to accomplish them were abusive and reckless. No changing our government structure, no deregulation, no regulation exemptions, no

Living in the Waterfront area, Residents are already facing the negative side effects of having large number of daily visitors drawn to the area, including "stunt driving" along Lakeshore, illegal AirBnB party suites, gun violence, all-night crowded events on the beach, unlicensed late-night fireworks, and unrestrained littering, human feces and needles. Residents, at all stages of their life-cycle, need a home that is safe and gives them comfort. The Quayside community can explore the creation of a Pilot Project for Community Compliance Officers - a highly trained group of community ambassadors that will patrol the area, have priority access to backup resources from Police or EMS as the situation requires, enforce safety rules, write tickets for non-violent infractions, and encourage compliance of quality of life standards that contribute to a liveable neighbourhood. These compliance officers would straddle the roles of a Security Guard, Police Officer and a friendly "Neighbourhood Watch" Volunteer. The results of this Pilot Project for Community Compliance Officers in Quayside could feed into the larger conversations across Toronto as communities grapple with accessible and neighbourhood policing.
