The terminology was was originally aimed at countering negative propaganda proposed by the Malaysian Indian and the Malaysian Chinese, who accused that the special socio-political privileges given to the indigenous Malaysian peoples in the Malaysia’s Constitution and the affirmative New Economic Policy of 1971 have been a severe strategy to condemn the Indian and the Chinese Malaysians. On the other hand, the Malays in Malaysia traced the idea of Malay political hegemony from the political situation in the period of Malay kingdom of Melaka in the 15th century. In this article, I proposed that what is now called Malay political hegemony could be compared to what was called beschikkingsrecht in Dutch language, in the colonial period of Indonesia. This terminology referred to the sovereignty of the native peoples in Malay Archipelago over their land and political state. Lastly I find debate on the Malay political hegemony in Malaysia recently, whether between the natives versus the immigrants, or between the ruling Malays versus the opposition Malays, are pertaining with 6 articles in the Constitution and Act of Malaysian Armforce of 1972. This set of rules is knownly called Wasiat Raja-raja Melayu (The Wasiat of the Malay Sultans).

MalaysiaKini.com 14 Februari 2018 Has Malaysia softened its stance on Israel by allowing the latter's high- ranking officials to enter the country, questioned an Amanah lawmaker today. Kuala Terengganu MP Raja Kamarul Bahrin Shah Raja Ahmad in a statement said the government's "unannounced" move had caused shock and sadness amongst many Muslims in the country. "Have we pawned the pride of Muslims in matters concerning Israel just for the sake of money and trade? “Just days after the deputy prime minister sent home 12 Uighur Muslims back to China on the pretext of maintaining "good relations" between the two countries what has become of Muslim dignity and pride in the country?" he asked. Kamarul Bahrin was responding to news reports that a delegation of Israeli diplomats had attended the recent week-long ninth Urban World Forum in Kuala Lumpur. The delegation was reportedly led by David Roet who was formerly Israel's deputy ambassador to the United Nations. Kamarul Bahrin urged Malaysia to state clearly, its current position on Israel. "Is this a product of the wasatiyah concept practised by (Prime Minister) Najib (Abdul Razak) or upon the advice of the 'Global Movement of Moderates' led by Nasaruddin Mat Isa and which had caused the government's change in attitude and policy? The rakyat wants to know. "Or is Najib so eager to follow in the footsteps of the Saudi Arabian government which reportedly has close ties to Israel? Is Malaysia having an 'affair' with Israel'?" he asked.

    The Malaysian Intellectual:A BriefSari Historical 27 (2009) Overview 13 - 26 of the Discourse 13 The Malaysian Intellectual: A Brief Historical Overview of the Discourse DEBORAH JOHNSON ABSTRAK Kertas ini memperkatakan wacana yang melibatkan intelektual di Malaysia. Ia menegaskan bahawa sesuai dengan perubahan sosio-politik, ‘bidang makna’ yang berkaitan konsep ‘intelektual’ dan lokasi sosial sebenar para intelektual itu sudah mengalami perubahan besar sepanjang abad dua puluh. Ini menimbulkan cabaran kepada sejarahwan yang ingin melihat masa lampau dengan kaca mata masa kini tetapi yang sepatutnya perlu difahami dengan tanggapan yang ikhlas sesuai dengan masanya. Selain itu, ia juga menimbulkan cabaran kepada penyelidik sains sosial untuk mengelak dari mengaitkan konsep masa lampau kepada konsep masa terkini supaya dapat memahami sumbangan ide dan kaitannya kepada masa lampau. Sehubungan itu, makalah ini memberi bayangan sekilas tentang persekitaran, motivasi dan sumbangan beberapa tokoh intelektual yang terkenal di Malaysia. It asserts that in concert with political and sociological changes, the ‘field of meanings’ associated with the concept of ‘the intellectual’ and the actual social location of intellectual actors have undergone considerable change during the twentieth century. This flags the challenge for historians who are telling today’s stories about the past in today’s terms, but who have to try to understand that past on its own terms. Further, it flags the challenge for social scientists to not merely appropriate the concepts of past scholars in tying to understand the present, but rather to also understand the context in which those ideas had relevance.

It is important that students keep in mind the relevant local legislative provisions and the court decisions that have interpreted these provisions (see the detailed Reading List). Singapore’s criminal law is codified and is principally contained in the Penal Code which was enacted in 1870. It is based on the Indian Penal Code and its provisions are not always similar to the English Criminal Law which its drafter, Lord Macaulay, sought to improve. Two core values of such a written Code that students must bear in mind are accessibility of the penal provisions and comprehensibility so that the layman can obtain and understand the law better. The use of ‘explanations’ and ‘illustrations’ in the sections, which give examples of the application of the provisions, are unique to the Penal Code. As the Penal Codes of India and Malaysia are similar to our Code, cases from these jurisdictions are of persuasive value in interpreting identical provisions. There are other statutes which provide for specific offences such as the Misuse of Drugs Act and the Prevention of Corruption Act.

The discussion is enhanced by evaluations of the concept of diminished responsibility operating in the Commonwealth, and of the provision on insanity in the Statute of the International Criminal Court. I. Introduction The M’Naghten Rules propounded in 1843 by the judges of the Queen’s Bench in England1 have served as the template for the defence of insanity in the criminal law throughout much of the Commonwealth of Nations (hereinafter described as “the Commonwealth”). As might be expected, variations to the Rules have been developed either through the courts or legislatures as a result of disagreement or dissatisfaction over some feature or other of the Rules. Lately, the advancement of scientific knowledge of mental functioning has created new variations. Yet, in spite of these alternative formulations, the M’Naghten Rules continue to form part of English law and some other Commonwealth jurisdictions such as Sierra Leone and the Australian state of New South Wales.2 Is retention of the Rules defensible in the light of these variations or are there aspects which warrant revision? Setiap parti dilihat mempunyai peluang yang seimbang untuk membentuk kerajaan di Terengganu.
