To the Iban, an indigenous riverine people of west- central Borneo, these notions are cast in an idiom of spirit malevolency and are predominantly associated with what the Iban perceive to be, and what to a large extent are, in fact, genuine physical dangers con- nected with childbirth, and with etiological assumptions concerning miscarriage, in utero or infant death, maternal mortality, and the physiological complications of parturition. Sociological discussions of sexuality tend to emphasize the solidarity produced by sexual bonding and the resulting reproductive replenishment of members to a social system. Iban notions of sexual peril bring out another side of sexuality not easily encompassed by sociological theory, and are seen here as ideational projections of conflict beween die sexes, associated, in diis instance, with the perceived dangers of sexuality as a potential source of death to women and infants in die actual, phenomenal world of Iban experience. The Iban are a Proto-Malay people, who togedier widi linguistically allied groups, such as the Bugau, Kantu', Seberuang, Mualang and odiers of die northern Kapuas drainage, number some 430,000 persons in western Borneo.

As these forests are logged, their social values as generators of rural incomes and their environmental services as biodiversity reserves, carbon sinks, soil reserves, and watersheds tend to diminish. Despite these facts, most governments in the tropics are unable to resist logging these forests in favor of national economic objectives, including: creation of a forest industrial sector, higher employment, positive balance of payments, and increased government revenues. However, given the high economic stakes that can be obtained from their forests, it is seems counterintuitive that tropical governments rarely succeed in optimally harnessing government revenue from this valuable natural resource. This staggering loss of revenue to developing countries obviously has important implications for economic development. Timber revenue could be used, for example, to finance the kind of strategic industrial policies that allow the high performing Asian economies to achieve high levels of economic growth. This dissertation argues that states with rain forests are often unable to collect optimal revenue from the massive profit earned by timber companies that harvest state forests because this profit already has a hidden destination.

    14/11/2002 SPDP holds first meeting headed by Mawan KUCHING, Wed. - The newly-formed Sarawak Progressive Democratic Party held its first meeting-cum-briefing here today attended by representatives from 55 former divisions of the deregistered Sarawak National Party (SNAP). SPDP pro-tem president Datuk William Mawan Ikom described the meeting as a `new era' after eight months of leadership crisis in SNAP which climaxed in its deregistration on Nov 5 and the registration of SPDP three days later. "This meeting will also chart the direction where we will go and within the Barisan Nasional context," he said in his opening speech. He said SPDP members needed to change in tandem with time and political situation. "What happened in SNAP has become history, but its spirit and struggle must go on through SPDP," he said, adding that the formation of SPDP was a way of rehabilitating SNAP members as indicated by Prime Minister Datuk Seri Dr Mahathir Mohamad when commenting on its deregistration recently. He said the meeting today was to endorse the steps that had been taken by the party leaders as well as to show the party's appreciation to Dr Mahathir, his deputy Datuk Seri Abdullah Ahmad Badawi and Chief Minister Tan Sri Abdul Taib Mahmud for their sympathetic attitude to former SNAP members.

Moderation and pragmatism seemed to be the order of the day as they marked the end of their month-long fast of Ramadan with new clothes and "open house" where they welcomed friends and kin with specially cooked food. Many of them had returned to their hometowns to celebrate aidilfitri with their loved ones and to seek forgiveness from each other for any inadvertent wrongdoing, this being the day to renew bonds and to start afresh. Steeped in tradition, they made their way to the nearest mosque first thing in the morning for their prayers and thanksgiving to Allah. In the federal capital, the Yang di-Pertuan Agong, Tuanku Ja'afar, and Raja Permaisuri Agong, Tuanku Najihah, accompanied by Prime Minister Datuk Seri Dr Mahathir Mohamad, were among the thousands who performed their prayers at the National Mosque. Present were newly-appointed Deputy Prime Minister Datuk Seri Abdullah Ahmad Badawi, several cabinet ministers and ambassadors of fellow Muslim nations. In KUALA KANGSAR, the Sultan of Perak, Sultan Azlan Shah, performed Aidilfitri prayers at Masjid Ubudiah in Bukit Chandan with over 2,000 of his subjects. Present were Menteri Besar Tan Sri Ramli Ngah Talib and other state dignitaries. After the prayers, the sultan held open house for special guests at Istana Iskandariah while Ramli held open house at his official residence in Jalan Raja Dihilir.

    TRANSPARENCY AND AUTHORITARIAN RULE IN SOUTHEAST ASIA The 1997–98 Asian economic crisis raised serious questions for the remaining authoritarian regimes in Southeast Asia, not least the hitherto outstanding economic success stories of Singapore and Malaysia. Could leaders presiding over economies so heavily dependent on international capital investment ignore the new mantra among multilateral financial institutions about the virtues of ‘transparency’? Was it really a universal functional requirement for economic recovery and advancement? Wasn’t the free flow of ideas and information an anathema to authoritarian rule? In Transparency and Authoritarian Rule in Southeast Asia Garry Rodan rejects the notion that the economic crisis was further evidence that ulti- mately capitalism can only develop within liberal social and political insti- tutions, and that new technology necessarily undermines authoritarian control. Instead, he argues that in Singapore and Malaysia external pres- sures for transparency reform were, and are, in many respects, being met without serious compromise to authoritarian rule or the sanctioning of media freedom. This book analyses the different content, sources and significance of varying pressures for transparency reform, ranging from corporate dis- closures to media liberalisation. It will be of equal interest to media analysts and readers keen to understand the implications of good governance debates and reforms for democratisation.
