Mr Chris Conway (Translink): Good morning. The Chairperson (Miss McIlveen): You are both very welcome this morning. If you would like to open the session with a short report, we will follow up with some questions. Mr Conway: OK. Thank you, Chair and members, for the opportunity to meet you today. You will have read the brief that we sent you, and I am just going to touch on a couple of points in my opening statement before I hand back to the Chair. Translink is a public corporation that was established under the Transport Act (Northern Ireland) 1967. Its subsidiary companies are Ulsterbus, Metro and Northern Ireland Railways, which has responsibility for the operation and the infrastructure of the railways. Translink operates 13,000 bus and train services each day. It carries over one and a half million passenger journeys per week and takes around 80,000 young people to school every day. We have an extensive fleet of buses and trains that require ongoing servicing and maintenance. We also manage 300 miles of rail track and associated structures, valued at over £3 billion. -

Getting to Jordanstown Campus of Ulster University The Hydrogen & Fuel Cell SUPERGEN Researcher Conference will be hosted by the Ulster University on their Jordanstown Campus, Shore Road, Newtownabbey, Co. Antrim, BT37 0QB, Northern Ireland, UK. A map with directions to the Jordanstown campus and a campus map are available. The Jordanstown Campus of the Ulster University is 10-15 minutes by car or taxi from hotels in Belfast (Europa, and Jurys Inn) and Carrickfergus (Loughshore Hotel, etc.). However, in peak traffic times (morning and evening rush hours) these travel times need to more than doubled as congestion can be considerable along the Shore Road, in both directions, and especially closer to the city centre of Belfast. There is a number of bus connections between Belfast and Jordanstown (Unilink service to Ulster University 163A, Translink Ulsterbus services 163, 163b, 166, 263, 263a, 367, 563, 566). The Register is available for use by the public in the Commission’s office. Under the legislation, public authorities as specified by the Office of the First Minister and the Deputy First Minister are automatically treated as registered with the Commission. All other employers have a duty to register if they have more than 10 employees working 16 hours or more per week. Employers who meet the conditions for registration are given one month in which to apply for registration. This month begins from the end of the week in which the concern employed more than 10 employees in Northern Ireland. It is a criminal offence for such an employer not to apply for registration within this period. Persons who become employers in relation to a registered concern are also under a legal duty to apply to have their name and address entered on the Register within one month of becoming such an employer. -

Research and Information Service Research Paper 7 October 2020 Des McKibbin Decarbonising Transport in Northern Ireland NIAR 289-20 This paper provides an overview of potential policies for decarbonising road and rail transport in Northern Ireland in support of UK wide commitments to reach net zero Green House Gas (GHG) emissions by 2050. It has been prepared for the NI Assembly Infrastructure Committee to inform their discussion on potential areas of inquiry. We do, however, welcome written evidence that relate to our papers and these should be sent to the Research and Information Service, Northern Ireland Assembly, Room 139, Parliament Buildings, Belfast BT4 3XX or e-mailed to [email protected] NIAR 289-20 Research Paper Executive Summary Policy Framework Tackling climate change requires an international effort and as such both the UK and the EU are parties to the United Nations Framework Convention on Climate Change (UNFCCC). Both the UK and EU have signed up to international climate change obligations, such as the Kyoto Protocol and the Paris Agreement. The 2015 Paris Agreement, a successor to the Kyoto Protocol, has been signed by 194 states and the European Union The UK has ratified the Paris Agreement separately from the EU and has committed to upholding its Paris Agreement obligations post Brexit. The Climate Change Act 2008 (2008 Act) originally established long term statutory targets for the UK to achieve an 80% reduction in GHG by 2050 against a 1990 baseline. -

6.6 Northern Ireland: local government and politics Local authorities play key roles in the devolved government of Northern Ireland, as expressions of communities that were in the past highly polarised on religious and political lines. They are also the only other source of elected legitimacy to the Northern Ireland Assembly and Executive (which have not been functioning for over a year and a half at the time of writing). Local councils can act as checks and balances on the domestic concentration of power. James Pow explores how democratically local councils have operated in difficult conditions. What does democracy require of Northern Ireland’s local governments? ✦ Local governments should engage the wide participation of local citizens in their governance via voting in regular elections, and an open interest group and local consultation process. ✦ Local voting systems should accurately convert parties’ vote shares into seats on councils, and should be open to new parties entering into competition. ✦ As far as possible, consistent with the need for efficient scales of operation, local government areas and institutions should provide an effective expression of local and community identities that are important in civil society (and not just in administrative terms). ✦ Local governments should be genuinely independent centres of decision-making, with their own sufficient financial revenues and policy autonomy to be able to make meaningful choices on behalf of their citizens. ✦ Given the special history of Northern Ireland, deliberative policy-making has a particularly key role in building local political harmony and understanding of multiple viewpoints and interests. ✦ Local governments are typically subject to some supervision on key aspects of their conduct and policies by a higher tier of government.
