REVISTA DE CIENCIA POLÍTICA / VOLUMEN 28 / Nº 1 / 2008 / 35 – 59 ARGENTIN A : VICTORI A PRESIDENCI A L OFICIALISTA Y TENSIONES EN EL ESQUEM A M A CROECONÓMICO Argentina: Incumbent Presidential Victory and Tensions within the Macroeconomic Model ALEJANDRO BONVECCHI Universidad Torcuato Di Tella AGUSTINA GIRAUDY University of North Carolina at Chapel Hill RESUMEN El año 2007 estuvo marcado por la continuidad del crecimiento económico, por las tensiones surgidas en la implementación del esquema macroeconómico de tipo de cambio elevado con superávit fiscal y comercial (inflación y deterioro del superávit fiscal primario del sector público), por la consolidación del dominio electoral del partido oficialista Frente para la Victoria (FPV) con su triunfo en las elecciones generales y legislativas, y por la territorialización y faccionalización de los principales partidos políticos nacionales. Durante 2007 se observó una mejoría de los índices socioeconómicos (desempleo, pobreza e indigencia), así como un incremento de los niveles de conflictividad sindical, principalmente en las provincias. En el plano internacional, sobresalieron la conflictiva relación con Uruguay y la continuidad de la alianza económica con Venezuela. Palabras clave: Crecimiento económico, inflación, victoria presidencial/legislativa oficialista, territorialización de partidos políticos, conflictos sindicales. ABSTRACT The year 2007 was marked by the continuity of economic growth, the tensions stemming from the implementation of the macroeconomic model (i.e., inflation and decline of the public sector’s primary fiscal surplus), which rests on a high exchange rate and commercial and fiscal surplus, the consolidation of the electoral predominance of the incumbent party Frente para la Victoria (FPV) in the general and legislative elections, and by the territorialization and fractionalization of the main national political parties. -

Dado que el caso argentino no se ajusta a esta perspectiva, al construir el concepto trayectoria de gabinete, el artículo prueba cómo dos causas fundamentales (la baja institucionalización de los partidos políticos y la centralidad presidencial) combinadas con dos causas próximas (el contexto en el cual asume y transcurre su mandato un jefe de Estado y las estrategias que utiliza para gobernar) definen la formación del gabinete. El trabajo concluye que el intercambio de puestos en el gabinete por votos en el parlamento es inexistente para la formación del gabinete en Argentina. The Politics of Popular Coalitions in Post-Neoliberal Latin America (2000-2015) Sebastián Etchemendy Associate Professor Department of Political Science and International Studies Universidad Torcuato Di Tella, Argentina Paper submitted to the 9th Congress of the Latin American Political Science Association (ALACIP), Montevideo July 26-28, 2017 I thank Juan O’Farrell and Marcelo Mangini for their excellent work as research assistants for this paper 1 Introduction On Friday August 14th 2015, CUT, the national union confederation in Brazil, and Forza Sindical, the second largest labor organization, issued a statement in the main Brazilian newspapers in which they made a bold call to defend democracy and PT President Dilma Rousseff “in a context of destabilizing attacks.” President Rousseff had just met that week with some of the Brazilian leading social activists, in a formal “Dialogo con os Movimientos Sociais” oriented to show their support in hard times. That same Friday, Ecuador witnessed one of the wildest strikes waged by portions of the labor movement in recent times. The protest day culminated with a demonstration of the indigenous movements in Quito that erupted into violence and police repression. In turbulent days, the PT government garnered the support of unions and social movements to thwart an offensive from the mainstream media, the judiciary and the political opposition that would eventually result in the President’s removal. Another progressive Latin American government, headed by Rafael Correa, which had expanded social policy and contested media control by traditional economic groups, nonetheless, clashed both rhetorically and in the streets with labor unions and indigenous social movements. -

Client Update 1 8 November 2017 Client Update Adelante: Argentine Senate Approves Model Law on Arbitration as the Country Seeks to Attract Foreign Investment On 7 September 2017, the Argentine Senate voted 43-to-1 to adopt the International Commercial Law bill, based substantially on the UNCITRAL Model Law on Commercial Arbitration. The Senate’s decision clears the way for the House of Deputies to vote on the measure. The House of Deputies’ vote has not yet been scheduled. The United Nations Commission on International Trade Law’s Model Law on International Commercial Arbitration (the “Model Law”) is a suggested framework to assist states in modernizing their arbitral laws, taking into account the particular characteristics of international commercial arbitration. The United Nations (the “UN”) General Assembly adopted the Model Law in 1985, endorsing its “significant[] contribut[ion] to the establishment of a unified legal framework for the fair and efficient settlement of disputes arising in international commercial relations.” In 2006, the Model Law was updated. Since 1985, 76 states incorporating 107 jurisdictions have passed legislation based on the Model Law. This includes every country in Latin America except Uruguay (which has taken steps towards its adoption) and Argentina. The Argentine Ministry of Justice and Human Rights promoted the Model Law as part of Justicia 2020, a program of sweeping reforms seeking to align Argentina with the UN’s Agenda for Sustainable Development. A working group established by the Ministry to examine reforms to further Justicia 2020 held four sessions on the Model Law and invited comments from academics, lawyers, arbitrators, and other stakeholders, including the public. -
