Ide-Jetro Annual Report 2016 The Institute of Developing Economies is a government-related institution, founded in 1958 to conduct basic and comprehensive studies on economic, political, and social issues of developing countries and regions. In the years since then, the Institute has been conducting research on Asia, the Middle East, Africa, Latin America, Oceania, and Eastern Europe, mainly through field surveys and empirical studies. The Institute has also gathered materials and information on these countries and regions, made them available to the public both domestically and outside Japan, and disseminated the findings of its surveys and researches. Since 1990, the Institute has been taking an active part in the education of trainees in the areas of economic and social development of developing countries and regions. The Institute merged with the Japan External Trade Organization (JETRO) in July 1998. JETRO was reorganized into an incorporated administrative agency in October 2003. The Institute carries on all its activities within this newly organized body, working to strengthen its research activities.     Client Update 1 8 November 2017 Client Update Adelante: Argentine Senate Approves Model Law on Arbitration as the Country Seeks to Attract Foreign Investment On 7 September 2017, the Argentine Senate voted 43-to-1 to adopt the International Commercial Law bill, based substantially on the UNCITRAL Model Law on Commercial Arbitration. The Senate’s decision clears the way for the House of Deputies to vote on the measure. The House of Deputies’ vote has not yet been scheduled. The United Nations Commission on International Trade Law’s Model Law on International Commercial Arbitration (the “Model Law”) is a suggested framework to assist states in modernizing their arbitral laws, taking into account the particular characteristics of international commercial arbitration. The United Nations (the “UN”) General Assembly adopted the Model Law in 1985, endorsing its “significant[] contribut[ion] to the establishment of a unified legal framework for the fair and efficient settlement of disputes arising in international commercial relations.” In 2006, the Model Law was updated. Since 1985, 76 states incorporating 107 jurisdictions have passed legislation based on the Model Law. This includes every country in Latin America except Uruguay (which has taken steps towards its adoption) and Argentina. The Argentine Ministry of Justice and Human Rights promoted the Model Law as part of Justicia 2020, a program of sweeping reforms seeking to align Argentina with the UN’s Agenda for Sustainable Development. A working group established by the Ministry to examine reforms to further Justicia 2020 held four sessions on the Model Law and invited comments from academics, lawyers, arbitrators, and other stakeholders, including the public.

    Term Length and The E¤ort of Politicians Ernesto Dal Bó Martín A. Rossi University of California, Berkeley Universidad de San Andrés March 2, 2011 Abstract We evaluate the e¤ects of a fundamental lever of constitutional design: the dura- tion of public o¢ ce terms. We present a simple model grounded in interviews with legislators and highlight three forces shaping incentives to exert legislative e¤ort. We exploit two natural experiments in the Argentine Congress (where term lengths were assigned randomly) to ascertain which forces are empirically dominant. Results for separate measures as well as an aggregate index of legislative e¤ort show that longer terms increase e¤ort. Shorter terms appear to discourage e¤ort not due to campaign distractions but due to an investment payback logic: when e¤ort yields returns over multiple periods, longer terms yield a higher chance of capturing those returns. Many studies of federal countries have regarded governors as national veto players even though they do not have such a constitutional status. However, the statistical tests of comparative legislative studies and those of comparative federalism have not succeeded in showing gubernatorial effects on a national political arena. In this dissertation, I study the conditions under which governors can be national veto players by focusing on the treatment of presidential bills between 1983 and 2007 in the Argentine Senate. The dissertation shows that the Senate serves as an arena for subnational governments to influence national politics.
