Yet they also open up large and revealing issues for professional historians, shedding light on how societies conceptualize and understand their pasts.1 This article explores the way that British public discourse has grappled with the First and Second World Wars. At the heart of the British problem with these two defining conflicts of the twentieth century is an inability to construct a positive, teleological metanarrative of their overall ‘meaning’. By exploring this theme through historiography and memorialization, it is possible not merely to illuminate Britain’s self-understanding of its twentieth-century history, but also to shed light on the country’s contorted relationship with ‘Europe’, evident in party politics and public debate right down to the ‘Brexit’ referendum of 2016. The concept of mastering the past ( Vergangenheitsbewältigung ) originated in post-1945 West Germany as that country tried to address the horrendous legacies of Nazism. -

Providing a balanced narrative and assessment of one of the most signifi cant fi gures of the post-war era, this new biography examines the reasons why Margaret Thatcher has been admired by many as an architect of national revival, yet loathed by others as the author of widening social and geographical division. The book begins by examining the making of Margaret Thatcher, her education, the beginning of her political career and her rise through the Conservative Party to her unexpected election as leader. Moving on to her tenure as Prime Minister, Graham Goodlad then examines her impact at home and abroad, covering her controversial economic policies and hard line with the trade unions, leadership through the Falklands confl ict and during the last decade of the Cold War, and infl uence on Britain’s relation- ship with a more closely integrated Europe. Finally, the biography closes with a review of Thatcher’s legacy before and after her death in April 2013, and considers how far she shaped the politics and society of the 1980s and those of our own time. Television in particular was challenged to adjust to the impact of the smaller parties such as the Greens, UKIP and the SNP. Editorially, broadcasters had to cover a diverse range of issues of varying degrees of scale, importance and relevance to different audiences. All journalists, but most obviously broadcasters, found themselves limited in scope by the unprecedented levels of party stage-management. There were the usual concerns about delivering impartiality and information but perhaps the hardest task for the broadcast journalists was to fulfil their key democratic functions at election time: to engage the public and to hold politicians to account. The strategic reluctance of the main parties to conduct more open campaigns meant that the desire for dramatic broadcasting to match the significance of the stakes was frustrated. Like all journalists, broadcasters were also misled by erroneous polling to construct a false narrative around the relative success of the two main parties. -

1 BBC Four Biopics
BBC Four biopics: Lessons in Trashy Respectability The broadcast of Burton and Taylor in July 2013 marked the end of a decade- long cycle of feature-length biographical dramas transmitted on BBC Four, the niche arts and culture digital channel of the public service broadcaster. The subjects treated in these biopics were various: political figures, famous cooks, authors of popular literature, comedians and singers. The dramas focused largely on the unhappy or complex personal lives of well-loved figures of British popular culture. From the lens of the 21st century, these dramas offered an opportunity for audiences to reflect on the culture and society of the 20th century, changing television’s famous function of ‘witness’ to one of ‘having witnessed’ and/or ‘remembering’ (Ellis, 2000). The programmes function as nostalgia pieces, revisiting personalities familiar to the anticipated older audience of BBC Four, working in concert with much of the archive and factual content on the digital broadcaster’s schedules. However, by revealing apparent ‘truths’ that reconfigure the public images of the figures they narrate, these programmes also undermine nostalgic impulses, presenting conflicting interpretations of the recent past. They might equally be seen as impudent incursions onto the memory of the public figures, unnecessarily exposing the real-life subjects to censure, ridicule or ex post facto critical judgement. Made thriftily on small budgets, the films were modest and spare in visual style but were generally well received critically, usually thanks to writerly screenplays and strong central performances. The dramas became an irregular but important staple of the BBC Four schedule, furnishing the channel with some of their highest ratings in a history chequered by low audience numbers. -

Background Scottish Screen is the national government-backed agency responsible for developing all aspects of screen industry and culture across Scotland, focusing on the following five priority objectives: 1. Education – to ensure that people of all ages and backgrounds are inspired and equipped to analyse, appreciate, explore, create and share screen media; 2. Enterprise and Skills - to ensure that there are appropriate levels of skilled individuals and viable companies to sustain all aspects of the screen industries across Scotland; 3. Inward Investment - to promote Scotland as a dynamic, competitive and successful screen production hub; 4. Market Development - to ensure that the widest range of screen product reaches and is appreciated by a diversity of audiences; 5. Talent and Creativity - to identify nurture, develop, support and progress Scotland’s screen talent and screen production companies. Scottish Screen welcomes this opportunity to comment upon Phase One of Ofcom’s second Public Service Broadcasting (PSB) Review. We agree with Ofcom that PSB in Scotland faces some distinctive challenges and welcome its recognition that ‘one size does not fit all’ in relation to PSB in the Nations and regions. Our response is organised around answering the consultation questions which we believe to be most relevant to PSB in Scotland (see below). However, we also wish to signal up front the importance of one issue which is not specifically raised as a question by Ofcom, namely the close relationship between the PSB Review and the Digital Dividend Review. Ofcom’s recommendations regarding access to High Definition services by the current PSBs and its adoption of a purely market led approach to the release of new spectrum are two examples of the way in which the Digital Dividend Review methodology and timetable run a real risk of precluding an innovative approach to PSB in Scotland. -

It is part of the UCL School of Public Policy. THE CONSERVATIVE Robert Hazell founded the Constitution Unit in 1995 to do detailed research and planning on constitutional reform in the UK.
