Yuri Rudenko from Almaty Region was the third unregistered Baptist pastor to be jailed for three days for refusing to pay fines for unregistered worship. Baptists point out that this breaks Kazakhstan's Constitution, but officials have refused to discuss this with Forum 18. The jailing took place as Elizaveta Drenicheva, a Russian working as a missionary for the Unification Church (commonly known as the Moonies), was jailed for two years for sharing her beliefs. Other religious believers who strongly disagree with her beliefs, as well as human rights defenders, are alarmed by the jail sentence. "This is a highly dangerous precedent," one Protestant who preferred not to be identified told Forum 18. "It seems to me that any believer who preaches about sin and how to be saved from it could be convicted in the same way." Baptist churches in Akmola region have also been raided and their members questioned, and another Baptist pastor is facing the threat of jail tomorrow (4 February). Kazakhstan has punished a third unregistered Baptist pastor in Almaty Region with three-day imprisonment, Forum 18 News Service has learnt.

Satbayev National Research Technical University, Almaty 050013, Kazakhstan; [email protected] * Correspondence: [email protected] Abstract: For the first time in scientific literature, this work addresses the current situation of the Ishim River water quality in the Akmola Region (Northern Kazakhstan). This work uses environ- mental monitoring techniques to analyze the current state of surface waters in the river. The content of main ions, biogenic and inorganic ions, heavy metals, organic impurities in seasonal and annual dynamics have been studied. Results show that, despite the tightening of requirements for wastew- ater discharge into the Ishim River basin, a number of water quality indicators did not fulfill the regulatory requirements for surface water bodies during 2013–2019. It has been identified that the greatest pollution in the Ishim River is brought by enterprises of the Karaganda-Temirtau techno- genic region, located in the upper reaches of the river. INTRODUCTION East Kazakhstan region is located in the eastern part of the Republic of Kazakhstan, bordering on Russia and China. The favorable geographical position of the region causes a variety of natural landscapes, where forests and mountains adjoin with deserts. Most of the territory is located in the Altai Mountains, which indicates the proximity of the fauna to the South-Siberian mountain species, on one hand, and on the other hand, there is a connection with the fauna of Central Asia. All this determines the richness and diversity of the insect fauna, including that of plume moths. This study is a continuation of our research on Pterophoridae in the vast territory of Kazakhstan (Ustjuzhanin, 1996; Ustjuzhanin & Kovtunovich, 2007, 2008, 2014; Ustjuzhanin et al., 2016; Trofimova et al., 2016).

Approximately 95% of Kazakhstan’s forests are managed by 123 state forestry entities, which are overseen by regional governments (akimats). Under the current forest governance system, forestry entities lack sufficient capacity to effectively manage HCVF, including those forests neighboring highly biodiverse protected areas. Kazakhstan’s protected area system covers approximately 24,018,800 ha, or 8.81% (as of 2015) of the total country, although only 5% of Kazakhstan’s forests are included within protected areas. Therefore, forest ecosystems are underrepresented in the national protected area systems. Kazakhstan has three main forest ecosystem types: alpine forests, tugai (riparian) forests, and saxaul landscapes (desert and semi-desert shrubs). One of Kazakhstan’s biggest oil projects, Kashagan is not only an international leader in budget blowouts, engineering missteps, and scandals but also one of the reasons why the country’s economic strategy relying on Caspian offshore hydrocarbon reserves has failed. The Kashagan story is about geopolitical gambling with “big oil” in the Caspian Sea and inflating the oil bubble in global markets. Sovereign Kazakhstan has become hostage to its oil sector and can face serious economic loss and an environmental disaster in the region by developing an oilfield as challenging as Kashagan. 2 FOREWORD Younger people today would find it hard to even imagine how much “big oil” and the prospects of the country becoming a new oil giant was discussed in Kazakhstan in the first decade of its independence. It was like a mass craze in the upper levels of government. Estimated volumes of oil yet to be produced and oil revenues yet to be gained were growing exponentially like in a fairy tale, transforming Kazakhstan, by a mere wish, into a new Kuwait on the Caspian shore.
