Author iii Abstract Title of Dissertation: Developing Safe and Environmentally Sound Ship Ship Recycling Practice in Indonesia Degree: Master of Science The dissertation is a study of the existing condition of ship recycling practice in Indonesia, comparing the international regulation and national regulation in place governing the practice of ship recycling to find the missing gaps. Because of the issues and the complexity in ship recycling practice, adequate regulation needs to be in place to manage a safe and environmentally sound ship recycling activities which not only protect the environment but also protect human lives and human rights. Analysis of the international regulation on ship recycling is conducted historically from the entry into force of the Basel Convention to the adoption of the Hong Kong Convention. Related guidelines and regional regulation is also analysed for the reference. Key features of each regulation is presented together with their limitations. Regulation specifically related to ship recycling in Indonesia is assessed and compared with the international regulation. Findings from the missing gap is then analysed in order to find the better solution. Indonesia has regulated ship recycling practice through the Regulation of Minister of Transportation No 29/2014. From the comparative analysis, it is found that the national regulation in place needs to be improved. Requirement of IHM for new ships and existing ships is need to be regulated, the minimum standard for labours also needs to be regulated clearly to avoid any room for violation. Subsequently, the enforcement monitoring and control regime needs clearer procedure as EMC is the core of the effective implementation of the regulation. Additionally, SWOT analysis related to the development of safe and environmentally sound ship recycling practice in Indonesia is conducted. In the last chapter, the author concluded that to achieve safe and environmentally sound ship recycling practice, several recommendations are proposed. Focus group discussion with all stake holders to find common ground and to avoid any overlapping is strongly encouraged. Joint cooperation with other countries and other classification societies which have the expertise is also suggested. Other than that, market based solution is proposed to encourage ship owner in providing IHM and for ship recycling yard to comply with the regulation. In recent years, an average of around 1000 ships annually reached the end of their service life and were broken down in order to recover steel and other valuable materials. Due to low market prices, only 862 ocean ships were dismantled in 2016. The demolition of ships is a hazardous endeavour that requires adequate measures to protect the maritime environment, to ensure environmentally safe and sound management of hazardous waste, and to guarantee high health and safety standards for workers. Yet only a fraction of decommissioned ships is handled in a safe and sustainable manner. More than 75% of the end-of-life ships sold for dismantling today end up in South Asia, the region that has served as the main destination for obsolete tonnage in the last two decades.

Recycling materials not only extends the lifecycle of – fi- nite – resources but also avoids the emission of millions of tons of CO2. Being extremely business unfriendly, particularly for the recycling industry, this convention has not been welcomed by many developing nations, leading to serious policy and legal uncertainty in those jurisdictions. However, in the absence of any dedicated, enforceable international legal instrument, the Basel Convention currently remains the foundation of ship-recycling jurisprudence in the domestic courts of all dominant, ship-recycling states and the rest of the world, and the basis for curbing the movement of end-of-life ships proceeding to undeveloped states for recycling.

There is energy consumption related to each stage; the ship building process, the operational life of a ship and finally the dismantling and recycling of the ship. Out of several methods, only beaching method of dismantling is discussed. A study of various dismantling sequence of a ship and energy consumption of various activities is presented. Based on the above data an estimation of energy required per tonne is arrived, which can be used for predicting the total energy consumption for dismantling of a ship. Introduction Ship dismantling is done to recover and recycle the materials used in construction of the ships, disposing the hazardous waste as per the rules and regulations. As a ship gets older, its operational costs increases on account of increase in fuel consumption, requirements of spare parts and corrosion protection. Due to wear and tear during its operational life, the structural integrity of a ship is also compromised. After 20 – 25 years of operations a ship becomes uneconomical and unsafe to operate.
