27.12.2011 BC Prolonged the Deadline of Four Satellite Televisions to Start Broadcasting Over Satellite 27.12.2011 BC prolonged the Deadline of Four Satellite Televisions to start Broadcasting over Satellite SKOPJE, 27.12.2011 – On today’s session, BC reviewed the information regarding the respect of the obligation of the satellite televisions to broadcast over satellite as primary delivery platform. In order to collect additional facts in regard to the satellite broadcast, the BC-members decided to prolong the deadline until 15th of February 2012 for the four broadcasters (TV BM, Nasha TV, Jungle TV and Perspektiva TV-Skaj Net Plus, all from Skopje) to adjust their work according to the Broadcasting Law and the approved license. BC decided to inform MRT about its activities taken in relation to MRT’s request for sanctioning TV Alfa; at the same time BC emphasized that TV Alfa had already corrected the breaches of Article 61 from the Broadcasting Law in the next episode from the series “Life- 20 Years Independence”. The Draft Working Program for 2012 was adopted, and also were adopted the “Report from the Second Technical Meeting and the Presentation of the Draft- Report of RM for the Midterm Universal Periodical Preview” and the “Report for Participation on the Regional Seminar “Gender Balance and the Media””. On the same session the BC members reviewed the noted violations of the Broadcasting Law by local televisions. The most common violations are related to failure to comply the rules for protection of minors and the rules for advertising. Number of imposed notifications and measures to broadcasters: Kocani: TV Kocani: 4 notifications TV Kanal8: 3 notifications. Sveti Nikole: TV Svet: 2 notifications and 1 written warning. Kumanovo: TV Nova: 2 written warnings and 6 notifications. TV dalga KRT: 2 written warning with an obligation for publishing TV Festa: 3 notifications and 1 written warning with an obligation for publishing. TV Hana: 5 notifications.

Because of the collection of additional facts in terms of the satellite transmission, the Broadcasting Council decided to give the four satellite broadcasters (BM Television; Nasha TV; Jungle TV and Perspektiva TV- Sky Net Plus, every one of them from Skopje) a deadline until the 15th February to regulate their working according to the Broadcasting Activity Law and with the granted license. The Broadcasting Council decided to notify the Public Enterprise Macedonian Radio Television on the conducted measures by the Broadcasting Council related to their demand to take measures against Alfa TV, related to the fact that the stated broadcasters removed the violations from article 61 from the Broadcasting Activity Law in the first following episode of the series: ‘’Life – 20 years of independence’’. The Proposal on the program of the Broadcasting Council for 2012, as well as the ‘’Report from the Second Working Meeting and Presentation of the Draft-Report of the Republic of Macedonia on the middle term universal periodic overview’’ and the ‘’Report on the Participation at the Regional Seminar ‘’Gender Equality and Media’’ were adopted.     Preface PREFACE Kata KULAVKOVA (Macedonian Academy of Sciences and Arts) An Arabesque for the Black Arab, Bolen Dojcin and White Angelina Our research into the subject of The Black Arab as a (Balkan, Mediterranean) Figure of Memory, conducted within the framework of the European project Interpretations managed by the Macedonian Academy of Arts and Sciences, was aimed at initiating a new mode of thinking and perception of Slavic and non-Slavic Balkan cultures. This mode of thinking might not be completely new in the general sense of the word, but it is new within the framework of the contemporary Balkan social constellation. For this constellation has long been char- acterised by mutual negations; animosities; exclusive interpretations of the past; immoderate appropriations of the spiritual legacy of neigh- bouring cultures; denials of the right of others to partake in a shared cultural and historical heritage; indicative explications of ethnic cultural identity through the application of historical paradigms; a fi xation on history; adoration of ancient ‘scripts’ of culture; the politicization of our shared spiritual heritage; revision and negation of identities; cultural xeno-skepsis; and the increased prevalence of ethnic or bi-ethnic prin- ciples in the constitution and functioning of states. Our mode of thinking starts from the belief that, at the beginning of the 21st century, in an atmosphere of global crisis and threatened prosperity, the peoples of the Balkans are in need of a scientifi cally based, multi-focal interpretative methodology which will observe his- tory as an intersection of autochthonous and shared constituents. The contemporary hermeneutics of history should be founded upon a com- parative and inclusive epistemological model.
