Please bring this copy. www.venice.coe.int CDL-REF(2012)003 - 2 - The Parliament - relying on Hungary’s legislative traditions based on popular representation; - guaranteeing that in Hungary the source of public power shall be the people, which shall pri- marily exercise its power through its elected representatives in elections which shall ensure the free expression of the will of voters; - ensuring the right of voters to universal and equal suffrage as well as to direct and secret bal- lot; - considering that political parties shall contribute to creating and expressing the will of the peo- ple; - recognising that the nationalities living in Hungary shall be constituent parts of the State and shall have the right ensured by the Fundamental Law to take part in the work of Parliament; - guaranteeing furthermore that Hungarian citizens living beyond the borders of Hungary shall be a part of the political community; in order to enforce the Fundamental Law, pursuant to Article XXIII, Subsections (1), (4) and (6), and to Article 2, Subsections (1) and (2) of the Fundamental Law, hereby passes the following Act on the substantive rules for the elections of Hungary’s Members of Parliament: 1. After a brief description of the geology of the Lake Balaton, the writers investigate the development of the aquatic, rail and road transport; and their impact on the lake’s tourism, and divided into three sections, provides an overview of the development of lodging of this nearly two-hundred-year period. Sok százezer holdat vettünk el tőle a földreform folyamán és hát ez természetesen nem tetszik nekik.”2 (Rákosi Mátyás) Majdani fogalomtörténeti lexikonunkban a „reform” szócikk szerzője bizonyára kitér majd arra a paradoxonra, hogy a magyar politikai nyelvben a reform fogalmához a gya- korlatban szinte mindig hozzátapad nemcsak az állami beavatkozás és a centralizáció, de az önkény, a demagógia és az igazságtalanság jelentése is. Az 1825 és 1848 közötti idősza- kot leszámítva, amelyet azonban a kortársak nem neveztek reformkornak, a reform fogal- mának egyértelműen pozitív jelentéstartalma nemegyszer csorbul, netán el is sikkad a vehemens és ambivalens állami részvételnek köszönhetően. Így van ez a föld- és birtokre- formjaink esetében is.3 Tanulmányomban két célt tartok szem előtt. 1. Egy nagyobb kutatás keretében tárom fel Dr. Kőgl Lénárd (1916–2004) Veszprémi Egyházmegyés római katolikus pap, püspöki számvevő, majd dabronyi és jásdi plébános pályáját. Az 1940-ben felszentelt Dr. Kőgl Lénárd pályájának a címben jelzett évekre eső szakasza különös jelentőségű: a háború végén és az azt követő néhány évben került pályá- ja csúcsára.
