By the time the country was cast into war, the agricultural sector was already caught in a downward economic spiral that drove away laborers. With demand falling, and farms propped up only by experiments in subsidy and parity, when military and industrial jobs emerged in urban areas, farm laborers became scarce. At the same time the war created jobs for men outside of the agricultural sector, farm prices recovered and demand soared, forcing farmers to look to women for much-needed farm labor. The federal government proved a hesitant partner in the program, preferring to advance labor initiatives that did not challenge existing gendered divisions of labor endorsed by the USDA Extension and Home Demonstration programs. It was only in 1943, under extreme pressure, that Washington created the WLA that workers and farmers had demanded since 1941. Examining the Women‘s Land Army of World War II allows us to discern rural, urban, and federal attitudes toward gendered labor by creating an environment that incentivized new relationships between women, farms, and profit-driven farm labor. Women, both rural and urban, proved eager to participate in farm labor programs, and farmers, aware that labor resources were limited, readily accepted the possibilities of the program and gave women the chance to prove their mettle. This mindset was couched in the reality that most farmers were already aware that at least some women were perfectly competent farm workers. Most farm women, though relegated to monikers of ―farm wife‖ or ―farm daughter‖ performed labor alongside husbands and fathers who received the preferential title ―farmer‖. The WLA did not break new ground for rural men, but it did change perceptions of women on farms. Under the auspices of patriotic enthusiasm, farm and urban women received social permission to enter the fields openly, and own their personal roles in farm production. ©2017 by Denna M. These extremely popular series have had a major impact within public understandings of not only the history of agriculture and its strategic importance, but also rural social history within British society. Sayer’s input ensured a historically accurate representation of the past and, in the case of Wartime Farm, brought the rural experience into the discourse of World War II, which so often focuses on the urban. This impact has been further developed through a partnership with the Yorkshire Museum of Farming where Sayer undertook consultation with museum staff on exhibitions and displays. 2. Underpinning research (indicative maximum 500 words) Professor Karen Sayer has been employed at Leeds Trinity University since 2001, as a Senior Lecturer, and as Professor of Social and Cultural History (2010 – present). With an established international reputation, Sayer was elected a Fellow of the Royal Historical Society in 2002. Her research in the field of environmental and cultural history focusing on farming, rural domesticity, technological change in the home and on the farm, labour and the farmed animal in the Modern period, continues to be widely cited in nineteenth century rural and social history, history of science, and cultural geography.

Summary of the impact (indicative maximum 100 words) This case study arises from Dr John Martin’s revisionist critique of the role of government intervention in dealing with the issue of British food security since the 1930s. Martin’s research reputation resulted in his appointment as consultant for Lion TV’s 8-part living history ‘Wartime Farm’ series broadcast by BBC television in 2012. This series raised the profile of the issue of UK food security – one of the recognised ‘Grand Challenges’ for the international research community. This work proposes to study forces which brought women in large numbers into the defense production labor force. It seeks to show how the War Manpower Commission, the Women’s Bureau, the Women’s Advisory Committee, industry, management, labor, and other organizations approached the problem, of labor and found the solution in the employment of women in defense jobs vacated by men called into military service. The work also proposes to show that in the war period women workers took a big step toward emancipating themselves from a kind of second- class status in American life. Through their efforts and performances as laborers in defense plants from 1942 to 1945, they were able not only to emancipate themselves economically, to destroy the myth that women ’ s place was strictly in the home, but to bring about a psychological and sociological leveling through the democratization of labor.
