In compliance with this procedure, funds were transferred to the District Headquarters on the 5th of August 2015 and Boteti Sub-District subsequently submitted the request to use the funds on the 13th February 2017 where approval was granted.

(iv) The procurement process for replacement of houses at the two (2) villages is ongoing. Construction is expected to start beginning of April 2017. I thank you Madam Speaker.

MR LELATISITSWE: Supplementary. Thank you Honourable Minister. I just wanted to appreciate whether you are satisfied that money was disbursed in 2015 and even now teachers are suffering in the concerned villages. Why was this money not used in the last financial year?

MR MOIPISI: Thank you Honourable Member. In the body of my answer, I explained that funds of this nature take a process. (ii) Madam Speaker, as at 28th March 2017, there were one hundred and fifty-four (154) temporary employees engaged by the Ministry. Temporary employees are engaged as and when there is need to do so, but not necessarily to acquire experience.

(iii) Madam Speaker, the challenges that cause delay in filling the vacant posts are mainly due to the following:

• Difficulty in attracting suitable candidates for professional and executive positions.

• Lengthy recruitment process due to centralisation of the appointments for all positions at the Ministry Headquarters as per the Recruitment Policy. Thank you Madam Speaker.
