    UEF-SPINELLI GROUP MANIFESTO 9 MAY 2021 At watershed moments in history, communities need to adapt their institutions to avoid sliding into irreversible decline, thus equipping themselves to govern new circumstances. After the end of the Cold War the European Union, with the creation of the monetary Union, took a first crucial step towards adapting its institutions; but it was unable to agree on a true fiscal and social policy for the Euro. Later, the Lisbon Treaty strengthened the legislative role of the European Parliament, but again failed to create a strong economic and political union in order to complete the Euro. Resulting from that, the EU was not equipped to react effectively to the first major challenges and crises of the XXI century: the financial crash of 2008, the migration flows of 2015- 2016, the rise of national populism, and the 2016 Brexit referendum. This failure also resulted in a strengthening of the role of national governments — as shown, for example, by the current excessive concentration of power within the European Council, whose actions are blocked by opposing national vetoes —, and in the EU’s chronic inability to develop a common foreign policy capable of promoting Europe’s common strategic interests. Now, however, the tune has changed. In the face of an unprecedented public health crisis and the corresponding collapse of its economies, Europe has reacted with unity and resolve, indicating the way forward for the future of European integration: it laid the foundations by starting with an unprecedented common vaccination strategy, for a “Europe of Health”, and unveiled a recovery plan which will be financed by shared borrowing and repaid by revenue from new EU taxes levied on the digital and financial giants and on polluting industries.

En un período clave para el PSOE, la figura femenina más importante es la de la Presidenta de la Junta de Andalucía. Tras una recopilación inicial de las noticias durante el periodo elegido el total ha ascendido a unas 1200 noticias. A partir de ellas, se pretende analizar los calificativos vinculados a la figura femenina del PSOE, así como el tratamiento de la persona en sí, y entender así las diferencias que existen entre el tratamiento del hombre y la mujer en los medios, en este caso entre Susana Díaz y Pedro Sánchez.

    The Attitude of the European Union and Spain Towards Cuba: An Assessment A Year After Castro’s Illness (WP) Joaquín Roy 4/9/2007 Working Paper 38/2007 The Attitude of the European Union and Spain Towards Cuba: An Assessment A Year After Castro’s Illness (WP) Joaquín Roy* Summary One year after the 31 July announcement regarding Castro’s health, not much has changed in essence, details and spirit in the peculiar relationship between Europe and Cuba. In spite of specific moves implemented by Madrid, the same assessment can be applied to the current chapter of the 'special relationship' between Spain and Cuba. 1 Introduction A year after the dramatic announcement of Fidel Castro’s illness and temporary cession of power to his brother Raúl, the relation between the European Union (EU) and Cuba has returned to a level of normality, matching a previous cycle of freezing by the Cuban authorities and an attempt by European actors to influence or persuade Havana to open up and implement political and economicd reforms.2 After a prolonged period of 'waiting and seeing' by Brussels and some of the most active European governments in the relationship with Cuba (led by Spain), some initiatives were taken with the result of an ambivalent response by the Cuban government, distinguishing between what was perceived as a positive move from certain governments and what has been interpreted as an aggressive attitude from others. However, when the special EU Council's critical conclusions were issued in June 2007, including an offer to the Cuban authorities to meet in Brussels, the answer from Havana was violently and publicly negative, topped by a column written by Fidel Castro.

  • Gendering Spanish Democracy
    Gendering Spanish Democracy The political transformation of Spain into one of the world's leading democracies is well established, yet little is known about the differences between men and women's behaviour, experience and achievements during that process. How much did the women's movement contribute to this transformation? How far have policy advocates successfully integrated gender equality into key spheres of public life? Have power relations between women and men been re-balanced? Gendering Spanish Demo- cracy adopts an innovative approach, critically reviewing key institutional processes, policies and systems to reveal the way they function to promote or obstruct gender equity. Both the transition to democracy, equality law reform, and the social welfare reregime gime are put to the test. The ground­ breaking efforts of policy-makers to combat the violence, sexual harass­ ment and low political participation that are intrinsic to women's experience are scrutinised, and the constraints on equality in the field of employment and the family critically investigated. The authors conclude that the recent re-balancing of the gender order in Spain is unexpected and contradictory, being ultimately more effective in political rather than socio-economic arenas. Gendering Spanish Democracy breaks new ground in applying a sys­ tematic gender perspective to the analysis of established democracies, and is the first book in English to reveal the unique features of contemporary Spain's evolving gender order. But recent years have seen quite a transformation which is the focus of this paper. This is the takeover of the realm of politics by the spectacle of the real with no limits on the hyping of topics, characters and political conflicts. This paper conducts both a quantitative and qualitative investigation of this topic. More specifically, we carry out a test for such a transformation via textual analysis of a Spanish TV program: El Objetivo [The Target/Lens] on La Sexta Spanish TV channel.

This report gives an overview of our many activities. Following the entry into force of the Lisbon Treaty, the EU is now moving forward to another stage in its development. This is a good time to take stock. After spending much time and energy in considering how we work, it is important to think again about why. The message from citizens across Europe is clear. They want the EU to do more to promote and defend human rights throughout the world. I believe that by showing what we are doing, and by speaking with a united voice on the world stage, we can answer these expectations. The idea for an EU report on human rights first came from a celebration of the Universal Declaration of Human Rights.
