    Item #16-10-7 Government Relations & Public Affairs CommitteeInformation September 22, 2016 Final Transportation Demand Management Strategic Plan Issue: Should the Board adopt the Transportation Demand Management (TDM) Strategic Plan? Recommendation: For information only. The Transportation Committee will take action on this item. Discussion: After obtaining direction from the SACOG Board of Directors and input and feedback from a broad group of stakeholders on the first seven chapters of the TDM Strategic Plan in April and May, and on the implementation plan chapter in July and August, staff has completed the final draft TDM Strategic Plan (Attachment A). The draft TDM strategic plan contains edits, mostly in the implementation chapter, in strikethrough and underline based on comments received. The edits in this final draft are of a clarifying and administrative nature. The Strategic Plan sets forth goals, strategies, implementation steps, and a proposed budget for the TDM program through June 2018. The proposed actions and budget recommendations outline a plan to spend the remaining amount of guaranteed Congestion Mitigation Air Quality funding to meet the existing Transportation Control Measure (TCM) commitment. The actions and investments outlined in the Strategic Plan also seek to move the program to one that is more performance-based over time, and that prepares SACOG and its partners for Fiscal Year 2018/19 when the current TCM expires. Staff requests authorization by the Board of the proposed allocations for FY 2016/17 as part of the Plan adoption.
