Recommendation: For information only. The Transportation Committee will take action on this item. Discussion: After obtaining direction from the SACOG Board of Directors and input and feedback from a broad group of stakeholders on the first seven chapters of the TDM Strategic Plan in April and May, and on the implementation plan chapter in July and August, staff has completed the final draft TDM Strategic Plan (Attachment A). The draft TDM strategic plan contains edits, mostly in the implementation chapter, in strikethrough and underline based on comments received. The edits in this final draft are of a clarifying and administrative nature. The Strategic Plan sets forth goals, strategies, implementation steps, and a proposed budget for the TDM program through June 2018. The proposed actions and budget recommendations outline a plan to spend the remaining amount of guaranteed Congestion Mitigation Air Quality funding to meet the existing Transportation Control Measure (TCM) commitment. The actions and investments outlined in the Strategic Plan also seek to move the program to one that is more performance-based over time, and that prepares SACOG and its partners for Fiscal Year 2018/19 when the current TCM expires. Staff requests authorization by the Board of the proposed allocations for FY 2016/17 as part of the Plan adoption. Final funding allocations for Fiscal Year 2017/18 would come back to the Board for approval as part of the annual budget process. A summary of the comments received from stakeholders on the implementation plan chapter are included as Attachment B. Attachment C includes copies of all emails received during the final comment period. STRATEGIC PLAN BACKGROUND What is TDM? Transportation Demand Management (TDM) refers to a set of programs, policies, services and strategies that are aimed at reducing the demand for roadway travel and optimizing all transportation modes in the system, which usually involves reducing the number of single occupant vehicles on the roadway. The Center for Urban Transportation Research states that TDM “focuses on helping people change their travel behavior—to meet their travel needs by using different modes, traveling at different times, making fewer trips or shorter trips, or taking different routes,” noting that managing demand is often the most cost-effective solution to solving a transportation problem. TDM programs provide information about alternative travel modes during roadway construction projects, road closures, accidents, and other transportation system emergencies or failures. TDM programs have the added benefits of reducing greenhouse gas emissions and air quality pollutants.
