Publicly, its expensively promoted image was of harmony with minor growing pains. A single glance showed the true picture of Ethnic chaos, starting right at the top. The racially separate councils and ruling bodies insisted the city proudly display 'togetherness' symbols, while the entire city existed in a state of block by block racial segregation. While constantly demanding the 'Fair share' and Equality they already had if they only took advantage of the opportunities they were presented with, Black leaders demanded separate representation and facilities, separate schools, separate councils, separate businesses supported by separate government funds, separate housing and separate medical care as the solution to their problems, all paid for of course by the public Taxpayer, not by themselves. Even without seeing the inhabitants of an area you could identify the boundary of each racial majority in an area by the degree of courtesy displayed toward others; first came Graffiti Tags, followed by the sudden appearance of barred windows, boards nailed over windows, roller doors, the volume of untended trash, and finally the disappearance of all wildlife and grass in Black areas as Homes, Apartments and Businesses gave way to urban wastelands. In LA alone, destructive Black activity alone cost an estimated $2 Billion per annum to repair. Once flourishing Businesses were closed or locked down, all Petrol pumps were set to prepay, remaining Businesses were built like prisons and forced to close at sunset for safety, not to keep inmates in, but criminals out, and struggled to stay in business while suffering continual losses from shoplifting, damage, fraud and abuse from both Employees and Customers. No store allowed credit, few or none accepted credit cards or checks, many accepted no cards at all. Everything from Bathrooms to Sugar was locked away everywhere from fast food places to public buildings, had to be requested and not taken for granted as they were in civilized areas. Some fast food places not only had bulletproof glass between the dining area and their employees, for employee safety they had a steel revolving tray for service; you put your money in and spun it, they spun it back to deliver your food. A few fast food places had Bouncers, even armed guards present at all times. Shopping malls more closely resembled Military compounds than peaceful complexes. Schools were bleak fortresses of steel and concrete with armed guards and metal detectors for the students, the only toilets the Female students could safely enter were those watched over by guards else they'd be followed in and attacked. Bridges had solid covers over pedestrian lanes, not for shelter, but to stop Black youths throwing rocks onto traffic below.

Investigations into high level traffickers and seizures that disrupt drug trafficking organizations remain the hallmark of the program. A precondition of the HIDTA program being effective is the ability to get federal, state and local law enforcement to work together in a coordinated fashion. This in turn enhances the security of our country from threats both foreign and domestic, and serves as a model for other agencies. Tile coming year will see the introduction of the Performance Management Program (PMP), which will allow each of you to better measure the efficiency of your respective efforts. Also, we will have in place a financial database system to better facilitate the use of resources allocated to each HIDTA. As we gather to honor the achievements of individuals, groups and HIDTAs, I thank you for your fine work and wish you the best in the year ahead as we work together to disrupt the market for illegal drugs in our great Nation.

How to Borrow North East Multi-Regional Training In-Service Training Tapes How to Borrow Tapes: Call, write, or Fax NEMRT's librarian (that's Sarah Cole). Calling is probably the most effective way to contact her, because you can get immediate feedback on what tapes are available. In order to insure that borrowers are authorized through their law enforcement agency to borrow videos, please submit the initial lending request on agency letterhead (not a fax cover sheet or internal memo form). Also provide the name of the department’s training officer. If a requested tape is in the library at the time of the request, it will be sent to the borrower’s agency immediately. If the tape is not in, the borrower's name will be put on the tape's waiting list, and it will be sent as soon as possible. The due date--the date by which the tape must be back at NEMRT--is indicated on the loan receipt included with each loan. Since a lot of the tapes have long waiting lists, prompt return is appreciated not only by the Instructors' Library, but the other departments using the video collection.

    FROM THE AGE OF DRAGNET TO THE AGE OF THE INTERNET: TRACKING CHANGES WITHIN THE LOS ANGELES POLICE DEPARTMENT Wellford W. Wilms, UCLA School of Public Policy and Education Following the Rodney King beating in 1991, rioters later burned and looted South Central Los Angeles on the news that the accused Los Angeles Police officers had been acquitted. It seemed that things could hardly get worse. But the King beating only served to focus public attention on the problems of policing a huge and diverse city like Los Angeles. It was the beginning of a series of wrenching changes that would all but paralyze the Los Angeles Police Department (LAPD) for more than a decade. Following the King beating, then-Mayor Tom Bradley established the Christopher Commission (named after chairman, former Secretary of State Warren Christopher) to delve into the underlying causes. The Commission sought to reveal the roots of the LAPD’s problems. According to the Commission, since William Parker had become chief in 1950 and took steps to professionalize the department, officers learned to respond to crime aggressively and swiftly. Strapped for resources to police a huge city of 465 square miles, Parker relied on efficiency to squeeze production from his officers. He began the practice that persists today of evaluating officers on statistical performance – response time, number of calls handled, citations issued and arrests made. Not surprisingly, the LAPD began to pride itself on being a high profile paramilitary organization with “hard-nosed” officers, an image that was greatly enhanced by the radio and TV program, “Dragnet.” But while the Christopher Commission acknowledged that aggressive, statistics-driven policing produced results, it did so at a high cost, pitting residents against police creating a “siege mentality” within the department (Independent Commission, 1991, p.

Particular debates might center upon different categories of guns (for example automatic weapons, handguns or shotguns), licensing requirements for ownership, the right to carry concealed weapons, or requirements that manufacturers increase the safety features on their weapons. The United States of America is exceptional in protecting the right to own firearms in the Second Amendment to its Constitution. Two FBI agents and two suspects were killed in a prolonged shootout between the FBI and bank-robbery suspects William Matix and Michael Platt in Miami, Florida. The event became one of the most famous shootouts in American history, with 10 participants, roughly 145 rounds fired, and four deaths. It took a total of 18 hits (6 on Matix, 12 on Platt) to bring the gun battle to an end. North Hollywood Shootout February 28, 1997. Following a bank robbery in North Hollywood, California, two heavily armed and armored bank robbers with numerous assault rifles shot it out with about 375 officers of the Los Angeles Police Department for 44 minutes.

Please do not copy, cite, or distribute without the authors’ permission. 2 Two years ago, United States President Barack Obama spoke at the National Defense University in Washington, D.C., giving a speech highly anticipated to be a deliberate reframing of our nation’s counterrorism strategy. Opening his remarks with a passing overview of American conflicts from the Revolutionary War to the end of the Cold War, President Obama then turned to the past decade of conflict. He spoke about the initial quick victory expelling Al-Qaida in Afghanistan, the shift to Iraq, and then the renewed focus on Afghanistan during his administration. The broader purpose of his speech was reflection: considering the decade since the 9/11 terror attacks, he challenged Americans to “ask ourselves hard questions, about the nature of today’s threats and how we should confront them” (Obama, 2013). President Obama asked the country to be mindful of our approach, saying “we must define the nature and scope of this struggle, or else it will define us” (Obama, 2013). His comments acknowledged that a war on terror is a war on a tactic, rather than a tangible foe, and by definition can never end. “Neither I, nor any president, can promise the total defeat of terror,” he declared. He also stated the inherent danger of engaging in conflicts with no end, sharing “…James Madison’s warning that ‘no nation could preserve its freedom in the midst of continual warfare’” (Obama, 2013).
