criticize the tactics of the Stockton Police Department (SPD) after 33 officers, at four different locations, fired more than 600 times into a getaway car carrying three bank robbers. They killed two of the bank robbers but also took the life of an innocent woman who had been held hostage. Like most things in this complicated world of ours, nothing is ever simple. Every police event is fluid. However, many other extenuating factors played a critical role in this tragic event. The police department, located 60 miles east of San Francisco, was in the midst of a bankruptcy that robbed it of 100 veteran officers while leading to a reduction in training and severely limiting the ability to purchase new equipment and technology. Some of those officers were replaced with rookies straight out of the academy. The bankruptcy also meant that the department had no air support of its own and depended upon other agencies’ helicopters or fixed-wing aircraft, which were not always available to the department. The Bank of the West branch that was robbed was nestled in an unusual triangular island created by three major roads, with little room for containment or cover. A bus station nearby put other civilians at risk. The bank robbers led police on an hour-long pursuit, sometimes at speeds exceeding 120 miles per hour. Investigations into high level traffickers and seizures that disrupt drug trafficking organizations remain the hallmark of the program. A precondition of the HIDTA program being effective is the ability to get federal, state and local law enforcement to work together in a coordinated fashion. This in turn enhances the security of our country from threats both foreign and domestic, and serves as a model for other agencies. Tile coming year will see the introduction of the Performance Management Program (PMP), which will allow each of you to better measure the efficiency of your respective efforts. Also, we will have in place a financial database system to better facilitate the use of resources allocated to each HIDTA. Surely, I couldn’t be the only one traveling along this desert stretch of I-15 with a thirsty car. I glanced across the street to the big, red-and-white num - bers on the Shell sign: $2.69 a gallon. Same exact price as the Conoco. No economic excuse for this empty gas station. I eased the car up to the nearest pump and the brakes let out an inglo - rious screeching, like a cheese grater on a chalkboard. I got out of the car and stretched. Oh, the glory of arching my back and reaching my arms to the sky! Fishing my squashed wallet from my pocket, I inserted a card into the machine. The gas pump gave an obstinate beep and spit the card back out. Its display flickered dimly, then went blank. Maybe it hadn’t read my card right. I re-inserted the card, only for the machine to spit it right back out again like a two-year-old with Gerber peas. I guess there are those that just can’t stomach Wells Fargo. Wilms, UCLA School of Public Policy and Education Following the Rodney King beating in 1991, rioters later burned and looted South Central Los Angeles on the news that the accused Los Angeles Police officers had been acquitted. It seemed that things could hardly get worse. But the King beating only served to focus public attention on the problems of policing a huge and diverse city like Los Angeles. It was the beginning of a series of wrenching changes that would all but paralyze the Los Angeles Police Department (LAPD) for more than a decade. Following the King beating, then-Mayor Tom Bradley established the Christopher Commission (named after chairman, former Secretary of State Warren Christopher) to delve into the underlying causes. The Commission sought to reveal the roots of the LAPD’s problems. According to the Commission, since William Parker had become chief in 1950 and took steps to professionalize the department, officers learned to respond to crime aggressively and swiftly. Strapped for resources to police a huge city of 465 square miles, Parker relied on efficiency to squeeze production from his officers. He began the practice that persists today of evaluating officers on statistical performance – response time, number of calls handled, citations issued and arrests made. Not surprisingly, the LAPD began to pride itself on being a high profile paramilitary organization with “hard-nosed” officers, an image that was greatly enhanced by the radio and TV program, “Dragnet.” But while the Christopher Commission acknowledged that aggressive, statistics-driven policing produced results, it did so at a high cost, pitting residents against police creating a “siege mentality” within the department (Independent Commission, 1991, p.
