For PASTORAL MANUAL, Section "Diocese" (Rev. July 6, 2006) Episcopal Vicar: Canonical and Pastoral Functions Duties: 1. Shall make a pastoral visitation of each parish/mission during the fiscal year, July 1 - June 30. a. Inspect sacramental and death registers for accuracy (including completion of entries); date, sign (using E.V. title) after the last entry of each register. Verifies that sacramental registers are securely stored and access is limited. (If sacramental registers are kept at local hospitals, they are subject to the same inspection.) Shall give pastors at least two weeks notice prior to visitation. b. Inspect mass offering book to insure that mass stipends are recorded and fulfilled in accord with Appendix E of the Diocesan Temporalities Manual, and the October 7, 2004 Memorandum, Priests Section, Diocesan Pastoral Manual. c. Confirm the existence of the following ministries: Youth; Liturgy; R.C.I.A.; Religious Education; Infirm and Elderly including hospitals and retirement homes; Pastoral Council and Finance Council; Stewardship; Evangelical Outreach; Parish Social Ministry with liaison to Catholic Charities appointed; and where applicable: African American, Hispanic and Vietnamese. d. Inquire re care and condition of buildings and property. e. Inquire re i. proper custody of the Blessed Sacrament and the tabernacle key; ii. continuous presence of the faithful during Exposition of the Blessed Sacrament; iii. availability of Sacrament of Reconciliation at times convenient to parishioners. f. The nature and importance of the Catholic marriage ceremony is best understood in the light of historicalantecedents. With such a perspective, the canon law is not likely to seem arbitrary. HISTORICAL NOTES ON THE CANON LAW ON SOLEMNIZED MARRIAGE WILLIAM F. CAHILL, B.A., J.C.D.* T HE law of the Catholic Church requires, under pain of nullity, that the marriages of Catholics shall be celebrated in the presence of the parties, of an authorized priest and of two witnesses.1 That law is the product of an historical development. The present legislation con- sidered apart from its historical antecedents can be made to seem arbitrary. Indeed, if the historical background is misconceived, the 2 present law may be seen as tyrannical. This essay briefly states the correlation between the present canons and their antecedents in history. For clarity, historical notes are not put in one place, but follow each of the four headings under which the present Church discipline is described. -

Last Updated: 02-07-2013 HO-35 Christ Episcopal Church "Old Brick," 6800 Oakland Mills Road Columbia vicinity Howard County, Maryland Private 1809 Description: Christ Episcopal Church, known as "Old Brick," is located on the west side of Oakland Mills Road in Columbia. The church is a one-story, two-bay by three-bay brick structure of 5 to 1 common bond with a rubble stone foundation that is now mostly below grade, and a gable roof with wood shingles and an east-west ridge. The brick has been sandblasted and was re-pointed in Portland cement with flush joints. -

A BRIEF GUIDE TO BRUTON PARISH CHURCH (1) THE TOWER: The Tower was added to the church in 1769 and 1 houses the historic Tarpley Bell, given to Bruton Parish in 1761. It continues to summon worshippers every day. Inside the doorway of the Tower is a bronze bust of the Reverend W.A.R. Goodwin, rector, 1903-1909 and 1926-1938. (2) THE WEST GALLERY: Erected for The College of William and Mary students and the only original part of the interior, this gallery has a handrail with visible initials carved nearly 300 years ago. (3) THE HIGH BOX PEWS: These pews with doors were typical of unheated eighteenth-century English churches. Names on the doors 2 commemorate parish leaders and well-known patriots who worshipped here as college students or members of the colonial General Assembly. Names such as Patrick Henry, George Washington, Thomas Jefferson, James Monroe and John Marshall remind us of the important place of Bruton Parish in colonial and early U.S. history. (4) THE GOVERNOR’S PEW: Reserved for the royal governor and Council members, 3 this pew has an ornate canopied chair. In colonial days it had curtains for privacy and warmth. Church wardens and vestrymen occupied the pews nearer the altar. Today, the choir uses them. (5) THE BRONZE LECTERN: In 1907, President Theodore Roosevelt presented the lectern to Bruton to commemorate the 300th anniversary of the first permanent English settlement and the establishment of the Anglican church at Jamestown. Near the lectern are the 4 gravestones of royal Governor Francis Fauquier and patriot Edmund Pendleton. -

Working with churches with a small population Why this paper? The Diocese of St Albans is committed to the flourishing of all its churches. We seek to Live God’s Love in all our communities, both large and small. Our focus is on keeping all our churches open in an appropriate way. However, there are a number of conversations going on in the Diocese concerning the sustainability and flourishing of local worshipping communities. For instance, Ampthill and Shefford and Bedford Deaneries are developing deanery pastoral plans and in this context some of the clergy consulted have raised questions about the viability of some churches in very small communities. There have been proposals to unite parishes and there is a need to consider the impact this would have, not least in terms of Parish Share. Other dioceses have been exploring options to support churches in very small communities and it is useful to assess whether some of these options might be applicable in individual cases in St Albans. We recognise that no one option will work for every case. This paper looks particularly at the context of rural churches in parishes with a very small population, but churches with a small worshipping community in urban or suburban contexts may share some of the same characteristics and may find some of the suggested options helpful. What are the issues? 26 parishes in the diocese have a population of up to 200, while 32 parishes have a worshipping community of 12 or fewer, based on the Church Membership Figure combining usual Sunday attendance and electoral roll numbers. -

THE WESTERN LEGAL TRADITION The Western legal tradition, like Western civilization as a whole, is under- going in the 20th century a crisis greater than any other in its history, since it is a crisis generated not only from within Western experience but also from without. From within, social, economic, and political transformations of un- precedented magnitude have put a tremendous strain upon traditional legal institutions and legal values in virtually all countries of the West. Yet there have been other periods of revolutionary upheaval in previous centuries, and we have somehow survived them. What is new is the confrontation with non- Western civilizations and non-Western philosophies. In the past, Western man has confidently carried his law with him throughout the world. The world today, however, is more suspicious than ever before of Western "legal- ism." Eastern man and Southern man offer other alternatives.
