Will the Minister for Parliamentary Affairs be pleased to state:

(a) whether the Election Commission of maintains a record of the requests for change / transfer of votes from one constituency to another and of the action taken on the same, if not, its reasons;

(b) the number of voters registered in NA-122, Lahore, at the time of 2013 general elections who opted / requested for transfer of their votes to other constituencies after the elections 2013 and prior to bye-election, 2015 with year wise break up; and

(c) the number of voters registered in other constituencies of Lahore who opted / requested for registration of their votes in NA- 122 after the election 2013 and prior to bye-election 2015 in that constituency with year wise break up?

Sheikh Aftab Ahmad: (a) The Election Commission maintains record of requests for change/transfer of votes from one constituency to another for one year as provided under Rule 19 of the Electoral Rolls Rules, 1974.

(b) The year-wise break-up of voters registered at the time of General Elections 2013 and bye-election 2015 in respect of Constituency No. NA-122 Lahore-V is as under: —————————————————————————————— At the time of At the time of General bye-election Elections, 2013 2015 —————————————————————————————— 322913 347762 —————————————————————————————— However, the matter regarding registered voters who opted/requested for transfer of their voters after the General Elections 2013 and prior to the bye-election 2015 is subjudice before the ECP.

Will the Minister for Petroleum and Natural Resources be pleased to state:

(a) the steps being taken by the Government for exploration of shale gas in the country; and

(b) the date on which the last study on shale gas in the country was completed indicating also the results thereof?

Mr. : (a) Government is making all-out efforts to explore and exploit shale gas resources in the country and has taken the following steps so far;

(i) US Energy Information Administration (USEIA) in April 2011 reported 206 TCF shale gas in place resources in Lower Indus Basin out of which 51 TCF were technically recoverable. Later on in June 2013, USEIA revised shale gas in-place resources in Pakistan as 586 TCF out of which 105 TCF were considered technically recoverable. In addition, 9.1 billion barrels shale oil technically recoverable resources out of 227 billion barrels shale oil in-place was estimated.

(ii) In order to authenticate USEIA resource estimates and assess the availability of required technology and infrastructure for shale gas operations in the country, USAID-EPP was engaged for geological assessment of shale gas resources in Pakistan by utilizing high-tech interpretation softwares to existing well logs, cores/cuttings and geo-chemical reports.

(iii) Sweet spots for shale gas exploration identified in the study area.

(iv) Interim shale gas policy framework is being prepared for pilot projects in order to test the identified sweet areas.

(v) Based on the results of the pilot projects, shale gas policy will be formulated for exploration and exploitation of shale gas and shale oil in the country.

(b) The shale gas study by USAID-EPP was initiated in Jan. 2014 and concluded in Dec. 2015. Risked technically recoverable shale gas and shale oil resources in the Lower and Middle Indus Basins are 95 TCF (trillion cubic feet) and 14 billion bbl respectively.

Will the Minister for Petroleum and Natural Resources be pleased to state the types of taxes included in the prices of petrol, diesel and kerosene oil during the year 2013- 14 indicating also the justification thereof?

Mr. Shahid Khaqan Abbasi: Types of taxes included in the prices of Petrol, Diesel and Kerosene Oil during the year 2013-14 are as under:—

Taxes and levies are imposed by Finance Division to generate revenue for utilization on the development work in the country. Therefore further justification for imposing taxes may be sought from Finance Division.

(a) the prices of various petroleum products in International Markets at present;

(b) the ratio / percentage of benefit being provided to the consumers in the country on account of low prices of the said products in International market; and

(c) the names and rates of various taxes imposed on those products in the country?

(a) the quantum and value of copper, gold and other metals being extracted from the Saindak mines, Balochistan, on daily basis; and

(b) the profit earned from the said metals on daily basis and the share of Federal and provincial Governments out of the same?

(b) The profit earned by SCGP during the last year (2014) amounted US$ 22,087,534, averaging US$ 73,625.11/day @300 working days per year. The Project profit is equally shared between Chinese operator company and Saindak Metals Limited (SML) [entity owned by Government of Pakistan (GoP)], which apportions 60% of its net profit to Government of Balochistan (GoB) as per Aghaz-e-Haqooq-e•Balochistan Package. Will the Minister for Petroleum and Natural Resources be pleased to state the present status of the project for supply of gas to Dargai, Malakand, indicating also the amount allocated for and utilized on the said project so far and the time by which the same will be completed?

Mr. Shahid Khaqan Abbasi: Gas is being supplied to Dargai, Malakand since 1995. Presently, there is no other project under consideration / execution in Dargai, Malakand.

Will the Minister for Water and Power be pleased to state:

(a) the voltage capacity of main electricity line from Haripur to Abbottabad and from Abbottabad to Mansehra; and

(b) whether there is any proposal under consideration of the Government to increase the said capacity, if so, when?

Khawaja Muhammad Asif: (a) There are two circuits/Lines between Haripur and Abbottabad having voltage Capacity/Rating 132-KV and current carrying capacity is 488 amperes. Conductor brand is Lynx.

(b) After commissioning of the newly proposed 220 KV Mansehra Grid Station (NTDC), the issue of load management being implemented due to over loading of the transmission line will be settled once for all. The completion date of the same is November 2016.

Will the Minister for Petroleum and Natural Resources be pleased to state:

(a) the width of the main Sui gas pipe line from Haripur to Abbottabad and from Abbottabad to Mansehra; and

(b) whether there is any proposal under consideration of the government to increase the said width, if so, when?

Mr. Shahid Khaqan Abbasi: (a) The width of the main Sui gas pipeline from Haripur to Abbottabad and from Abbottabad to Mansehra is given as under:—

16" & 8" dia Transmission Lines (from Haripur to Abbottabad)

(b) SNGPL has reported that a project for laying of 12" dia. X 19.400 Kms (from Abbottabad to Mansehra) has been approved recently. Material procurement is in process and line shall be laid as soon as the requisite material is procured.

Will the Minster for Law and Justice be pleased to state the details of corruption cases forwarded to NAB by Federal Secretaries regarding alleged corruption in their respective departments during last five years indicating also the action taken so far in each case? Mr. : NAB handled corruption cases as per mandate of NAO, 1999 and through the operational methodology i.e. inquiries and investigations.

Will the Minister for Law and Justices be pleased to state:

(a) the names and place and date of present posting of the officers in BPS-20 and 21 presently working in NAB;

(b) the grade of Directors General NAB presently posted at Karachi and Lahore indicating also the as the whether they have completed the courses of NMC and NDU or otherwise; (c) whether it is a fact that the Chairman NAB has the power to post officers in BPS-20 against the post of BPS-21 for three months;

(d) the authority which has the power to extend the period of posting of a grade 20 officer against the post of grade 21; and

(e) whether some additional requirements have been specified for posting of grade 20 officers against the post of grade 21 in NAB, if so, the details thereof?

Mr. Pervaiz Rashid: (a) The names, place of posting and date of present posting of the officers in BPS-20 and 21 presently working in NAB (HQ)/Regional NABs is as follows:—

(b) The Director General of NAB (Karachi) namely Lt. Col (R) Siraj ul Naeem has been appointed as Director General (BS-21) on acting charge basis and he is exempted from NMC/NDU due to attaining the age of 58 years. Further, Maj (R) Syed Burhan Ali, Director (BS-20) has been granted current charge of the post of Director General (BS-21), NAB Lahore and has completed his NMC.

(c) As per section 3.36 of NAB‘s TCS Chairman NAB is competent to grant current charge to BS-20 officers against the post of BPS-21 for three months.

(d) Extension beyond three months in current charge requires approval of next higher authority i.e. government.

(e) Senior most officers can be granted current charge for higher post.

Will the Minster for Parliamentary Affairs be pleased to state:

(a) the salient features of policy regarding appointment and posting of officers in BPS- 17 and above in Election Commission of Pakistan; and

(b) the names, districts of domicile and date and place of present posting of the said officers working in that Commission? : (a) Appointments in Grade-17 and above are being made according to Election Commission (Officers & Servants) Rules, 1989 for which a clear cut rules and methods of appointments are available. However, the Election Commission of Pakistan makes the postings/transfers of his officers according to their tenure as per ESTACODE.

*Question No. 83. Senator Sardar Muhammad Azam Khan Musakhel: (Notice received on 25-01-2016 at 10:00 a.m.)

Will the Minister for Petroleum and Natural Resources be pleased to state the number of persons working in various companies of OGDCL presently operating in Khyber Pakhtunkhwa with grade-wise and province-wise breakup?

Mr. Shahid Khaqan Abbasi: Total 884 employees are presently working in five operating fields/plants/offices of OGDCL in Khyber Pakhtunkhwa. Grade wise and Province wise breakup is attached at Annex-I.

*Question No. 84. Senator Samina Abid: (Notice received on 25-01-2016 at 10:20 a.m.)

Will the Minister for Water and Power be pleased to refer to the Senate starred question No. 47 replied on 17th December, 2015 and state:

(a) whether it is a fact that 132-KV Kala Dhaka grid station at District Torghar is expected to be established in 2019-20, if so, the reasons for not establishing the same at the earliest; and

(b) whether it is also a fact the PC-I has not been approved and funds have not been released for that project so far, if so, the reasons thereof?

Khawaja Muhammad Asif: (a & b) 132 KV Kala Dhaka Grid Station at District Torghar has been proposed in PESCO‘s 7th STG PC-I, which is under process for approval. As per prioritized phasing of the PC-I, scheduled completion of the project is proposed in 2019-20, subject to availability of funds. The projects are financed by PESCO from their own resources and no funds are released by Govt. of Pakistan.

*Question No. 85. Senator Farhatullah Babar: (Notice received on 25-01-2016 at 11:10 a.m.)

Will the Minister for Law and Justice be pleased to state:

(a) the pension and other perks and privileges admissible to the retired Chief Justice and Judges of the Supreme Court and High Courts in the country;

(b) whether it is a fact that the said pension and perks and privileges are to be determined by the President and notified as such under Schedule V of the Constitution before being allowed;

(c) whether it is also a fact that the former Chief Justice of Pakistan Mr. Iftikhar Muhammad Chaudhry has been allowed / provided a bullet proof car at public expense over and above the permissible perks and privileges without the mandatory authorization by the President;

(d) the expenditure on the POL and maintenance of the said car since the date it was provided to him; and

(e) whether there is any proposal under consideration of the Government to retrieve that car from the said Chief Justice after the formation of his own political party, if so, when?

Mr. Pervaiz Rashid: (a) The pension and other perks and privileges admissible to the retired Chief Justice and Judges of the Supreme Court are at Annex-I and that of High Courts at Annex-II.

(b) The terms and conditions of service including salary, pension, allowances and privileges of Superior Judiciary are determined by the President under Paragraph 1, 2 and 3 of the Fifth Schedule to the Constitution and have been determined under Presidential Orders No. 2 and 3 of 1997.

(c) Mr. Justice (R) Iftikhar Muhammad Chaudhry was provided 6000cc (Bullet Proof) Mercedes Benz Car No. GD-0341 by the Cabinet Division with the approval of the Prime Minister for three months from the date of his retirement i.e. 12-12-2013 and the expenditure on POL/ maintenance had to be paid by the user through personal means but the Law and Justice Division bore an expenditure of Rs. 4,020,598/- (Rs. 645,569/- on POL + Rs. 3,375,029/- on repairs) under the Judgment dated 15-01-2014 passed by Islamabad High Court in Writ Petition No: 4761/2013.

The retired Chief Justice has also purchased official car No. CIA-2 (2400cc Honda Accord) on depreciated price of Rs. 549,817/- under the policy guidelines of Cabinet Division.

(d) Expenditure statement is at Annex-III.

(e) The Federation of Pakistan has filed Intra Court Appeal No. 65/2014 in the Islamabad High Court which inter alia include retrieval of bullet proof car. *Question No. 86. Senator Maulana Atta Ur Rehman: (Notice received on 27-01-2016 at 01:40 p.m.)

Will the Minister for Water and Power be pleased to state:

(a) the duration of loadshedding being observed in different areas in the country; and

(b) whether it is a fact that the loadshedding is being carried out for 20 to 22 hours daily in rural areas of Khyber Pakhtunkhawa, if so, the reasons thereof?

Khawaja Muhammad Asif: (a) The duration of load shedding in the country, is as under:—

i. Urban Area: 06 Hours

ii. Rural Area: 08 Hours

iii. Industry Nil

In 2015, the above schedule was followed throughout the year.

(b) It is not a fact that 20 to 22 hours load shedding is being carried out in Khyber Pakhtunkhawa Province. Load shedding in KPK by PESCO is being carried out on the basis of composite efficiency index (CEI) of all 11 Kv feeders i.e. areas where revenue generation is high have less load shedding (Annex-I).

In rural areas there is more trend of power theft and non-submission of power bills, therefore, the duration of load shedding is extended.

Close coordination is being maintained with the provincial government in this regard.

*Question No. 87. Senator Col. (R) Syed Tahir Hussain Mashhadi: (Notice received on 27-01-2016 at 02:00 p.m.)

Will the Minister for Petroleum and Natural Resources be pleased to state:

(a) the revenue collected under the head of Gas Infrastructure Development Cess (GIDC) during the last five years and the details of its utilization;

(b) the amount of the said Cess presently outstanding against various companies in the country and the steps taken by the Government for its recovery; and

(c) whether it is a fact that various companies have misappropriated/ misused the said Cess, if so, the details of such misappropriation/ misuse during 2012-13 and 2013- 14 and the action taken by the Government against the persons responsible for the same?

Mr. Shahid Khaqan Abbasi: (a) Since inception i.e. 1st January 2012 to 15th February 2016; Rs. 188 Billion have been collected as Gas Infrastructure Development Cess (GIDC).

According to Clause 4 of GIDC Act, 2015. GIDC shall be utilized by the Federal Government for or in connection with infrastructure development of Iran Pakistan Pipeline Project. Turkmenistan Afghanistan Pakistan India (TAPI) Pipeline projects, LNG or other ancillary projects.

GIDC will be utilized on promulgation and issuance of GIDC utilization Rules and its budgetary allocations as per instruction of the Federal Government.

(b) The amount of Rs. 109 Billion of the said Cess presently outstanding against various companies in the country due to Stay Order in various courts of law. The Government actively pursuing the cases in the respective courts.

(c) Nothing has so for been reported by GIDC collecting companies for misappropriation/misuse of cases by consumers/companies.

Will the Minister for Water and Power be pleased to state whether there is any proposal under consideration of the Government to construct new run of the river projects and water reservoirs in FATA, if so, the details thereof?

Will the Minister for Petroleum and Natural Resources be pleased to state:

(a) the percentage of quota in appointments reserved for Balochistan in OGDCL; and

(b) the number of persons belonging to Balochistan working in the said company and their percentage to the overall employees in the said company?

Mr. Shahid Khaqan Abbasi: (a) In OGDCL, 6% quota is observed for Balochistan Province in appointments as specified by the Government of Pakistan.

(b) Total 1152 employees belonging to Balochistan are working in OGDCL and their percentage ratio to the overall 13935 employees is 8.26%

Will the Minister for Law and Justice be pleased to state:

(a) whether it is a fact that the Council of Islamic Ideology has submitted its final report to the Parliament as required under the Constitution, if so, the date on which the same was submitted; (b) whether the said Council is still required under the Constitution to prepare and submit its report to the Parliament after submission of its final report;

(c) the legal status of the reports submitted by that Council to the Parliament after the submission of its final report; and

(d) whether there is any proposal under consideration of the Government to provide legal / constitutional status to the reports of the said Council after the submission of its final report?

Mr. Pervaiz Rashid: (a) Yes, Council of Islamic Ideology submitted its final report to the National Assembly on 2nd July 1997 and Senate on 3rd July, 1997.

(b) Yes, in terms of Article 229 and 230 of the Constitution.

(c) Council submits its reports under Chapter IX of the Constitution.

(d) The reports are laid before the Parliament for further action under clause (4) of Article 230 of the Constitution.

Will the Minister for Water and Power be pleased to state:

(a) the names, designations and place of domicile of the employees of WAPDA who have been dismissed from service during the last one year indicating also the reasons for dismissal in each case; and

(b) the names, designations, educational qualifications and place of domicile of the persons appointed in the said Authority during that period?

Khawaja Muhammad Asif: (a) The names, designations and place of domicile of the WAPDA employees who have been dismissed from service during the last one year alongwith reasons for dismissal are at Annex-A.

Mr. Shahid Khaqan Abbasi: (a) Sui Northern Gas Pipelines Limited has reported that the company gave 12% ordinary share valuing Rs. 10/share held by Government of Pakistan.

(b) All eligible permanent employees and contractual employees (having minimum five years of service) will be offered 12% shares on the basis of years of service completed, which will determine their entitlement proportionate to their length of service. The contract employees with less than five years of service, employees working with (State Owned Enterprises) SOEs on deputation or on daily wages will not be eligible to participate in the Scheme.

All eligible employees on the payroll of the Company as on August 14, 2009 would qualify for this scheme. Six months and above would be treated as a complete year of service. Minimum one unit would be allocated to each eligible employee.

Mr. Shahid Khaqan Abbasi: (a) Work on Reko-Diq Copper-Gold Project (District Chagai, Balochistan) stands closed following rejection of the application of M/s Tethyan Copper Company Pakistan (Pvt.) Limited (TCCP) for grant of mining lease over the exploration licence area by the Licensing Authority (Director General Mines & Minerals, Balochistan) in the year 2011.

(b) A claimant company of TCC, M/s Tethyan Copper Company Pvt. Limited of Australia (TCCA) filed Request for Arbitration (dated 28-11-2011) before the International Centre for Settlement of Investment Disputes (ICSID), Washington, D.C. (USA) against the Islamic Republic of Pakistan alleging breach on Pakistan‘s part of its obligations under the Australia-Pakistan Treaty on the Promotion and Protection of Investments, 1998 due to Government of Balochistan‗s refusal to grant mining lease to TCCP and taking other measures against its investments. In relief, the Company prayed for grant of mining lease and/or award of compensation for damages/losses/future profits of its investment. The case is still subjudice before the Arbitration Tribunal of ICSID.

(c) Federal and Provincial Governments have engaged the same lawyers‘ team; M/s Allen and Overy LLP, London-U.K. and local counsels M/s ABS & Co., Ali Zahid Rahim, Usman Raza Jameel and Barrister Asghar Khan for defence of the subject case before ICSID.

Presemt Status:

This scheme of 3,244 plots consisting of 3153 kanals land remained subjudice in Supreme Court of Pakistan from 2009 till 2013. After this, legal proceedings were initiated because of violation of contract from M/s Green Tree and the matter remained subjudice in the Islamabad High Court. Recently, with the intervention of NAB, an amended draft is going to be signed between the two parties which was approved by the Housing Foundation Executive Committee under which M/s Green Tree is bound to provide developed plots. It is therefore expected that the development work will start soon. On the other hand, 1,709 eligible members have been issued consent letters alongwith brochure on ―first come, first served‖ basis and the process of confirmation of their data from the concerned departments is under process.

Life Style Residency apartments Scheme.

Location of Scheme:

Sector G-13, Islamabad.

Present States:

Housing Foundation has completed planning for construction of 2,886 apartments of different categories on land measuring 15 acres situated at G-13 Islamabad. The CDA board has accorded approval of layout plan / FAR. The project will start soon after the issuance of NOC from CDA, resulting in the allotment to the eligible members. According to the contract, the Scheme will be completed in 48 months after its launch.

Bara Kahu Extension Scheme, Islamabad.

Location of Scheme:

Bara Kahu, Islamabad.

Present States:

Approximately 21,000 kanal land is under acquisition. The office of the Land Acquisition Collector ICT has issued notification No. 392/2(193)DRA dated 27-05-2014 under section 4 of the Land Acquisition Act 1894 for acquisition of 6932 kanals land situated in Mauza Sakrilla Bhara Kahu Islamabad. Moreover, 14611 kanals land has been surveyed and verified as available in Mauza chak Malata Dakhli Phulgran, Mauza Dohala Syedian, Mauza Phulgran, Bhara Kahu Islamabad. Housing Foundation intends to acquire the said land through Land Acquisition Collector ICT too as a part of Bhara Kahu extension to meet the housing requirement of its registered members. It is also apprise that payment to such land owners / affectees will be planned as per CDA and ICT approved standards.

Another request for about 14600 kanals of land for acquisition at Mauza chak Malata Dakhli Phulgran, Mauza Dohala Syedian, Mauza Phulgran Bhara Kahu Islamabad has been made to ICT by the Housing Foundation vide letter No. 3000(GT Land Acquisition)/2014-HF dated: 18-6-2015. However, the ICT has not yet issued the requisite notification under Section-4 of Land Acquisition Act.

Present Status:

In the light of Honourable Supreme Court‘s decision, the notification of section-4 of 8,200 kanal land at Mouza Tamma and Morian Park Road, islamabad has been issued on 29-04-2015 for Housing Scheme for FG Employees and members of the Supreme Court Bar Association arid working on 3,000 kanals is in progress which can be added in this. For this, an advertisement for consultant has been given and selection is under process.

12. Name of Scheme:

Housing Scheme in Sectors F-14/ F-15, Islamabad.

Location of Scheme:

F-14/ F-15, Islamabad.

Present Status:

The Prime Minister of Pakistan accorded approval of Sector F-14/15 on May, 2015. For the acquisition of 10,629 kanals, the notification of section- 4 was issued on 20- 05-2015. The satellite Pictures of F -14 and F -15 are obtained on dated 22 June 2015 in order to determine the built- up property and Urban Unit Lahore has recorded the built-up property according to GST technology and its total number is 187 till 22-06-2015. Survey of Pakistan has demarcated Sector F-14 and F-15. Selection of consultants and contractors for the project is in final stages. The Selection process will be completed till February-2016. Section 17(4), and 6 Land Acquisition Act has been issued through which the Housing Foundation has become the owner of land. 13. Name of Scheme:

M/s K.S Developers and Builders in view of advertisement for EOI from Housing Foundation showed interest for starting a Housing Scheme in JV on a land of 7000 kanals situated at Mouza Morat, Chahan & Mandowal Tehsil Fateh Jang, District Attock/Rawalpindi and has signed an MOU on 03-07-2015, according to which developed plots would be provided to the registered members of Housing Foundation. The selection of price Evaluator has been completed according to the decision of the Executive Committee in order to determine the price of the land provided by the private parties.

Will the Minister for Housing and Works be pleased to state the time by which the development work will be started in Sector G-14 /1, 2 & 3, Islamabad and possession of plots will be handed over to the allottees?

Mr. Akram Khan Durrani: The development work of Sub-Sector G-14 / 2 & 3 was started in September, 2012. Initially, the development work was awarded to M/S NCL with the approval of Executive Committee / Board of Directors of Housing Foundation. M/S NCL did not carry out the development work despite the laps of considerable time. Consequently, the same was handed over to M/S ASCO with the approval of Executive Committee/Board of Directors of Housing Foundation who is presently working at site. Initially, 29% of the area in Sub-Sector G-14/2 & 3 was handed over to M/S ASCO for development work. Later on, further 56% of the vacant area in Sub-Sector G-14/2 & 3 has also been handed over to M/S ASCO. With regard to possession of plots, it is also relevant to mention here that land acquisition process of Sector G-14/1 & 2 Islamabad is in progress. The assessment of built up property in Sector G-14/1 and remaining area in G-14/2 is also in progress. As and when the assessment of built up property in Sub-Sector G-14/1 & 2 is completed, the development work in these areas will also be started. Possession of plots shall be handed over to the allottees after completion of infrastructure development work accordingly. Efforts are being made to complete the task at the earliest.

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that Nandipur Power project has become operational, if so, the quantum of electricity being generated by the plant on daily basis and per unit cost of the same; and

(b) whether there is any proposal under consideration of the Government to convert the said plant to gas, if so, the estimated time required for conversation and per unit cost of electricity in case the same is converted to gas?

Khawaja Muhammad Asif: (a) 425 MW Combined Cycle Power Plant, Nandipur has achieved its COD (Commercial Operation Date) w.e.f 23-07-2015.

Since COD of the Plant, the average daily generation from the Nandipur Power Plant is 3.48 MkWh which is based on the actual operational requirements of the Power Plant.

NEPRA has determined the levelized Reference Tariff of Nandipur Power Plant as Rs. 11.63611kWh. However, as the price of fuel, being pass through item, has been reduced considerably the current generation cost is Rs. 6.66 per kWh.

(b) The scheme for the conversion of Nandipur Gas Turbines to gas fuel is the part of Revised PC-I (approved in July 2013). This included the installation of gas conversion equipment on Gas Turbines by the OEM (M/S General Electric) and laying of pipeline & other related equipment inside the Power Plant.

Regarding the first part, Work Order on M/S General Electric has already been placed for the installation of the gas conversion equipment on three (03) Gas Turbines and the material has been partially supplied. Whereas, for the laying of in-house pipeline, installation of gas pressure booster station and other balance work of gas conversion system in the Power Plant is under the process of procurement.

Apart from the above, for laying of dedicated gas pipeline from Qila Sattar Shah (Sheikhupura) to Nandipur Power Plant, an upfront amount of Rs. 2 Billion has been paid to SNGPL for getting the work done on deposit work basis.

It is expected that the gas conversion work will be completed by the end of Year 2016.

The cost of electricity generation on gas fuel, as per NEPRA determined levelized reference Tariff will be Rs.10.3157/kWh. However the final unit cost will depend on the price of LNG at the time of usage after conversion. However, at the current LNG price, it would be around Rs. 5.6 per kWh.

Will the Minister for Petroleum and Natural Resources be pleased to state: (a) the amount allocated and released for the project of supply of natural gas to Dara Adam Khel, FR Kohat, during the fiscal year 2015-16; and

(b) whether it is a fact that work on the ‘Distribution Network’ of the said project has not yet been started, if so, the reasons thereof and the time by which the same will be started and completed?

Mr. Shahid Khaqan Abbasi: (a) SNGPL has reported that no funds have been allocated/released for the project of supply of natural gas to Dara Adam Khel, FR Kohat during the fiscal year 2015-16.

(b) The company further reported that it is a fact that work for laying of distribution network has not yet been started due to severe resistance from the locals as they think that the locals of remaining villages will start obtaining off-takes from the already laid supply main on their own, and menace of illegal pipeline network will spread like a virus in the tribal area of Dara Adam Khel. The work will be started if all the elders of Dara Adam Khel are agreed and under the patronage of Political Agent through a written assurance to SNGPL that the remaining villages will not obtain illegal network and those covered in the approved meterage will pay their monthly gas bills regularly.

(a) whether it is a fact that electricity to the sector G-10/3, Islamabad is being supplied from the grid station situated in sector I-9, if so, the reasons thereof;

(c) whether there is any proposal under consideration of the Government to link that sector with some other grid station nearer to it for supply of electricity, if so, when?
