14 The Northern Department as a support of North’s culture and heritage

The Northern Department and culture

The Northern Department, through its cultural policy, aims at improving the Northern people’s living conditions, affirming the North’s cultural identity, bringing the culture to everyone and encouraging cultural diversity.

These policies concretely mean :

- Development of public lectures in the supplies of the Northern Department (authors’ reside at the Villa Yourcenar, departemental Library, etc.). As part of this action, the Book for Youth Fair untitled « Rura’livres » took place on May, 25th. 2011. `

- Conservation and promotion of the local patrimony, not only through the departmental Library, but also through the archeological section, through the fundings granted to the conservation of North’s patrimony, through the support

for evenements and through the restoration of fortifications. As an example, Matisse Museum Masnières’ Church, built in 1927, received a departmental financing of 242,896 © Emmanuel Watteau – North Department euros, through the patrimony conservation policy.

- Development of departmental Museums. Flanders Museum in Cassel, Matisse Museum in Le Cateau-Cambrésis, the Archeological Museum in , the Glass Workshop Museum in Sars-Poteries, the Sciences Museum in Villeneuve d’Ascq, the Marguerite Yourcenar’s Villa in Saint-Jans-Cappel. Now on exhibition « François Rouan, la découpe comme modèle », in the Matisse Museum, from July, 3rd to Sept., 18th. 2011.

- Support for cultural life for animation, promotion and creation. The North Department is an events’ organizer (Artists’ Workshop Opening, Nice Sundays of the Mont Noir, etc.) but is also an events’ partner (Movie Festival in , etc.). The North Department also encourages local events by local associations that promote cultural life spreading in countryside.

An example of patrimony restoration in the county of « Cambrésis » : Wilfred Owen’s House in

Place of memory and pilgrimage, Wilfred Owen ‘s House should become an artistical place for artists’ reside. That’s why the Northern Departement became a partner of this huge project : it brought a 400.000-euro financing to the restoration of Wilfred Owen’s House and to its transformation in a memory area, thanks to its policy of patrimony restoration.

Also, the Northern Department wanted to imply in this great project and decided to give a 18.000-euro annual grant to the Wilfred Owen France Association.

An example of cultural involvement of the Northern Department : « Great War Remembered » Project.

The North of France has been devastated throughout years by wars and battles that left a high quantity of remains. The Northern Department felt a duty to preserve theses remains and to get involved in the duty of remembrance.

Beyond financings granted to areas, monuments of War events, that is how the Northern Department got involved in this Remembrance Project, through its policy in favor of great European cultural projects. 15

In the prospect of the remembering celebrations from 2014 to 2018, the Northern Department signed a plan with West Flanders in Belgium, and Pas-de-Calais, Somme and Aisne Departments. This charter lists the work objectives towards the realization of our common history.

The objectives of this common work are :

- The development and improvement of the common sites and museums in France and Belgium (as Wilfred Owen’s House);

- The setting up of common cultural events ;

- Remembrance tourism promotion and consciousness raising.

This cooperation will also lead to :

- The restoration of Flanders Fields Museum in Ypres (200,000 people visiting every year) ; - A building addition for the Dragoon Cave on the « Chemin des Dames » (340,000 people visiting since opening in 1999) ; - The creation of a interpretive centre in Comines ; - The setting up of a conference on « How to remember 1914 – 1918 ? » ; - The creation of a new network of sites and itineraries of remembrance (spring 2012) ; - etc.

The New Patrons model is a potential answer for men and women who lack any reference points and are therefore looking for a new injection of symbolism into their lives and surroundings, no longer prepared to make do with technical or administrative answers to the problems preoccupying them. This initiative enables citizens facing issues relating to society or local development to bring in contemporary artists practising in any field of art and get them involved in their concerns through commissioning a work from them.

Its originality lies in a new relationship involving the coming together of three main players: the artist, the citizen initiating the commission, and the cultural mediator approved by the Fondation de France, working in conjunction with the public and private partners who become involved in the project.

Through this arrangement, citizens faced with a situation causing them concern, for example rural depopulation, the problem experienced by a community or a district in relation to its identity, a loss of meaning or a search for meaning, urban or institutional violence, the deterioration of the local economic fabric, or a need to develop or revitalise social relationships, can commission a work from an artist who will take account of the interests and needs expressed.

Involving a mediator, someone with expert knowledge of various artistic disciplines, enables the patrons not only to fine-tune their request and identify and question an artist responding to their concerns, but also to go through all the steps that will make the concrete implementation of their project possible. At present eight mediators are putting the programme into practice in the following : Ile de France, Aquitaine, Centre and Brittany, Rhône Alpes, Auvergne and Midi Pyrénées, Provence Côte d’Azur, Burgundy, Franche-Comté and Lorraine, Nord Pas-de-Calais, Picardy.

Over the last fifteen years and more, the New Patrons scheme has been behind 300 commissions that have been implemented or are in progress in 19 regions of France, half of them in rural areas, and in extremely varied contexts: urban, suburban or rural communes, public spaces or institutions (sixth-form colleges, hospitals, prisons), associations, etc.

These works have been provided by often internationally renowned artists practising in the widest variety of fields, including such names as John Armleder, Shigeru Ban, Alexandre Chemetoff, Matali Crasset, Rachel Feinstein, Liam Gillick, Tadashi Kawamata, Jan Kopp, Claude Lévêque, Jean-Luc Moulène, Simon Patterson, Michelangelo Pistoletto, Sarkis, Jessica Stockholder, Xavier Veilhan, Jean-Luc Vilmouth and Rémy Zaugg. www.nouveauxcommanditaires.eu

Like Louis Blériot, let’s fly over the Channel, but in the other direction. From the white cliffs of Dover let’s glide across to Calais and the ferry terminal. Swing round slightly to the north and you’ll be flying over long sandy beaches towards , the first town in the Nord, with the majestic outlines of its fortifications protected by the waters of the canalised Aa. If you elect to cross a different way rather than by air or sea, your first glimpse of the Nord will be as you emerge from the Tunnel. Eurostar means that (our capital) is just an hour and a half from London.

But let’s get back to our flight over the region. Seen from above, the Nord is an ever-changing patchwork of extraordinary sights. Indeed, from just a few metres up you can take stock of all the splendour and diversity of its landscapes and the wealth of its various heritage treasures.
