Léon Marchai, Secretary-General of the Council of Europe Article I of the Statute of the Council of Europe states that the^ aim of the Council is to achieve a grea'ter unity between its Members; and that this aim shall be pursued by agreements and common action in a number of matters, including cultural activities. The facilities which have been granted to holders of the Council of Europe Cultural Identity Card have been recip- rocally accepted by all Members of the Council-, The general aim of the scheme is to encourage the free circulation of men of letters, scientists, technicians, artists, teachers and students in our European countries; and by means of this cultural intercourse to create greater mutual understanding in furtherance of a European way of life. In introducing this scheme, I would like to place on record the debt which the Council of Europe owes to the Brussels Treaty Permanent Commission which has now voluntarily agreed to merge its Cultural Identity Card in that of the Council of Europe. LOW WATER – HIGH PRIORITY The summer of 2015 and the whole of 2016 broke records in many regions of Germany: long periods of hot weather combined with low rainfall resulted in low water levels in German rivers. On many stretches of the Elbe navigation stopped completely – in August, normal navigation was only possible between the estuary and the Port of Hamburg. The Rhine and the Danube could only be navigated by barges shipping reduced cargoes. Thus the situation developed which is known in the logistics sector as a low water period. SUMMER OF THE CENTURY After 2003, 2015 has already given the 21st century its second “summer of the century” statistically speaking. 2016 was the hottest year since weather records commenced in 1880. 14 out of the 15 warmest years on record have been in the 21st century. Climatologists expect that the trend towards extreme dry weather and high temperatures in summer will continue due to progressive global warming. Observations of glacier melt in Switzerland suggest that changes in the Rhine up to 2085 will be relatively moderate compared to other river systems.     CASTLES ALONG THE RHINE; THE MIDDLE RHINE The Middle Rhine is between Mainz and Cologne (or Köln) but the section of maximum interest for river cruisers is between Koblenz and Rűdesheim. This section is where they keep some of Germany’s best kept medieval keeps - 20 of them, some ruins, some preserved, all surrounded by vineyards and with quaint medieval towns. Around every bend another stone edifice stands watch over the endless parade of freight barges and cruise boats. Each castle has its own spot in Germany’s medieval past. Your river cruise will spend at least an afternoon cruising this section with everyone on deck with a cup of bullion, tea, coffee or a beverage depending on the weather and the cruise director providing commentary on each castle/town you pass. The Rhine gorge castles are bracketed by Germanic / Prussian monuments. At the south end is Rűdesheim with the Niederwalddenkmal monument, commemorating the foundation of the German “Empire” after the Franco- Prussian War. The first stone was laid in 1871, by Wilhelm I. The 38m (123 ft) monument represents the union of all Germans. The central figure is a 10.5 m (34 ft) Germania holding the crown of the emperor in the right hand and in the left the imperial sword. Beneath Germania is a large relief that shows emperor Wilhelm I riding a horse with nobility, the army commanders and soldiers. On the left side of the monument is the peace statue and on the right is the war statue. At the north end in Koblenz is Deutsches Eck (German Corner) where the Mosel and Rhine Rivers meet.
