Léon Marchai, Secretary-General of the Council of Europe Article I of the Statute of the Council of Europe states that the^ aim of the Council is to achieve a grea'ter unity between its Members; and that this aim shall be pursued by agreements and common action in a number of matters, including cultural activities. The facilities which have been granted to holders of the Council of Europe Cultural Identity Card have been recip- rocally accepted by all Members of the Council-, The general aim of the scheme is to encourage the free circulation of men of letters, scientists, technicians, artists, teachers and students in our European countries; and by means of this cultural intercourse to create greater mutual understanding in furtherance of a European way of life. In introducing this scheme, I would like to place on record the debt which the Council of Europe owes to the Brussels Treaty Permanent Commission which has now voluntarily agreed to merge its Cultural Identity Card in that of the Council of Europe.
