Article I of the Statute of the Council of Europe states that the^ aim of the Council is to achieve a grea'ter unity between its Members; and that this aim shall be pursued by agreements and common action in a number of matters, including cultural activities.

The facilities which have been granted to holders of the Council of Europe Cultural Identity Card have been recip- rocally accepted by all Members of the Council-, The general aim of the scheme is to encourage the free circulation of men of letters, scientists, technicians, artists, teachers and students in our European countries; and by means of this cultural intercourse to create greater mutual understanding in furtherance of a European way of life.

In introducing this scheme, I would like to place on record the debt which the Council of Europe owes to the Brussels Treaty Permanent Commission which has now voluntarily agreed to merge its Cultural Identity Card in that of the Council of Europe.

Accommodation ; Assistance from the Danish International Committee of Students and from the National Travel . Association of Denmark in finding'accommodation in Denmark. The latter will issue free camping vouchers to holders of the Card.

Travel Reduction of 20% in rail fares (excluding the supplement on express trains) for groups of 12 or more. When using the domestic routes of the Scandinavian Airlines System, students may • obtain the rebate granted to Danish students. Application should be made to the Danish International Students' Committee.

Libraries Free admission to the Public Record Office, the Royal Library, the university libraries of Copenhagen and Aarhus and all other public libraries. Holders of the Card will not need the guarantee usually required of foreigners who wish to borrow books.

Theatre Students will be admitted to performances at the Royal Theatre under the sane conditions as Danish students. Application should be made to the Danish International Students' Committee. Concerti Free admission to popular concerts of the State Broadcasting Service. Music students will be admitted to the dress re- hearsals of the Thursday Concerts of the State Broadcasting•Service.

Travel : Reduction of 30^ on return tickets for foreign students between the ages of 16. and 28 years who are •• . enrolled at a foreign university and travelling to attend university vacation courses In France. Students may obtain tickets at a reduced rate for some concerts, theatrical and other performances, held in Amsterdam and The, Hague.
