A NOTE ON REDISTRICTING

GEORGIA

Due to redistricting in 2005 by Georgia’s Republican-controlled legislature, districts 3, 8, 9 and 10 have changed. The incumbent for district 3 is now in district 8 and vice-versa. The incumbents for district 9 and 10 are also switched.

The redistricting added more Republicans to the following districts: CD-8, CD-11, and CD-12. Democratic seats held by Jim Marshall (CD-8) and John Barrow (CD-12) are now in play as a result.

TEXAS

In August 2006, five of Texas’ congressional districts were redrawn by a federal three-judge panel in response to a June Supreme Court ruling. The ruling said a redistricting of Texas' congressional map in 2003 created a 23rd District that violated the Voting Rights Act by weakening Hispanic voting strength. The 23rd District, which sprawled from San Antonio south to Laredo and as far west as the El Paso county line, split the majority-Hispanic city of Laredo with the neighboring 28th District.

The judges also ruled that there will be a special election, the same day of as the general election, November 7, 2006. There will be no party nominees; anyone can run as long as they made the filing deadline. If no candidate receives 50 percent of the vote, the two top vote getters will participate in a runoff.

The Texas districts affected are: TX-15, TX-21, TX-23, TX-25, TX-28
