NJ TRANSIT, the City of Jersey City, the County of Hudson, and the North Jersey Transportation Planning Authority funded the work effort. It was prepared by the Bus Service Planning staff at NJ TRANSIT with input from a Technical Advisory Committee composed of individuals representing the funding agencies. The focus of the study is on short-term improvements primarily in Jersey City that need to be implemented as resources such as operating funds and equipment become available. This report describes the existing bus service in Hudson County and presents short- term recommendations for changes and improvements to the local bus system, both in terms of general and systemic issues as well as specific route-by-route actions. More than three dozen action items were identified to improve existing bus operations. These items range from route-specific service adjustments to providing for more ticket and pass sales outlets either by vendors or the installation of ticket vending machines (TVMs).

Intercity bus service grew by 7.5% between the end of 2011 and 2012—the highest rate of growth in four years. Conventional bus lines, after declining modestly between 2010 and 2011, expanded by 1.4%, in part due to Greyhound and Peter Pan’s new specialty services. 2. Service by discount city-to-city operators (discount operators) that do not use traditional terminals in many cities, such as BoltBus and Megabus, surged by 30.6%. For the first time, this sector accounts for more than 1,000 daily scheduled operations. BoltBus’ expansion in the Pacific Northwest and Megabus’ expansion in California, Nevada, and Texas have greatly expanded the sector’s visibility on the national travel scene. 3. Conventional and discount operators appear to be benefitting from the federal crackdown of “Chinatown” bus operators, several dozen of which were shut down on May 31, 2012 for noncompliance with certain safety regulations. 4. Discount operators are developing new technologies to inform customers about service issues, such as delays and cancellations. Such innovations have also helped operators find arrival and departure locations that create less neighborhood interference at hub cities than in the past.

Low fuel prices have made driving more SUMMARY affordable, encouraging major bus carriers to shift their orien- tation from expanding their schedules by rolling out new val- ue-added conveniences on a relatively large scale. Major bus carriers rolled out value-added conveniences on a large scale in 2015, exemplified by Greyhound’s new OnTouch© system, megabus.com’s re- 1 served seating program, and BoltBus’ integration of Uber ridesharing into its mo- bile app. Intercity buses handled an estimated 62 million passengers in 2015, about 35% more than in 2008.
